RESOLUTION NO. 30-13
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA APPROVING THE CONTINUED USE OF THE CITIZENSERVE
LAND MANAGEMENT SUITE; AND AUTHORIZING THE VILLAGE
MANAGER TO EXECUTE THE SAME ON BEHALF OF THE VILLAGE;
PROVIDTNG AN EFFECTIVE DATE; AND FOR ALL OTHER PURPOSES.
Whereas, the Village Council desires to enhance the electronic capabilities of the
Code Enforcement, Permitting and Zoning, and Building Inspections departments
Whereas, the Citizenserve product was chosen as the most applicable application
for The Village of Tequesta
Whereas, the Citizenserve product is a subscription service
Whereas, the Citizenserve product was offered to The Village of Tequesta. without
any long term contracts
Whereas, the Village of Tequesta has already begun the setup process with
Citizenserve
Whereas, the Citizenserve product has already been budgeted for the 2013/14
budget year :
Whereas, The Village of Tequesta Code Enforcement, Planning and Zoning, and
Building Inspections departments request to continue the setup process, go live and
continue subscription service with Citizenserve indefinitely
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE
OF TEQUESTA, PALM BEACH COUNTY, FLORLDA, AS FOLLOWS:
Section 1. Approve the continued subscription to the Citizenserve land management
software attached hereto as Exhibit "A" and incorporated by reference as a part of this
Resolution is hereby approved and the Village Manager of the Village of Tequesta is
authorized to execute the same on behalf of the Village of Tequesta.
Section 2. This Resolution shall become effective immediately upon passage.

Re: Land Management Software Suite
Mr. Couzzo,
As you know I have been researching Land Management software to replace our existing
system. After researching technologies, attending demonstrations with staff, and obtaining
pricing I will be recommending we proceed with the purchase of the Citizenserve Hosted
Software Solution. This software incorporates a comprehensive feature set with a very attractive
pricing model. As the first years cost is less than $5,000 we do not technically require additional
quotes, however I felt it was important due to the nature of this project. I have included quotes
from 3 additional vendors for comparison. It should be noted that Citizenserve does not bind us
into a usage contract and we may cancel at any time with notice.
I also wanted to stress that as we move towards the use of additionai "Cloud" based systems,
we will be putting additional pressure on our existing internet circuit. Our connection to the
internet will also become more and more vital to our business process as it will be utilized for
production computing as opposed to simply surfing or background processes. It is my
recommendation that we immediately seek to increase the capacity of our existing circuit while
also bringing in a second provider and circuit for failover in case of an outage.

Current Situation
The Village of Tequesta is undertaking a technology upgrade to put in place the software tools needed
to improve efficiency, reduce redundancy, eliminate paper-based inspection processes, and support
cross-department coordination. With its integrated family of MobileEyes software products,
TradeMaster is uniquely positioned to meet the technology requirements of the Village.
• Its products span the functional areas to very effectively support the Village's permitting, plan
review, code enforcement, and fire inspection activities.
• Its MobileEyes software products share a common database and are simple to use thereby
eliminating duplication or' eTfort, reducing paper, and speeding up business processes enabling
departments to better utilize existing personnel to serve its citizens.
Background
MobileEyes is an integrated software solution developed and distributed exclusively by TradeMaster,
Inc. and its licensed resellers. The MobileEyes inspection and permit tracking software is integrated to
help fire, code enforcement, and building departments accomplish the following objectives:
• Speed up the inspection process to complete significantly more inspections per inspector.
We do this by reducing the time spent researching and documenting code violations,
producing reports, and tracking and scheduling plan reviews, inspections, and pre-plan
updates.
• Eliminate the need to type up inspection reports or reenter the inspection results into a
database once the inspection is finished. Whether it's a fire safety inspection or permit
related inspection, once the inspector leaves the premises there's no more work to do.
• For the Building Department, make it faster and easier to a) schedule, assign, and track plan
reviews and inspections across multiple departments, b) calculate permit fees, produce an
invoice or a receipt, and perform all accounts receivable activities, and c) determine the
status of a project or a permit involving multiple departments.

• Facilitate issuance of contractor licenses, create an invoice to charge the contractor for the
license, and track renewals.
• Automatically provide status updates to contractors. Provide instant communication of plan
review and inspection completion to keep contractors informed and keep your phone from
ringing off the hook!
• Create your own fee schedules in MobileEyes for billing of permits, plan reviews, and
inspections.

Products and Services Included
This proposal includes everything needed for a successful MobileEyes implementation—all requested
software, onboard codes, data load, and training required for the department's inspectors.
• 3 Licenses of MobileEyes Permit & Build software. Permit & Build will
come pre-loaded with the Florida Building, Residential, Electrical,
Mechanical, and Plumbing codes. MobileEyes Permit & Build will be used
for contractor, project, and permit tracking, plan reviews, and inspections
related to new construction or renovation projects. Three licenses will
support 1 fire department inspector performing plan reviews, 2 building
department inspectors, as well as building department administrative
personnel checking-in plans, running reports and performing invoicing and
Software financial administration functions.
• 2 Licenses of MobileEyes Inspect Plus mobile inspection software pre-loaded
with the Florida fire code. MobileEyes Inspect will be used for tracking,
scheduling, and performing fire inspections and report delivery across
commercial and other occupancies. Two licenses will support 1 fire
inspector and 1 code enforcement inspectors as well as office personnel
running reports and performing invoicing and financial administration
functions.
• No computer hardware is included in the scope of this proposal, but can be

• MobileEyes Permit & Build Administrator Training – 2-day onsite training
program to provide instruction on the set up and customization of
MobileEyes Permit & Build. By the end of these two days, the Building
Training Official and office personnel will have demonstrated their ability to create

inspections, and look up project and permit status and history.

program to provide instruction on the use and operation of the MobileEyes
field inspection software for new construction and renovation projects. By
the end of this day, the building inspector(s) will have demonstrated the
ability to do permit-related field inspections using MobileEyes.

program to provide instruction on the setup and administrative operation of
the MobileEyes Inspect inspection solution for fire and code enforcement
inspections.

Configuration • Tablet PC – MobileEyes is designed to work on any device that runs
Microsoft Windows XP, 7, or 8 but most inspectors use it on a tablet PC.
The tablet PC offers a perfect set of features for doing inspections – light
weight, long battery life, glare-resistant screen for outside work, and
excellent handwriting recognition. Because you handwrite on a tablet PC
instead of typing, writing comments in MobileEyes is almost as easy as
writing them on a pad of paper.
Web – All of the set up and customization tasks in MobileEyes are done on
the Web in your own secure MobileEyes database. The Web component of
MobileEyes is also where your inspection data is safely and securely stored
and where your staff goes to run reports and look up occupant and
inspection information.

Internet Explorer and a high-speed internet connection are the only technical
requirements to use MobileEyes on the Web.
• Help Desk – MobileEyes provides Help Desk support between the hours of
8AM and 8PM EST excluding weekends and holidays. The Help Desk is
staffed by native English speaking, certified MobileEyes instructors that
Ongoing Support operate from our Detroit or Atlanta offices. Our standard is for you to talk
to a knowledEeak�le staff member within 60 seconds of dialing our number.
When you call our references, please ask them what they think of our Help
Desk service and customer support. Help Desk support is included in the
software license price.
• Data Center Operations – With MobileEyes, there is no need for a dedicated
local server and related IT support—our software connects through the web
to a state-of-the-art data center. Complete infrastructure support and
data center services including system monitoring, nightly backups and off-
site data storage are provided by Secure-24, our data center and
information security provider. Secure-24 specializes in world-class
performance, data security, and system availability. All associated data
center infrastructure and services are included in the MobileEyes annual
software license fee. Additional information describing the hosting
environment and related services such as data security is available upon
request.
• MobileEyes products are typically upgraded annually to reflect the ideas

Upgrades software upgrades are included as part of the annual software license fee.

• Whereas some providers of inspection software products knowingly or
unknowingly violate the copyrights of content publishers, TradeMaster
takes these intellectual property matters quite seriously. TradeMaster has
NFPA and ICC entered into formal license agreements with both /nternational Code
Content Council and NFPA that allow us to provide required content on behalf of our
customers without violating the strict copyright language employed by
these publishers. These agreements protect TradeMaster and our
customers while respecting the intellectual property rights of our published
content suppliers.
TradeMaster and the Village will work out a mutually agreeable time schedule
for training and implementation. Our Operations team will work with you and
Village of Tequesta request the following:
Responsibilities • Signed proposal pricing and hardware specification sheets (if hardware is
included).
• Purchase documentation (purchase order) acknowledging the purchase as
detailed herein. The PO may be faxed to our TradeMaster office at
(678)364-1618.
• An electronic copy of all data to be pre-loaded into MobileEyes.
• An electronic copy of all local or municipal codes to be incorporated into
MobileEyes. We will pre-load all required local, ICC and NFPA code content.
• Availability of the appropriate people for MobileEyes User and
Administrator Training delivered onsite at your facility where network
connectivity is available.
