Navigating Florida's Planning Requirements 80 SW 8th Street, Suite 2000, Miami, Florida 33130 (305) 215-6302 ph. / (305) 423-7137 fax www.belldavid.com PROPOSAL FOR CONSULTANT SERVICES VILLAGE OF TEQUESTA 2008 COMPREHENSIVE PLAN EVALUATION AND APPRAISAL REPORT-BASED AMENDMENTS Proposal TEQ2008-01 The following Scope of Services details the steps by which Bell David Planning Group (BDPG) proposes to assist the Village in amending its Comprehensive Plan in accordance with its adopted Evaluation and Appraisal Report. This scope is based on the requirements of: Chapter 163, F.S.; Rule Chapter 9J-5, Florida Administrative Code (F.A.C.), and; BDPG's experience. Phase I. Preparation of EAR-based amendments and updated Capital Improvements Schedule BDPG will prepare amendments to the Comprehensive Plan based on the EAR recommendations. BDPG will coordinate as appropriate with the Village in the preparation of these amendments. The proposed amendments will also address the required 5-year schedule of capital improvements, the 10-Year Water Supply Plan, and other statutory growth management requirements, as appropriate requirements. Deliverables - 10 copies each for Amendments, and one electronic copy determined by the Village). staff review of the draft EAR-based (number of copies may be amended as Completion Date -August 1, 2008 Total Cost of Phase I. - $15,000.00 Bell David Planning Group TEQ2008-01 EAR-based Amendments Phase II. Transmittal and Adoption of the EAR-based Amendments BDPG will present the draft amendments to the Local Planning and the Village Council in advertised public hearings in order to authorize and approve transmittal to the Florida Department of Community Affairs (DCA). BDPG will then transmit the appropriate number of copies to DCA and copies to designated review agencies. BDPG will revise the proposed amendments to address the objections, recommendations, and comments of DCA, if any, and will present the amendments to the Village Council for adoption in an advertised public hearing. BDPG will then transmit three copies to DCA and copies to designated review agencies. DCA will issue its Notice of Intent to find the adopted amendment in compliance within 45 days. The effective date of the amendments is approximately two months from submittal of the adopted EAR-based amendments. Completion Dates - On or before December 1, 2008 Total Cost of Phase II - $10,000.00 Phase III. Revised Comprehensive Plan BDPG will prepare a new Comprehensive Plan incorporating the adopted amendments, and will provide the Village with a digital copy as well as a master printed version. Total Cost of Phases III - $3,000.00 Proposed Total Project Cost - $28,000.00' Bell David Planning Group appreciates this opportunity to submit this proposal to the Village of Tequesta. 1 Note: The proposed cost includes all costs and expenses to be incurred by Bell David Planning Group in completing the EAR-based amendments for the Village. We boast a wide range of multi- disciplinary public and private sector experience in the following areas: Evaluation and Appraisal Reports (EARs), and EAR-based amendments; Comprehensive Planning; Land Use; Land Development Regulations; Annexations; Development Application Review; Facilitation; Grantswriting; and, Special Planning Studies. Mr. Jerry Bell, AICP, President, BDPG, the Team's Project Manager, is a highly regarded urban planner with extensive comprehensive and land planning experience. Mr. Bell served, or is serving, as the Project and/or Functional Manager for EARs for the following municipalities: Town of Manalapan; Village of Royal Palm Beach; City of Miami; City of Hialeah; City of Deltona; City of Aventura; City of Hialeah Gardens; City of Oviedo; City of West Melbourne; City of South Miami; City of Port Richey; Village of Biscayne Park; Village of EI Portal, and; Indian Creek Village. Mr. Bell is managing, or has managed, the preparation of EAR-based amendments for the Village of Royal Palm Beach, Town of Lake Park, Town of Manalpan, City of Sunny Isles Beach, City of Hialeah, City of Hialeah Gardens, City of Aventura, City of Port Richey, and Indian Creek Village. In recognition of his expertise and experience with the new EAR-requirements, Mr. Bell served on a panel regarding the EAR requirements at the 2005 Florida Chapter of the American Planning Association (PAPA) Conference in St. Petersburg. Mr. Alex David, AICP, Vice-President, BDPG, brings expertise acquired over 17 years with Miami-Dade County and Miami-Dade County Public Schools. Consulting experience includes: Evaluation and Appraisal Reports, as enumerated above; revisions to municipal land development regulations for the City of Hialeah Gardens and Indian Creek Village; a Building Moratorium Study; annexation applications and reports for both public (City of Doral) and private clients; and other planning and development related consulting services. Mr. David served as Project Manager for the City of Aventura and Indian Creek Village EARs and assisted in establishing the Planning and Zoning Department for the new Town of Cutler Bay. A benefit to any municipality is Mr. David's 1 wealth of relevant urban and town planning and intergovernmental coordination experience which brings the ability to navigate through the bureaucracy of local and state agencies and obtain required data in an expeditious manner. Mr. David served on several session panels at the 2003 Florida Chapter of the American Planning Association (PAPA) Conference in Key West. He is currently Chair of the Miami-Dade County Planners Technical Committee, is on the Gold Coast Section of PAPA Board and 2008 Conference Committee, is on the City of Miami Beach Design Review Board and the Miami-Dade County Transportation Aesthetics Review Committee and, has recently been appointed to the Miami- Dade County Citizens Oversight Committee for the School Interlocal Agreement. Kathie Ebaugh, AICP, Senior Project Manager, BDPG has over ten (10) years experience as a certified city planner with the technical, communication, and interpersonal skills necessary to help foster livable communities. She has facilitated public workshops, visioning forums, and scoping meetings related to the development and implementation of city comprehensive and neighborhood design plans. She served as Project Manager for "Envision Venice: 2006 Evaluation Appraisal Report, 2007 Comprehensive Plan, and 2008 Land Development Code Update". Envision Venice received the 2005 Sun Coast Chapter PAPA Project of Year Award and the 2006 FPZA Project of Year Award. This document is now nominated for the APA 2008 Daniel Burnham Award for a Comprehensive Plan. In addition, Ms. Ebaugh serves as Project Manager for the City of West Melbourne's Evaluation and Appraisal Report. 2
