Re: Long Range Water Supply Facility Work Plan Agreement
Attached please find a proposal by JLH Associates (Jack Horniman — Planner) to complete the
referenced subject work, in accordance with 2002 Florida legislative action.
I recommend approval of this proposal in the amount of $7500.00 to be funded by existing funds in the
utility budget under water administration.

Dear Mr. White,
The 2002 Florit�► Legistature expanded the local government comprehensive plan requirements to
strengthen coordination of water supply pianning and fc�cal land use pianning. One of the most significant
new requirements is a Long Range Water Supply Facilities Work P1an (Work Plan) identifying needed
waEer supply facilities for at least a 10-year planning period.
These new requirements direct eaclt local govemment to:
t. Coardinate appropriate aspects of their comprehensive plan with tt►e appropriate water management
district's regional water supply plan(s)_ (See s.163.3177(4)(a), F.S.)
2. Revise the Potable Water sub-element to consider the regionat water supply plan (s) of the
appropriate water management district(s). (See s. 1633177(6}(c), F.S.)
3. Revise the Potable Water sut�-element to uiclude a Water Supply Facilities Work Plan for at least a
10-year pianning period addressing water supply facilities necessary to serve existing and new
development and for which the local government is responsible (See s.ib3.�177(6)(c), F.S.)
4. Revise the Conservation element to assess projected water nceds and saurces for at least a 10-year
plaiuting period consid�ring the appropriate regional water supply plan (s) or, in the absence of an
approved regional water supply pIan (s), the district water inanagement plan(s). (See s.163.3177
(6)(d), F.S_)
>. Revise Ehe Intergovernmental Coordination element to ensure coordinat.ion of the comprehensive
ptan with ttee applicable regianal water supply plan(s). (See s. 1633177(G)(h), F.S.)
6, Consider, during preparation of the Evaluation and Appraisal Report, the a�ropriate regional water
supply plan(s). (See s.163.319 3(2)(1), F. S.)
7. During preparation of the Evaluation and Appraisal Report and adoption of EAR-based
amendments, revise the Potabte Water sub-element to include the Water Snpply Facilities Work
Plan (See s. 163.3191(2)1), F. S_ )
DCA Guidelines identify three (3) conmioii water supply situations. T`he Village of Tequesta, as a water
supplier, falls into the category of Total Invalvement as defined and responsibte for the foltowing:

Proposal
1. Project your community's water supply needs for at least a 10-year plaruung period.
2. Revise the Potable Water sub-eleinent to inclnde a Work Plan showing how your local government
will meet those needs, reflecting consic�ratian af the regional water su�ly plan (RWSP),
particularly with regard to adequacy of saurces.
3. Revise the 5-Yeaar Schedule of Improvements for any capitat improvements ncedad during the first
S years and goals, objectives and policies in the plan, as needed.
Since the Village of Tequesta is the water supplier not only to its Village residents, but also to Jupitet Inlet
Colon_y and portions of unincorporated Palm Beach and Martin Counties, the Viltage is obligated to
provide a letter and support documentarion to those local governments so that they may forward that
information to DCA by January I, 2005.
Per your request, 3LH Associates submits the following proposai ta assist your Department in revising the
Potable Water sub-element to incorporate consideration of the appropriate RWSP; in �neparing the
required Water Supply Facilities Work Plan for at least a 10-y+ear planning period; totally revise and update
data and infom�ation in tiie Potable Water sub-element to include the Work Plan; in revising and amending
the 5-Year Schedule of Capital Improvements in the Capital Improvements element; preparing the letter
aud support documen#ation that is required to be sent to the other 1oca1 governments receiving water
supply from Tequesta; and, assisting the Village in the preparation of the Camprehensive PIan amendment
package that will have to be prepared as a large-scale amendment to the Plan for iransmittal to DCp. The
esEimated cost for tltis work prograni is $7500. Af�er extensive discussions with DCA, ihe South Florida
Water Management District and Palm Beach County Plaiuung and Water Utilities Departments, it is
appnrent that these amendments could possibly Iead to other revisions to the Comprehensive Plan Due to
tlus uncertainty, any work efforts bevond that cited above wauld have to be negotiated separately_
JLH Associates is available to commence this work program immediately.
