SUBJECT: Proposed Ordinance Amending Chapter 16, Fee Schedule, of
the Village Code of Ordinances; Increasinq Certain Review
Fees; Agenda Item
Attached hereto, please f ind a copy of a proposed Ordinance
requested of the Building Official to increase certain development
oriented review fees. It has been approximately six (6) years
since these fees were reviewed for adjustment. In the eourse of
reviewing the proposed budget for FY 1995, it becomes evident that
all non-ad valorem revenues must be reviewed for increases to
remove upward pressure on property taxes The Department of
Community Development has surveyed other communities regarding
their development review fees and feel that these proposed fees are
justif iable and in line with other communities.
It is estimated that adoption of this ordinance will provide an
additional $15, 000 . 00 of revenue to the Village in FY 1995 . The
effective date of this ordinance is October 1, 1994. This
ordinance is being recommended for adoption now so that the FY 1995
budget can include the projected additional revenue. This ordinance
was reviewed by the Finance and Administration Committee at their
meeting on January 11, 1994. The Committee recommends the adoption
of this ordinance after having recommended certain amendments to
the ordinance which have been included in the attached draft.
It is recommended that the Village Council adopt this ordinance on
first reading.

SUBJECT: Draft ordinance amending chapter 16, Fee Schedule, of
the Village Code of Ordinances, for the purpose of
increasing certain review fees.
Tom, attached is a copy of a draft ordinance that addresses
the above referenced subject. Also attached is a copy of the
current chapter 16 fee schedule and a copy of a 1990 fee survey
that indicates the various fees charged by 13 Palm Beach County
municipalities.
As a matter of information, the Village of Tequesta has not
had a fee increase for the review processes listed in chapter 16
for at ieast 7 to 10 years. Meanwhile, the cost of administering
each of these review processes has been steadily rising. As a
result of these rising costs and examining what fees the other 12
Palm Beach County communities have been charqing, it is my strong
reccommendation that the Villaqe adopt the attached draft
ordinance.

SUSJECT: Request for Revenue Estimates
Attached hereto, please find a copy of correspandence dated June 9,
1993, relative to the proposed Ordinance amending Chapter 16, Fee
Schedule, which was prepared by you. I believe that you previously
provided me with an informal estimate of the revenues requested in
paragraph 2 of that correspondence.
Now that FY 1993 is complete, please forecast the amount of revenue
that the Village will receive in FY 1995 if we experience the same
amount of activity requiring the applicable application fees
addressed in the attached draft Ordinance. Please provide your
response to this request in memorandum form, in that it is intended
for your response to be reviewed by the Finance and Administration
Committee of the Village Council in advance of the forthcoming
budget season.
Please respond by the close of the working day, Wednesday, November
10, 1993.

SUBJECT: Anticipated Revenue Proiections.
Tom, with regard �to the draft ordinance amendinu Chapter 16, Fee
Schedule, you inquired as to what our revenues would have been for FY
93 usinq the groposed fes schedule and in comparison to the current
fee schedule and, further, what the anticipated revenue would be for
FY 95 if the draft ordinance is adopted. The answers to these
questions are as follows: �
1. Current Revenue: Development & Zoninct Fees = 59,825
<Actual revenue collected for FY 93.>
2. Current Revenue: Development & Zoninq Fee.s = 525,087
(If draft ordinance fee schedule were already
in use for FY 93. >

(Adopting draft ordinance for FY 95 - 12

The projected revenue for FY 95 of b25.000 would compare to the actual
revenue of 89,825 for FY 93.
NOTE: This analysie of pro�ected revenue assumes a similar amount
of activity to occur in FY 95 as occurred in FY 93.

SCHEDULE OF FEES AND ADMINISTRATIVE COSTS
RE LAND DEVELOPMENT, ETC.•
Sec. 18-1. Adoption and purpose.
(a) The application and filing fee schedule is hereby adopted.
Provisions contained herein shall constitute the fees charged by
the Village of Tequesta for various land development activities.
Such fees shall cover all administrative costs and additional costs
incurred by the village as part of and during the processing and
review of the various activities. This chapter shall generally be
referred to as the "fee schedule".
(b) The purpose of this fee schedule is to provide a centralized
listing within the Code of Ordinances which establishes a range
of fees and charges as determined by the village and adminis-
tered by the building official in the processing and review of
applications for activities such as, but not limited to, land devel- _
opment. This chapter may, from time to time, be amended by the
village council. (Ord. No. 351, § 1, ?-14-87)

(a) To cover all administrative costs incurred by the village, e

Sec. 16-3. Additional costs.
To cover all additional administrative costs, actual or antici-
pated, including, but not limited to, engineering fees, consultant
fees and special studies, the applicant shall compensate the vil-
lage for all such costs prior to the processing of the application or
