RE: ReductionfWaiver of Fees Associated with Annexation
At the Regular Council Meeting of Apri18, 2004, Council Member Humpage introduced and Council
approved a motion to include on this agenda that the Village absorb all or part of the fees involved
with the cost of volun annexation.
Attached is backup Council Member Humpage provided at the Apri18�' meeting. As some cities
surveyed do charge for the advertising costs, I have inclnded those projected eupenses below:

Dear Commissioner Humpage:
As you know, this firm represents Sal and Louise Baldino, the owners of Baldino's Italian
Restaurant located at 19708 U.S. Highway One. The subject property is currently outside the
corporate limits of the Village of Tequesta. Mr, and Mrs. Baldino asked that I inquire as to the cost
and processing time for annexation znto the Village. During our initial meeting with staff, we were
informed that although the Annexation process was free, the Comprehensive Land Use Plan
Amendment and Rezoning designation require filing fees of approximately $7,000.00.
For compazison purposes, I contacted officials in the Village of Palm Springs (Paul NicoIetti,
Esq.), City of Palm Beach Gardens ( Kara Irwin}, Town of Jupiter (Steven Mayer) and Town of Juno
Beach (Damian Peduto) to determine what filing fees were associated with each municipality. In
each instance, all four (4) jurisdictions indicated that filing fees aze waived for voluntary Annexation,
Comprehensive L�nd Use Plan Amendments and Rezonings. However, there is one small exception.
Jupiter requires that $ I,200.OQ be placed in a Town escrow account to pay for costs associated with
legal advertising and notice to surrounding properiy owners. Any unused monies are returned to the
appiicant.

If a municipality is truly seeking to offer incentives to property owners for voluntary
Annexation, I believe it is typical throughout Palm Beach County that the majority of municipalities
would be willing to waive the three (3) fees in order to expand their corporate boundaries, further
their tax base and provide a greater level of municipal services for new residents through the
Annexation process.

Annexation:
Mayor and Council Members,
Of late I have been checking with other cities and towns to find how they
handle their annexation fees My interest wars peeked by a gentlemen who
owns a local business and wishes to annex into the T�illage. As his
property is contiguous with the �Ilage, annexation is possibl� One of the
problems he has incurred were the fees The cost is barsically �7, 000. 00
plus advertising. If the Village were to waive the fees, we would recover
those costs in about eighteen months ( via property taxes) and continue to
receive tax dollars annually.
Here are the jurisdictions and their approach to "irOLUNTARY"
annexation:
Juno Beach ...... ... .... Waive all associated fees
Jupiter .. .... ... ... ... ... Waive Comprehensive Plan & Re-zoning fee, charge
for advertisements
W. Palm Beach... .... Waive all associated fees
Riviera Beach... ..... Waive all associated fees
