Specifically, I recommend that under old business you have a presentation for approval of Interlocal Agreement between Village of Tequesta and Martin County regarding the Tropic Vista Portable Water project and Martin County Initial Assessment Resofution. Mary, please let me know if you have any questions in this regard. I anticipate this item will take approximately ten to fifteen minutes for presentation and comment. Couao, Village Manager Village ofi Tequesta Post Qffice �ox 3�73 Tequesta, Florida 33469-0273 R�: Tropic Vista - Our File No. 13153.70 D�ar Mike: As I explained to yvu on Monday aft�rnoon, May 1 Q, 2404, the attorneys for Martin County just advised that the Martin County Utilities bepartment wants more time before presenting the Tropic Vist� project fio t�e Martin County �ommission for �pproval. In this regard, ( want to recount the following facts: 1. There has been subst�ntlal negotiation between Martin County and the Viilage of Tequ�sta over the terms and conditions of an Interlocal Agreement between the Village and Martin Cout�ty for the provision by the Village of pol�able water to Tropic Vista residents. In addition, there has been substantial negotiation regarding the specific terms and canditions of the Initial Assessment Resoiution that wi!! ultimately be adapted by Martin Caunty to implement and fund this project. In this letter 1 refer to these documents as the "Proj�ct Agreements D 2. At the same time as fihese negotiations have been progressing, engineers for the Village have been attempting to obtain bids to cover the etltite capital COSt of the project, The bid process commenced several weeks ago but n4 fin�l bids haVe yet to be received an,d opened. It is anticipated that fina! bids will be made av�ilable within the next seven days, 3. The engineers at our tequest have pufi tagether a realistic estimate af the total costs of the project. This realistic cost estimate was presented to M�ttin County on Ftiday, May 7, 20Q4 and Monday May � a , 2004 in the hopes that Martin County could place these items on the Martih County �genda for a vote on June 10, 2004. Martin Gounty requires that submission materials be submitted np later than thirty days prior to public hearing. 4. The attomey far Martin County had advised that if the cost estimate was d�livered by May 10, 2004, he expected that the mat�er could be presented to Martin County on the commission agenda for the June 10, 2004 meeting. On the afternoot� of May 10, 2004, i was informed that the Utilities Department would like mor� time to evaluate the cost estimate before taking this mafiter to the Martin County Commission. Specifically, counsel for Martin County has proposed that the Initial Assessmerrt Resoiutian be scheduled for the Martin County meeting on July 13, 2004. I have examined this date �nd concluded that if the matters are presented to the Martin County Commissivn on July � 3, 2QD4 #here should be suffi�ient time to have the cost of this projeGt included ln the November 2004 tax bills. When delivered to Tropi� Vista residenfis they wil! include an assessment associated with the Village of Tequesta project. The operative date in this r�gard is September 15, 2004. As i �undersfand ifi, if the matters are addressed by Martin County in the manner proposed by it's courtsel, there wilt be sufficient time to ensure that this project is included in the tax role which must be finalized by September 15, 2004. My reasons for providing this background are ta exptain that I was hoping to bring tttese matters be�fore the Village Council at the me�ting scheduled for Thursday, May 14. 2004. Un'Fottunately, we will not have fina! documents to present at that time given the �dditional review requested by Martin Gaunty. Therefore, I request that this matter be pla��d on the agenda for #he regular Vit(age Counci! meeting to be cvnducted in June.
