White advised that a berm could be used, but the applicant would need to subrnit
for either a ber� or a wall: Mr. Spear indicated there would be an eas�ment froan
the Rood property a.nd he understood that the pipes frorn that property to the
appi�cant's prop�rty would be Mr. Rood's r�sponsib�lity. Mr. White verified that
the road was a Vil�age road and tlae Village would take over the stormwater. Mra
Spear indicated he believed the property owner would like to tum the lines over to
the Village, to which Mr. White responded he did not know any reason why that
would not be okay, but that the Village might nvt want ts� maintain the �ake�. Mr.
Spear commented the applicant could maintain the l�ke�. Mr. White �omanent�d
the Village could do the infrastructure.
Mr. Spear v�rif��d that Chief Trube wanted a northern access, and agr�ed to

Fire Operation� Chief �'rube requested that the acces� on Riv�rsid� Drive be fiar�d
out and the applicant advised that at the entrance the lanes we�e 12' each wath th�
entrance flared wide. The applicant indicated there were no wvod shin�les, that
they were concrete tile, and the buildings were 2-story CBS construction. I)istance
between buildings would be 15'. Chief Trube advised hydrants must b� n� mo�e

hopefully at the next �illage Council meeting the agreernent with Palm �each
Cour�ty for the Riverside Drive s�dewalks on the west syde �f th� road could b�
pres�nted for approval. 'The sidewalk work would be don� by the V�llage and the
�illage would be reimburs�d by the Countya NIr. Preston ind�cated he thought the
sidew�Ik would be installed by the end of the year—that gt had been bud�eted for
2002, but could happen in FY 2003.
F'ire Operations Chief Trube requested the applicant assur� plantin�s �vere av5ray
fro�-the fire hydrants.
Mr. Newell indicated that the plant li�t and signs in th� r�ght-of-way h�d been
discussed previously. Ms. O'Mahoney indicated the signs would be rnoved out of
the right-of-way and placed on the existing wall face, and plantings would b� taken
out of the corner of the rights-of-way because they were in the line of sight. Th�

Yvonne Ziel Traffic Consultants, Inc. was retained to prepare a trip equivalency analysis for the
arove-referenced project. T1ne site is located on the north side of Riverside Drive, north of Tequesta
Drive, in the Village of Tequesta. Refer to Figure 1 for a site location map. The proposed site plan
c��nsists of 53 single famil5� units with access to Riverside Drive. The vested use for the site is a
15.23 acre nursery.
Based on the ITE Trip Generation Rates shown in the attached table, the site is vested with 804 dail�;
trips. The trip generation calculatian for the proposed project equates to 530 trips per day. Refer
to Tabies l, 2, and 3 for traffic generation information used to develap this data.
�ince the total average daily traffic generation expected from the proposed project is less than the
tota.l vested trips, a traffic study is not required.

Mary McCarty currently being considered by the Village.
Burt Aaronson As stated in aur canversation, the County is completing a study of the drainage
Tony Masilotti system along Riverside Drive to improve flooding problems in the area. The location
Addie L. Greene of greatest concern is along Riverside Drive, west of Pine Hill Trail adjacent to the
Rood Landscaping property, which also is coincident with the Wiilow Glen access.
Should Palm Beach County proceed with the current, most-favorable alternative,
that portion of the Rood property would be acquired for use as a stormwater
detention facility.

We have been in contact with Mr. Jim Mahannah, P.E., Vice-President of Schnars
Robert Weisman Engineering Corparation and he has provided preliminary engineering p(ans and
supporting calculations for our use. These items have been reviewed by staff and
our drainage consultant.
Per your e-mail carrespondence, we understand a site plan review of Willow Glen
will be heard by the Vllage Council on March 14, 2002. Based upon informa�ion
provided as noted above, we would ofFer the following comments for consideration
as part of the site plan review:

Riverside Drive will be utilized as part of Willow Glen. The
development will efFectively prevent placing a publicly
owned/maintained drainage detention facility for Riverside Drive in
the area of greatest benefit far both existing property owners and
future residents of Willow Glen.
2. Pursuant to conversations with staff at the South Florida Water
Management District (SFWMD), our drainage consultant has
determined that if water quality treatment for Riverside Drive runoff
can be provided, we may be authorized to remove rock rip-rap fram
the outfall ditch connecting to the Loxaliatchee River. Vl/e believe
that removal of the rip-rap is a key element for reducing non-tidal
flooding in the area. Based upon the draft Drainage Report, we
anticipate approximately 0.2 acre-feet of dry detention storage will
be required to provide satisfactory water quality treatment of runoff
from Riverside Drive.
3. The calcufations indicate a 25 yr/3 day stage of 8.86 NGVD in the
Willow Glen Stormwater Management System yet the low point in
Riverside Drive is approximately 4.66 NGVD. If Riverside Drive is
interconnected to the Willow Glen system, a possible result from
Items 1 and 2 above, how will flooding be averted?
4. As noted in Item 3 above, the calculated 25 yrJ3 day on-site stage
_ is 8.86 NGVD. It would appear that the lowest areas on-site are at
4.7 NGVD. The Willow Glen plans do not indicate a perimeter berm;
how will adjoining properties and roadways be protected during
storm events?
5. Are dedicated right-turn lanes being considered for Riverside Drive
or the Wiflow Glen entrance?
6. The Loxahatchee River is considered environmentally sensitive. Due
to the historical use of the Rood property as a landscape nursery,
