MINUTES
March 25, 2004
PRESENT: Special Master Paulette Torcivia; Code Enforcement Officer Jason
Fleming, and Acting Recording Secretary Roberta Russo.
The hearing was cailed to order at 10:00 A.M.
Code Enforcement Special Master Torcivia approved the minutes of the February 26,
2004 Special Master Hearing as submitted.

R-1A Parking violation
The Respondent, Michael Capers, was not present at the hearing; however,
there was a finding of proper notice. The Tequesta Code Enforcement Officer
testified to the ongoing violation.
Conclusion of law was Respondent is in repeat violation of Ordinance #464,
Appendix A, Section X-L-3 Page 1185 R-1A parking violation, of the Code of
Ordinances of the Village of Tequesta.

Special Master Torcivia ordered that Respondent Michael Capers shal{
immediately comply with Ordinance #464, Appendix A, Se�tion X-L-3 Page
1185 R-1A Parking Violation, of the Code of Ordinances of the Village of
Tequesta. A fine of One Hundred Fifty and o0/100 Dollars ($150.00) is hereby
assessed for the violation that has existed. The fine shall be paid by April 21,
2004. If this violation is repeated, Respondent shall be fined $200.00 per day
for each day the violation continues to exist.
A certified copy of this Order may be recorded in the Public Records of Palm
Beach County, Florida, and once recorded, shall constitute a lien against the
property of the original amount upon which the violation existed and upon any
other real or personal property owned by the Respondent, pursuant to Chapter
162, Florida Statufes, for the originai amount.

The Respondents, Noe & Carolee Santamarina, were not present at the
hearing, however, there was a finding of proper notice. The Tequesta Code
Enforcement Officer testified to the repeat violation.
Conclusion of law is that Respondent is in repeat violation of Ordinance #464,
Appendix A, Section X-L-3 Page 1185 R-1A parking violation, of the Code of
Ordinances of the Village of Tequesta.
Special Master Torcivia ordered that Respondents shall immediately comply
with Ordinance #464, Appendix A, Section X-L-3 Page 1185 R-1A parking
violation, of the Code of Ordinances of the Village of Tequesta. A fine of One
Hundred and 00/100 Dollars ($100.00) is hereby assessed for the violation

that has existed. This fine shalt be paid by April 21, 2004. If this vioiation is
repeated, Respondents shall be assessed a�ne of $150.00.

The Respondent, Anthony Stumpp, was not present at the hearing, however,
there was a finding of proper notice. The Tequesta Code Enforcement Officer
testified to the ongoing violation.
Conclusion of law is that Respondent remains in violation of Section 464,
Appendix A X-L3 Page 1185, R-1A Parking Violation of the Code of
Ordinances of the Village of Tequesta.
Special Master Torcivia ordered that Respondent Anthony Stumpp shall
comply with Se�tion App. A X-L3 Page 1185, R-1A Parking Viofation, of the
Code of Ordinances of the Village of Tequesta, by March 26. 2004. If
Respondent does not comply within the time specified, a fine of One Hundred
Dollars {$100.00) per day shall be assessed for each day the violation
continues to exist.
A certified copy of this Order may be recorded in the Public Records of Palm
Beach County, Florida, and once recorded, shall constitute a lien against the
property of the original amount upon which the violation existed and upon any

The Respondent, Donald G. Blauvelt, was not present at the hearing,
however, there was a finding of proper notice. The Tequesta Code
Enforcement Officer testified to the ongoing violation.
Conclusion of law is that Respondent remains in vioiation of Ordinance #263,
Section 13-31(A) Page 778.2 -- Abandoned Vehicle of the Code of
Ordinances of the Village of Tequesta. �
Special Master Torcivia ordered that Respondent Donald G. Blauvelt, shall
comply with Ordinance 263 Section 13-31(A) Page 778.2 — Abandoned
Vehicle, of the Code of Ordinances of the Village of Tequesta, by March 27.
2004. If Respondent does not comply within the time specified, a fine of
Seventy Five Dollars ($75.00) per day shall be assessed for each day the
violation continues to exist.
A certified copy of this Order may be recorded in the Public Records of Palm
Beach County, Florida, and once recorded, shall constitute a lien against the
properiy of the original amount upon which the violation existed and upon any
other real or personal property owned by the Respondent, pursuant to Chapter
162, Florida Statutes, for the original amount.
