Bradford, Village Manager DATE: March 11, 1994 SUBJECT: Tequesta Park; Martin County Usage In the event that the Village Council wishes to pursue Martin County participation in the funding of Tequesta Park, we offer the following for your consideration in the establishment of a level of participation from Martin County: 1) The Village offered our last summer recreation youth program ---- - - at Tequesta Park in 1991-. - A total of- 168_ _youungsters registered for the Program, with 32 youngsters or 19� coming from Southern Martin County. 2) Based upon Martin and Palm Beach County School Board records, appearing below, please find pertinent population information. Martin County: 268 public school children Tequesta (All land areas North of the Loxahatchee River): 957 public school children Total: 1,225 Martin County percent of public school age population: 22� 3) Population: Tequesta 4,543 * South Martin County 4,647** * University of Florida, April 1993 ** Martin County indicates population to be 3,587 in 1990. Estimated permanent population is 4,647, when multiplying housing units served by Jupiter and Tequesta Water Departments x multiplier of 2.2 persons per household, the same multiplier used by the U.S. Census Bureau x.85 to account for seasonal population. You directed me to find out how many Palm Beach County youngsters lived north of the Loxahatchee River and have access to the recreational facilities at Tequesta Park. Bradford, Village Manager FROM: Gary Preston, Director of Public Works & Recreation �'� DATE: January 7, 1994 SUBJECT: South Martin County Youth Participation in Local Recreation Programs __ __ _ __ _ _ _ _ _ __ _ _ _ _ _ Several weeks ago, you requested that I contact the appropriate parties to receive an accurate number of youngsters in South Martin County and the number of these youngsters participating in local youth programs. During this time period, I contacted the three (3) agencies you requested and they provided the following information. o Organization: Jupiter-Tequesta Athletic Association (JTAA) Contact Person: Mr. Jay Hunston Mr. Hunston advises that a total of 4,300 youngsters participates in JTAA programs and of this number, approximately 35 are from South Martin County. o Organization: YMCA of the Palm Beaches Contact Person: Mr. Lesly Mc Whorter _ During this past two (2) summers, the YMCA provided youth activities at the Jupiter-Tequesta Junior Citizens (JTJC) � building on Seabrook Road. YMCA Director Lesly Mc Whorter informed me that when the Palm Beach Gardens YMCA closed several weeks ago, the records for the summer JTJC participants were not a part of the files moved to the West Palm Beach offices. These records were either destroyed or misplaced. Mr. Mc Whorter was unable to recall whether or not any South Martin County youngsters participated in the summer YMCA program. ,. . ..,, .,, �,' � ; . . � � . T Memorandum Thomas G. Bradford January 7, 1994 Page 2 - ---------------------------------- o Organization: Martin County School Board Contact Person: Mr. Willie Smith Mr. Willie Smith, Martin County School Board Transportation Manager, informed me that a total of 268 South Martin County youngsters attend the Martin County School System. The number of students attending each level of school is as follows: High School - 60 Middle School - 50 Elementary School - 158 o The Village offered our last summer recreation youth program at Tequesta Park in 1991. A total of 168 youngsters registered for the program with 32 youngsters, or 19 0, coming _._ _ from South Martin County.__ _ I have also reviewed the 1990 U.S. Census data for the Martin County Tracts. The data does not provide a separate breakdown for unincorporated Martin County. Hobe Sound area is listed and shows 1,296 youngsters between the ages of five (5) and eighteen (18). We provide police service, fire service and water service. Water service is currently provided to South Martin County. Police and fire services could be provided as well. Tequesta maintains ownership of the primary north-south urban collector (Country Club Drive) and the primary east-west urban collector (Tequesta Drive) serving the residential areas for this region. The information provided above shows that South Martin County has a disproportionate population and land area for this region and provides less than the average number of lane miles of roadway for its citizens, which is indicative of the fact that South Martin County over-utilizes Tequesta's roadway infrastructure --- (Country Club Drive and Tequesta Drive). Accordingly, Tequesta has sought for years to have Martin County provide the Connector Road to help off-set traffic on its roadways and provide destination alternatives for South Martin County residents seeking to utilize the commercial district within Tequesta along the U.S. Highway One carridor. If Martin County is set against providing the Connector Road, then the evidence suggests that they should provide for maintenance expenses associated with Country Club Drive and Tequesta Drive on a proportionate basis by virtue of the fact that a recent professional traffic study conducted by Tequesta indicates that 51$ of the traffic on Country Club Drive in Tequesta emanates from South Martin County and is projected to be 62� in the future upon build-out of the South Martin County land areas.
