CALL TO ORDER AND ROLL CALL The Village of Tequesta Planning & Zoning Advisory Board held a regularly scheduled meeting at the Tequesta Viliage Hafl, 345 Tequesta Drive, Tequesta, Florida, on Thursday, September 19, 2013. The meeting was called to order at 5:51 p.m. A roll call was taken by Joanne Burnsed, who noted the following were present: Chair James Hackett, Vice Chair Michael Schmidt, Board Member Elizabeth Schauer, Board Member S#even Eagen, Board Member Janet Strand, and Alternate Ashley Warren. Also present were Brandon Schaad, for Planning & Zoning Director Nilsa Zacarias, and Village Attorney Keith Davis. 2. APPROVAL OF AGENDA MOTION Board Member Schauer moved to approve the agenda as submitted. Vice Chair Strand seconded the motion, which carried by unanimous 5-0 vote. 3. APPROVAL OF PREVIOUS MEETING MINUTES MOTION Board Member Strand moved to approve the minutes of the August 15, 2013 meeting as submitted. Board Member Schauer seconded the m�tion, which carried by unanimous 5-0 vote. Ti�e Village Attorney announced this was a quasi-judicial hearing and swore in all those intending to offer testimony in either of the cases on tonig�t's agenda. Each member of the Board stated no exparte communication. Chair Hackett annaunced a conflict in case SPR 07-13 and that he would be stepping down. 4. SPR 06-13 Application of Nozzle Nolen Pest Solutions to modify the exterior building color. The address of the proposed application is 341 Old Dixie Hwy., Tequesta, FL. Chair Hackett read application SPR 06-13 into the record. The applicant, Mickey Nolen, advised he would like the colors modified to off white (Corinthian/7730W)) for trim, and Light Topaz/7731W for the main part of the building. Planning & Zoning Advisory Board MEETING MINUTES September 19, 2013 Page 2 of 3 MOTION Board Member Schauer made a motion to approve SPR 06-13 with the trim to be off white Corinthian, the main part of the building to be Light Topaz, and the sign to remain blue and if it needed repainting to use the same color. Board Member Strand seconded the motion, which carried by unanimous 5-0 vote. 5. SPR 07-13 Application of Hannah's Home of South Florida, Inc. for a master site plan to construct a boarding school. The application includes development phases and a proposed landscape plan. The address of the proposed master site plan is 4390 County Line Road, Tequesta, FL. Chair Hackett read Application SPR 07-13 into the record. The architect for the project presented the project, displayed elevations, and answered questions from the Board regarding phasing, fencing, and landscaping. Applicant Carol Beresford noted the girls living there would be part of the community. MOTION Board Member Schauer made a motion to approve application SPR 07-13 with the following phasing: Phase 1— Within 9 year to submit the addition to existing buifding of nursery/dormitory; Phase 2- Within 5 years completion of the dormitory, a/l perimeter landscaping and lawn between the dormitory and existing building; Phase 3— Within 10 years completion of 4 duplexes plus the caretaker residence; Board Member Strand seconded the motion, which carried by unanirrrous 4-0 vote. Chair Hackett did not vote due to conflict of interest. G. PUBLtC COMMENT - None 7.
