CALL TO ORDER AND ROLL CALL The Equity Study Commission, appointed by the Village Council to review the Occupational License Rates of Tequesta and to make recommendations on those rates; held its second meeting at the Village Hall, 357.Tequesta Drive, Tequesta, Florida, on Thursday, June 2, 1994. The meeting was cailed to o.rder at 8:30 A.M. by Scott D. Ladd, Buildinq Official. A roll call was taken by Betty Laur, the Recording Secretary. Commission members present were: John Giba and Mac Goodner. Commission Chairman Sdwin D. Nelson was absent from the meeting. Tom Bradford, Villaqe Manager, was also in attendance. II. APPROV1�lL OF AGENDA Commission member Goodner moved that the Agenda be approved as submitted. Commission member Giba seconded the motion. APPROVAL OF PREVIOIIS l�BTIliG MINtITgS (April� 29, 1994 } Commission member Giba moved that the minutes of the April 29, 1994 meeting of the Equity Study Commission be approved as submitted. Commission member Goodner seconded the motion. N. NEW BIISINESS There was no new business to come before the Commission. V. DNFINISHED BIISINESS � A. Continuation of reviet� of proposed occupational license fee schedule: Scott D. Ladd, Building Official, reviewed what had been done up to this point, stating that after all fees were reviewed at the first meetinq, he had compared those fees against the $10,613.00 increase cap allowed by the State, changed those figures which the Commission had directed him to change, and arrived at a total under the cap amount. Since work on Classes A, B, C, D, E, F, and G(personal, professional, and specialized services) had been tabled at� tlie last meeting, Building Official Ladd had copied only those sections from the Occupational License Tax Ordinance and sent to the commission members for their review. Commission member Giba stated he had been unable to find guidelines for the categories, and stated the importance of being able to support the differentiation between the categories in order to have an answer when questioned by a business person as to why they were placed in one category instead of another. For purposes of discussion at this meeting he had prepared a chart showing the differentiation between categories and guidelines for each category. Shown on the chart were suggested criteria which might be used to differentiate .between categories: number of employees; individual or agency; sales/inventory; square feet of space; and service only or products also. Commission member Giba suqgested categories start with the first one (A) as simple service by an individua�, no agency, no formal training (non- professional) and gradually increase requirements Equity Study Coamission Meetinq Minutes June 2, 1994 Paqe 3 ----------------------------- for the other categories. He suggested category (B) might be service by an aqency (no traininq/non- professional); category (C) could be service which requires training (agency/non-professional); category (D) miqht be service which requires trai.ning with a license (professional); category (E) could be professional service with product; and category (F) could be miscellaneous services. Commission member Goodner agreed with Commissioner Giba's concept, and also stated that no one whose occupational license fee is increased from $200 to $350, for example, would understand how this could be oniy a 10$ increase, and this wili be very hard to justify to irate citizens; and that fees should reflect the ability to make revenue. Commission member Goodner also recommended that review of Occupational License fees should be revisited only every 6 to 8 years, not every two years as allowed by State law. Buildinq Official Scott D. Ladd responded to Commission member Goodner's concern that enforcement of the occupational license fees would increase income over the l0$ allowed by the law by explaining that new licenses would not fall under the $10,613 amount, and that as much revenue as could be collected for new iicenses would be allowed. It was the consensus of the Equity Study Commi.ssion that Building Official Scott D. Ladd define the categories, and establish graduated criteria categories incorporating suggestions made by the commission members. Commission member Giba would critique the results. (B) Reco�endation from Commission reqarding proposed chanqes to Occupational License �rdinance: It was the consensus of the Equity Study Commission to have another meeting to finalize the categories and fees.
