To: 7oann Manganiello, Acting Village Manager/Village Clerk
From: Thomas C. Jensen, P.E., Acting Utilities Director
Date: September 6, 2000
Subject: Village Council Agenda Item for September 14, 2000; Consideration
To Award General Laboratory Services to Envirodyne, Inc.
in the Amount of $22,333.00 Subject to Funds Being Appropriated
for FY 2001, Having a Total Proposed FY 2001 Budget Alloca.tion of
$28,000
The Village has maintained a contract with Toxikon Corporation of Jupiter, Florida to perform
the above services for the Water Treatment Plant. Tlus was a 16-month contract set to expire
at the end of this current fiscal year. Due to the expiration of this contract, we entertained
proposals from other vendors. The project was publicly advertised in the Palm. Beach Post on
Sunday, September 3. We also forwazded proposal documents to five (5) local laboratory
that perform this type of work.
We received four (4) proposals which are summarized below:
Item # Firm Total Base Pro osal
1. Envirodyne $22,333.00
2. Sevem Trent Services (Precision Lab) $22,379.00
3. Harbor Branch Environmental $28,975.00
4. Toxikon Co oration $29,182.40 .
5. U.S. Bios stems Did not submit
We have reviewed the qualifications of the firm which tendered the lowest cost, Envirodyne,
Inc. in the amount of $22,333.00 and have found them to be an acceptable firm. Note that
the term of the contract would be for a period of one (1) year, commencing on October 1,
2000. The contract does have an extension clause for an additional yer if their performance
meets with our expectations.
For comparison purposes, our contract with Toxikon last year was in the amount of
$21,515.60. The proposed budget for FY 00/O1 has $28,000 budgeted for La.b Services.
I therefore recommend the Village Council award this project to Envirodyne, Inc. • in the
amount of $22,333.00 for FY 00/O1. A Resolution stipulating this award will be forwarded to
you for consideration at the September 14, 2000 Council Meeting.
If you have any questions, please feel free to give me a call.

To Whom It May Concern:
Harbor Branch Oceanographic Institution's Environmental Laboratory Division is pleased to submit the
following bid proposal for "GENERA.L LABORA.TORY SERVICES (FY 00/01)".
Harbor Branch Environmental Laboratory is a unique concept in the state of Florida. Our organization has over
26 years experience. While our laboratory offers comprehensive environrnental services, we are only one of
nine divisions at Harbor Branch Oceanographic. Our laboratory has two distinct areas of operation, a
regulatory operation that holds both HRS drinking water and environmental certications, along with having a
CQAP on f le with DEP. The other area of operation in our laboratory is applied and investigative research
with capabilities in method development and other unique applications. Our environmental laboratory has
approximately 30 employees. All of our technicians and chemists are degreed personnel. Hazbor Branch
' Environmental Laboratory has the. capability to analyze most matrices including: surface water, ground water,
drinkin.p water, soi1, biological tissue, and hazardous waste samples.
Our environmental laboratory and other divisions as well, are truly state-of-the-art, equipped, with some of the
most current technology available. Our laboratory information system (LIMS) is based on some of the most
recent adaptive computer technology available for environmental laboratories and is automated from sample
log-in through report generation.
If you have any further qustions, do not hesitate to call me. My goal is to make our services as easy as
possible to use. If you have any technical questions or preferences that would help The Village of Tequesta,
