I. CALL TO ORDER AND ROLL CALL �
The Tree Board of the Village of Tequesta held a regularly
scheduled meeting at the Village Hall, 357 Tequesta Drive,
Tequesta, Florida, on Wednesday, February 23, 1994. The
meeting was called to order by Chairwoman Cook at 9:32 A.M.
Tree Board members present were: Vice Chairman Victor
Strahan, Paul Coben, Ruth Maitland, Claudette Dalack and
Alternate Member Steve Parker. Also in attendance was Gary
Preston, Director of Public Works and Recreation.
II. APPROVAL OF AGBHDA
The Agenda was approved.
III. APPROVAL OF PREVIOUS MELTING MINUTES
1) October 13, 1993 Tree Board meeting Minutes were approved
as submitted.
IV. NEW BUSINESS
1) 1993 Tree Citp USA Award.
Gary Preston indicated that the Village received this Award
aqain on January 28, and also received the new Tree City USA
flag which will fly the week before and the week after Arbor
Day. He then asked the Board to think about a location for
putting the Tree City USA signs, and said that Juno Beach has
their signs up. He suggested putting the signs up at U.S. One
at Beach Road, with 116 queen palms along that road, and
turninq onto Tequesta Drive from U.S. One heading west down by
Fidelity Federal.

At this point, Boardmember Maitland pointed out that some of
the trees in that area laok like they are dying, Mr. Preston
indicated that the irrigation system is working, but will
check it out.
Further discussion took place about the location of the signs.
Boardmember Coben expressed that there could be confusion
about having so many Tree City USA signs up in the surrounding
communities. Chairwoman Cook suggested putting up a sign in
front of the Village Hall. Boardmember Strahan suggested
having "Tequesta" written along bottom of the signs.
Boardmember Coben did not feel this was a good idea because
letters can be removed too easily. Boardmember Strahan then
suggested putting the signs onto a wooden background and
having another sign with the word Tequesta. Mr. Preston said
the wood rots too easily. Boardmember Coben moved to forget
the signs. Boardmember Maitland objected to this. Again,
more discussion took place as to location of the signs.
Chairwoman Cook suggested the Board think further about the
locations and discuss it at the next Tree Board Meeting.
2) 1994 Arbor Day Meetinq - Fridap, April 29, 1994.
Mr. Preston said the Village had received the Tree City IISA
flag and decals for the Tree City USA signs. He told the
Board that other cities strictly meet on site on Arbor Day for
a tree planting, and he felt it should not be a formal meeting
with a recordinq secretary, especially due to the fact that
usually the only people to show up are the Tree Board members .
Arbor Day will be put in the newsletter, however, and there
will be a proclamation and refreshments.
Boardmember Maitland would like the Board to meet with some
representatives of Juno Beach before Arbor Day regarding the
provision of providing seedlings to the public. Mr. Preston
will speak to the appropriate person at Juno Beach and get
some information. Mr. Preston said that it could be added to
the Arbor Day news release that seedlings will be qiven away.
The type of Arbor Day tree to be planted was then discussed.
At 9:59 A.M., Chairwoman Cook had to leave the meeting. Mr.
Preston then summarized that Arbor Day would be an informal
gathering at the Villaqe Green at 10:30 A.M. on April 29,
noting that Pink Tabebuia and a Golden Rain Tree would be the
first and second choices respectively chosen by the Tree Board
members. Boardmember Coben made the motion to approve the
above, and Boardmember Dalack seconded the motion. The vote
on the motion was:

the motion was therefore passed and adopted.
V. UNFINISHED BUSIpESS
1) Progress Report on the Tequesta Drive Tree Plantinq
Project.
Mr. Preston stated that Village Council approved the plans on
February 10, and since that time, a letter to all the
residents will be going out today advising them that if they
have any comments, they have until next Friday to contact Mr.
Preston. Boardmember Dalack asked why sod was being planted
instead of a ground covering. Mr. Parker stated that it was
probably due to the expense, and said they would be planting
shrubs and ground cover underneath the trees and palms. Mr.
Preston said they did plan to put some ground cover at Gallery
Square South, Blair House West, Village Green Park and near
Venus Street.
Boardmember Maitland then asked what the Board's involvement
will be regarding Country Club Drive. Mr. Preston said there
will be about 350 trees going in, and that this will go before
the Community Appearance Board. Boardmember Strahan
interjected that this topic of discussion should be under Any
Other Matters.
The Board decided that the newsletter should make mention of
Parker Design Group as way of recognition of Stephen Parker.
Mr. Preston said the starting date of the Tequesta Drive Tree
Planting Project is March 14. The irrigation system should
start going in, but there are many places they can start
working without the irrigation system. A discussion then took
place about what can be done in front of Gallery Square North.
Mr. Preston stated that nothing in this Phase can be.done, but
that it can be stated in the minutes that the Board is in
favor of votinq that there will be trees located in front of
Gallery Square North. Boardmember Coben feels there will be
no visibility problem for the Fire Department.
Mr. Preston informed the Board that the Village is now ready
to move into FY 1995 budgeting for Phase II, Seabrook to
Riverside Drive Tree Plantinq Project, and will discuss it at

the next meeting. He also recommended not to pursue anything
furttier with Gallery Square North at this time, but address it
at a later time.
VI. ANY OTHER MATTERS
Boardmember Dalack told the Board that Sali wiener will be
moving and the Junior Women's League would like her
recognized. A discussion about dedicating a tree in her name
was discussed. Mr. Preston recommended contacting her and
inviting her to the Arbor Day ceremony and plant the Arbor Day
tree in her honor. Boardmember Dalack made a motion and
Boardmember Coben seconded the motion. The vote on the motion
was:

the motion was therefore passed and adopted.
Boardmember Maitland wants to make sure the Board is notified
sufficiently ahead of time regarding what will be done on
Country Club Drive. Mr. Preston suggested that if the Country
Club Drive Streetscape Project takes place, the Board be
notified and involved in the project during the initial
stages. Boardmember Coben asked who is pushing this project.
Mr. Preston responded that the residents along Country Club
Drive are very upset about the amount of traffic, and the
speed with which they are traveling. He said that having a
tree canopy over the roadway shows that this reduces the speed
of the traffic.
VII. COI�II�tJ1�tICATIONS FROM CITIZENS
Wade Griest feels that the Tree City USA sign is very
misleading for a Village with 1� square miles. Mr. Griest
then spoke about how the Village Council is there to do what
is best for the Village and does not feel one resident should
be able to upset the Villaqe's plans. He feels the Villaqe
has become a victim of special interest groups. He feels that
a Councilmember should attend every meetinq to be better
informed of what is going on. Boardmember Coben disaqreed
with this because he feels that the Councilmember who attends
the meetinq would become a de facto expert. Boardmember Coben
did, however, agree with Mr. Griest that the Tree City USA
sign issue is silly for a place the size of Tequesta.

There being no further business before the Board, the meeting
was adjourned at 10:35 A.M.
