Documents related to both the Planning and Zoning Advisory Board hearing and the Local
Planning Agency hearing are available for inspection and copying in the office of the Village
Clerk during normal business hours Monday through Friday from of 8:30 a.m. to 5:00 p.m. All
interested parties are invited to come and be heard at the public hearings.
If a person decides to appeal any decision made. by the Planning and Zoning Advisory Board or
the Local Planning Agency with respect to any matter considered at such meeting or hearings,
that person will need a record of the proceedings, and for such purpose, that person may need to
ensure that a verbatim record of the proceedings is made, which record includes the testimony
and evidence upon which the appeal is to be based. Neither the Planning and Zoning Advisory
Board nor the Local Planning Agency provide such a record.

On June 14, 2012, the Village Council app��oved a Va�•iance request to allow the location of a fi•eestanding
identification sign (not to exceed a maximum 20 sq. ft.) with a zero (0) front setback (see attached Order VAR-
OS-12). The applicant is t•equesting recommendation fot• appl•oval of a 3'4" (H) X 6'0" (L) X 1'6" (W)
fi•eestanding identification sign. The sign is to be CBS block consh•uction with the following colors:
• Base Pecan Sandie (Behr 700C-3)
• Background Pecan Sandie (Beht• 700C-3)

� All construction, additions, and/or alterations of commercial buildings must be approved by the Planning &
' Zoning Board. The Planning & Zoning Board meets the th�rd Thursday of every mon�h at 5:30 p.na, as
needed in the Village Hall Council Chambers, 34�5 Tequesta Drive. The applicant wilt be inforrned by letter
of their scheduled meeting date. Due to administrarive review, the meeting date the applicant is scheduled to
attend, may not be the closest meeting to when the application is subm:tted.
The Planning & Zoning Board is an Advisory Board only. After review and recommendation by the
Planning & Zoning Boarcl, applications will be heard at the next availabte Council Meeting of the
Village of Tequesta, for final approval. After approval by the Village Council, a building permit can be
issued by tr�e Building Department.

The applicant will submit to the Village of Tequesta Department of Community Development with the
fol(owing documents for Planning & Zoning Board review, forty-five (45) days prior to the meeting date:
1) Eor new construction or additions, Fifteen (15) sets of prafessionaliy prepared site plans showing all
existing and proposed structures, setbacks, parking and loading layout, ii�gress and egress, sidewalks and
walkways, exterior lighting layout, dimensions of street frontages and properly lines and all signage.
2) Fifteen (15) sets of Landscaping Plans in accordance with Village of Tequesta Code of Ordinances,
Division [V, Landscaping.
3) Fifteen (15) sets of multi-dimensional color renderings and/or photographs are to be provided. The
Planning & Zoning Board needs to see an exact rendering of what is to be placed on the site. Color
photographs or prints as close to the actual colors to be used must be supptied. Since color printers often
do not display the correct color, it is recommendecl that samples of the paint chips, as well as a sample of
the support materials (i.e., canvas, wood, metal, etc.) be provided.
4) One (1) set of Plans l 1 x t 7 size and One (1) disk.
5) Any other documents that may help clarify the position of the applicant.

Introduction
Hannah's Home of South Florida, Inc. ("Hannah's Home") is an e�usting maternity home in the
Village of Tequesta. Its mission is to provrde a safe and loving environment for sir�gle ptegnant
young women where tbey cau develop Irfe sldlls and conirtiue tbeit educatiot� in a Christran
atrnosphere.
Hannah's Home has its roots in Ohio where founder Carol Beresford began a facility in 2002 to
help young ladies who found themselves pregnant and without hope.
Carol's e�exience in Ohio has helped focus the mission on the critical need. 'That is, to accomplish
sustainable change with these young women, a change in lifestyle is needed after the birth of their
babies, and for that to become a reality they would need more help than merely assisting with their
pregnancy. Accordingly, the mission of Hannah's Home is expanded to include training in life skills
and formal education.
In the fall of 2002, Mrs. Beresford moved to South Florida and continued her vision of assisting
pregnant, unwed young women. There are many excellent organizations that provide many of these
needs. However, there is no place in this area where pregnant young women can come to stay, have
privacy, learn a proper perspective on life, feel safe, and continue their education. Hannah's Home
will provide the resources necessaiy for the young women to have a safe, secure, loving environment
in which to thrive. In 2003, Hannah's Home of South Florida was incorporated and qualified with
the IRS as a charitp under Section 501(c)(3). The goal has been, and continues to be, operating a
local facility built around a two-pear residential program of assistance, counseling and future career
planning.
One of the major areas in which Hannah's Home seeks to have an impact is the area of
"hopelessness" most young women have when confronted with the prospect of bringing a baby into
this world — many times alone. What an overwhelming situation — not only for the young woman,
but for her baby, her famity, the father of the baby, his family, close friends. This situation has a
"ripple effect" that can destroy relationships and lives if not dealt with properly. God has .rtated, `2

Hannah's Home of South Florida is committed to giving "hope for the futuxe."
In 2009, a three-acre piece of property located at 4390 S. County Line Road, Tequesta, Florida, was
purchased. Since this purchase, the interior of the building has undergone a major renovation.

There is a new and larger kitchen, new flooring, new plumbing fixtures, furniture and decorating
have all be donated through in-kind trade services and donations. Many volunteers from Tequesta
and the larger community have donated their time, talent and services to ready Hannah's Home for
operations.
Our doors were opened to the first residents in January, 2011 and we now have four full-time
residents in our program which consists of a two-year commitrnent for the young women. Not only
is food and shelter provided but our residents are recipients of dental and medical care, counseling,
future career planning, as well as continuing education. Hannah's Home has been licensed as a
Florida Virtual School where the young women can continue and complete their high school
education or receive their GED.
Hannah's Home ofSouth Florrda provides:

• option counseling (whether to parent or release her baby for adoption).
• an opportunity to continue her education.
� help to make responsible decisions for the future of hez and her child.
� counseling with Christian perspective.
• birth preparation and parenting classes.
The young women will be allowed to stay at Hannah's Home of South Florida at no cost. Each one
will be considered on an individual basis regardless of race, color, religion, or economic status. We
will be funded by individuals, organizations, businesses, community groups, and churches who have
a heart for this ministry.
Those seekrng admission must be:
• willing to complete an application for admission and have a personal intexview.
• single pregnant and in need of housing.
• willing to cooperate
• willing to follow the guidelines of the program.
• willing to work on personal issues.
The last phase of oux three-phase program is to see our young women leave being able to support
themselves and their young children.
Our future goal is to expand the building program and provide multi-housing units and cottages to
provide living space for young women with their newborns and eventually include one child less
than two yeaxs of age (in addition to the child in utero). The current program is limited as we only
have one building to work with. The additional buildings anticipated by this site plan request will
allow Hannah's Home to accomplish the full program.
Histo
On November 12, 2009, the Village of Tequesta's Village Council approved a special exception to
allow a school use on the subject property subject to a condition of approval. T'he conditions states:

In October 2010, the applicant submitted a 6 month time extension request to the Village Council to
allow additional time to develop an overall "plan" for the subject site. The Village Council granted
the extension request to May 12, 2011. Since then, Hannah's Home has had several milestone
accomplishments which constitute significant actions to satisfy the above referenced condition of
approval.
First, Hannah's Home has received a.11 of their State of Florida's licenses to operate under the rules
and regulations as a 501C(3) company. Hannah's Home has officially opened their doors to the
young pregnant woman and currendy provides its progratn to four (4) young ladies. On December
18, 2010 Hannah's Home had their official grand opening and provided the Mayor of Tequesta, Pat
Watkins an official key to the facility.
Second, Hannah's Home is accredited through The Florida Association of Christian Child Caring
Agencies (FACCCA). This is an accrediting authority in the state of Florida for children's homes
operating under Florida Statute �409.176. Hannah's Home is required to comply with the standards
mandated by FACCCA and bp Florida Statute �409.176.
`Third, Hannah's Home is also licensed as a school with the Florida Department of Education.
On March 8, 2012 the Village Council approved a variance request to allow a freestanding
identification sign with a zero (0) front setback in the R-1 Zoning District.
Rec�nest
The applicant is requesting approval by the Planning and Zoning Board of a freestanding
identification sign to be built on the property as approved by the Village Council on March 8, 2012.
Atta,ched with this application is a detail of the proposed sign. As noted, the sign colors will match
the existing structure at this time. Additionally, a survey has been provide to show the location of
the proposed sign.
Conclusion
On behalf of the Applicant, H&L Planning and Development Consultants request approval of the
signage request. We look forward to working with Staff to bring this application before the Planning
and Zoning Board for ftnal approval as quickly as possible. We are available to answer any

THEREUPON, THE TEQUESTA VILLAGE COUNCIL RINDS AS FQLLOWS:
1. The subject praperty is located in the R-1 Zotung District in the Village of Tequesta.
2. The applicant has submitteci all documents required by the Village's Code of
(lydinances for variance review.
3. The application and all supporting documentation and presentation materials as
reviewed by the Village Councit at its March S, 20�12 meeting, and as kept �n file by
the Village, are made a part hereof and are hereby incorporated by reference.
4, According to Section 78-61, variance approval by the Village Council is required.
5. The applicants have applied for a variance from Sec.78-'l40 to a11ow the location of a
