Bradford, Village Manager DATE: April 7, 1994 5USJECT: Cypress Drive Drainage Project Status Report; Agenda Item The Northern Palm Beach County Water Control District is contemplating initiating the long awaited Cypress Drive Drainage Project. As you recall, this is a multi-jurisdictional Project to effect drainage improvements on a regional basis. The governmental entities aside from the District are Jupiter, Palm Beach County and Tequesta. The Village Council has previously committed to this Project, as have the other governmental entities. By committing to this Project, the Village Council has made known its willingness to allow its public property to be taxed by the District in order to pay for its fair share of drainage improvements necessitated by that public property owned by Tequesta. Tequesta owns right-of-way and Water Department property within the drainage basin area. There are two ways in which to pay for Project assessments, as follows: 1) Amortize the same over twenty (20) year period 2) Lump-sum payment The Village Council has previously committed to participation in this Project and has indicated its intent to pay for its cost on a lump-sum, one-time payment basis. This is evidenced by the fact that we have continued to budget for these anticipated costs within the applicable capital improvement funds of the Village, in order to provide funds necessary to pay our estimated lump-sum assessment costs. I believe that Peter Pimentel, Executive Director of the District, is ready to bring this Project to fruition. Negotiations for property acquisition are about to commence. A final Public Information Meeting with affected property owners is anticipated in the near future. It is recommended that the Village Council participate in this Project.
