SUBJECT: Ordinance Amending Development Fees; Agenda�'�tem
As you know, at the March 10, 1994, Village Council Me�ting,.the
Village Council agreed to table the attached Deve.lo�ame�t �'ee
Ordinance un�il additional survey information was r�c�iv�d fr:c��€
other communities relative to Community Appearance Board fe�e� a�d
Site Plan Review fees. The Building Official has canducted the
requested survey and his findings are attached for �c��x� ��view.
Based upon the survey information received, I believe th�.t �u�
should amend some of the fees in the propo`sed Ordinance to a low�r
amount. I have attached a copy of the original prop���s� Ordinance
and the Ordinance with the latest reduced fees.
As you can see, I am recommending reducing some af the fee
increases from a 50� increase to a 25$ to st�y in line
with the actual level of inflation which has occur�°ed since the
last fee aiaendment. Additionally, I am recommending that when an
application requires Community Appearance Board Review as w�11 as
Village Council review that the applicant only pay $"15.b0 for the
Community Appearance Board Review. For Site Plan Review fees, I azn
also reducing them to a 25� increase over the current fees and
eliminating the proposed new categories for additional fees for
cons�ruction in excess of $200,000. A new reduced rate far sma11.
scale projects requiring Site P1an Review is proposed. Tdtal
revenues from such projects would be less than that received toda�.
A Village Council LandSCape Waiver Request will now have a$1�25.
fee .
I believe that we now have a valid and defendable Ordinance
relative to �he price increases that are proposed. The Ordinarice
also makes for a good compromise since staff does not recei�ae th�e
level of revenue that it was counting on for FY 1994 and the loraer
fees, hopefualy, will be more palatable to those having to pay the �
same.
It is recommended that the Village Council adopt this Ordinan�:e.
