HomeMy WebLinkAboutMinutes_Local Planning Agency_08/15/2013 Planning & Zoning Advisory Board Sitting as the Local Planning Agency MEETING MfNUTES August 13, 2013 CALL TO ORDER AND ROLL CALL The Vi{lage of Tequesta Pfanning & Zoning Advisory Board sitting as the Local Planning Agency held a regularly scheduled meeting at the Tequesta Village Hall, 345 Tequesta Drive, Tequesta, Florida, on Thursday, August 15, 2013. The meeting was called to order at 6:16 p.m. A rall call was taken by Assistant Community Development Director Joanne Burnsed, who noted the following were present: Chair James Hackett, Vice Chair Michaei Schmidt, Board Member Elizabeth Schauer, Board Member Steven Eagen, and Board Member Janet Strand. Also present were Alternate Ashley Warren, Alternate Sebastian Loaiza, Community Development Director Nilsa Zacarias, and Village Attorney Keith Davis. APPROVALOFAGENDA MOT10N Board Member Schauer moved to approve the agenda as submitted. Vice Chair Schmidt seconded the motion, vvhich carried by unanimous 5-0 vote. �I. MOTION Board Member Schauer moved to recommend approval to Village Council of Ordinance No. 28-13 as submitted. Vice Chair Schmidt seconded the motion, which carried by unanimous 5-0 vote. 3. ORDINANCE NO. 29-13 An Ordinance of #he Village Council of the Village of Tequesta, Florida, amending the Village Code of Ocdinances at Chapter 66, Subdivisions, by amending this Chapter to provide internal consistency and consistency with the Village's Comprehensive Development Plan, to update certain references to local permitting agencies, and to repeal the fair share fee for public sites which has been made obsolete by current Parks and Recreation Impact Fees; providing that each and every other section and subsection of Chapter 66 shall remain in full force and effect as previously adopted, providing a conflicts clause, a severability clause, and autharity to codify; providing an effective dat�; and for other purposes. The Viflage Attorney described praposed changes in Ordinance 29-13, ar�d answered questions from the �oard. The Village Attorney explained the proposed Ordinance No. 30-13 which would address the practice of placing telecommunication poles in rights-of-ways by pass-through telecommunications providers, and answered questions from the Board. MOTION Boarc� Member Schauer moved to recommend app`oval to the Village Council of Ordinance No. 30-13. Vice Chair Schmidt seconded the motion, which carried by unanimous 5-0 vote. 5. ORDINANCE NO. 31-13 An Ordinanc� of the Village Council of the Viltage of Teque�ta, Florida, amending the Viliage Code of Ordinances at Chapter 78, Zoning, Article IX, Supplementa! Discussion ensued regarding appeals of Board of Adjustment rulings, and granting extensions of variances. MOTION Board Member Eagen moved to recammend approva/ to the Village Council of Ordinance No. 32-13. Board Member Strand seconded the motion, which carried by unanimous 5-0 vote. 7. ORDINANCE NO. 33-13 An Ordinance of the Village Council of the Vilia�ge of Tequesta, Florida, amending Ch�pter 78. MOTION Board Member Strand moved to recommend approval to the Village Counci! of Ordinance No. 34-13. Board Member Eagen seconded the motion, which carried by unanimous 5-0 vote. 9.
