�'he Tequesta Villaqe Coun,cil held a meeting at the Village
Hal 357 Tequesta Drive� Tequesta, Florid.a, on Thursday,
September 14, 2000. The meetinq was called to. order at
7:05 P.M. by Mayor Joseph N'. Capretta. A roll call was.
taken by Betty Laur, itecording Secretary. Councilm.�mbers
� present were: Ma.yor Joseph . N. Ca.pretta, Zl'ice i+3ayor
Elizabeth A. Schauer, Couacilmember Basil E. Dalack,

Councilmember Genco gave the Invocation and led those ix�
attendance in the Pledge of Allegiance to the American
Flag.

Councilmember Dalack requested addition under�Any Other
Matters of the proposed change of students from I,imestoae
Elementary to Jupiter Elementary.
Vice Mayor Schauer stated she had also plarm.ed to add the
school issue, and requested adcTition under Any Other
Matters of sewering in the Tequesta Country Club.

school. Ms.. Hudson xeported 7.7 people from differeat
neighbo�h�ods ha.d me� that morniaq regard�.b.q thi� issue,
arid requested the Vill�ge help get the wQrd out reg�rd�i.ag
other m�etings so that more peaple would know abput it and
be in4ol�ed in th� decision-m,akittg proc�ss. The ABC
�ommittee had requ�sted input f�Otq. g�.rents at a meeting
scheduled for September 26. Ms, Hudson re�quested Villag�
atten�.anc� at that meeting as well as any i�formation the

(Advisory Boundary Committee) was praposing changin,g the
baundary fram. Loxahatchee River Road Aest with thase
childrea to a�tend Jupiter El.emeatary Schoo3. beginning w�.tYa,
the ZUt}2-2003 school year; howeve�r, according to the
Constructa,on Manager for the Jupit�� school reaovation,
that reaovation would not be complete uutil the �003-2004
school year. Ms. H'�dson requ.est�d that the Committee
psov�.de concrete eQideace th�t fihe children would not be
m.oved until all coa�txuction taa� complete . �s .�hi.dsea
aoted �hat fuadi�a.g for play equi�xnent Mad not been inaluded

be done by the PTO. Limestone Creek had raised $98,000
durin.g tl�.e past year, while Jupite� �iad oaly zaised
$30, 000, and the par�ats wara.ted to be able to take the

to pay for a classropm aide g�r day, and Jupiter had na
paid aides. Ms. Hudsoa expressed I�.er apa.aibn t�ia� the
paxents sha�xld not request that the move aot take place

parents let Mrs. Schauer work with the�rt. Vice Mayor
Schauer commented that ten years ago when the ch3ldren of
the Vi,llag� were moved from Jupiter Elementary, the School
Board had indica�ed. they w�ould eventually be mov�d, ba�k,
but stated her opini.on that tl:xe move must not take place
until ail renovation� at Jupiter Elementary were complete.
Mrs . Schauex explaiaed that she an.d �'rs .'�atkins had worked
for a aew Jupit�r High 3chool fos tea years, and they wvuld,
botl�. work oa t�.i.s i�sue. The Vice Mayor stressed the
3.mportaace of parent participation in the sr,.hools, the PTO,
and SAC committees. The Vice Mayor explained that the
Villaqe Council had always supported education and stood
behint3 the children.. Vice ]�ayoz Schauer adv�,sed that
e�eryone attendiag the meeting at Dwyer High,School should
wear the school.color, turquoise, and that aaothex meeting
, would be held Tuesda.y even.ixig at Limestane Creek in the
cafeteria at 7 p.m. to inform people of this issue. �n.

5chauer com�caented that there wa,s �o really govd reason to
rec�ue�t that the childr�;n aot be moved back, and a�ositisre
note was tha� if the schoal did mot meet c�iteria,
a�gotiations could take pla�e betweea the ABC �o�.i.ttee aad
parents' representatives for items such as a:%des. Safety
could be stressed in aeqotiat3ons as a point for not moving
until all renovations we=e comp].eted, also that the sc�i.00l
rata.ng needed to be rais�d to a B� and tha,t money aeed�d
to be moved from one school to anather, and Mrs. 5chauer
explained that by qo3.ng �.n with that type of attitude the
ABC Comm�.ttee wouid work with the represent�ti�res. Mrs. •
Scha�er advised �at the move couid be op�osed but
e�ressed he� opinion that wauld not get anywY�.ere because
when the children we�� moved to Limesto�.e Creek the School
BQard had said at that time they would so�aaedag be moved

a valid reason aot to move back. Mr�. Schauer stated th�
ASC Co�tmi�tee tried to keep whole Commun3.ties together when

not believe a. B rating was good enough, and stated a lot

boundary li.ues were drawn. Ms . Hudson explaiaed that this

thase affected in the dark too loaq and had rec.�uested input
at the fotmal meetin+g, aad that infor�atiorY was beinc�

on Tuesc�.ay. A membe� of th� audience cominented the
rer�.ovation was need�d to bring the Jupiter �choal u}� to par

Ja,mes Gibb�, 359 Bea�on Street, thanked th� Acting Village
Managez for prt�ridin.g hi,m with ix�farmatio�., an,d explained that
he had anaiy�ed and followed up on �ome of it.� Mr. Gibbs
stated the S�.pervispr of Elections had a��er heard of Mr.
Dalack or Mrs. Schau�r, so �Qm.eone needed to provide an

sides sit down ax�d prepare a ballot whiCh addres�e�t the
l+�ayor' s concern that all future builcliags npt be iimited ta
the present site and which met the formal r��=;rements of
�'lorida's election law. M,r. Taylor suggested th3.s could be
done at t�a.is m�eting and thea a motioa made to place th�
ballat on t�e Marc� 2001 �eferendum, and recommended that a11
funding for Poli.ce and Fire quarters be placed on ho�.d pending
outcome of the vote.

but questioned the legality of a m.arine patrol. City
Attorney Randolph adQised that many mvnicipalities had
such depar�tments. Vice May�+ar Schauer favored
establishment of tY�.e marine patrol unit. Assistant
Police Chie� Garlo explained that the Village had
jurisdiction and could make arrests on the water, and
also had mutual aid agreemen.ts with surrounding
muna.cipalities and the Cot�.ty allowing them to take
enforcement actidns outside the boundaries of Tequesta in
certain types ot crime situations. Councilmembex Genco
questioned the percentage of crimes this un;i.t would
�ddress, to which Assistant Police Ghief Garlo responded
that the focus of the unit would be on safefiy.
Councilmember Genco a�ked if Jupiter � and the Caux�.ty could
handle the speeding, etc., within Tequesta's bouxidaries.
Assistant Police Chief Garlo responded no, that th,e
individuals who made the donation had done so becau�e the
limited �.umber of marine patrol units were stretched so

accepting th� money and using it far public s�fety but
had a problem with dedicating staff beCause it was taking
