I� WHEREAS, a site decision for such a facility is a concern of

'; WHEREAS, Riviera Beach is preparing to offer a site on its ;
,: waterfront for consideration in this Convention Center '
(; siting; and

WHEREAS, the Village of Tequesta supports the site because a �
� waterfront convention center location would make Palm Beach ;
� County an attractive destination for convention groups and j
;� other users of such a center. t

Dear Mr. Bradford:
As per our conversation, on behalf of the Riviera Beach CRA Board
of Commissioners, I would like to request the support of the
Village of Tequesta Council for our convention center site. I look
forward to presenting to the Village Council at the July 14th
meeting. As you are aware, the County is looking into building a
convention center facility somewhere within an appro:timately 20
minute radius of the international airport. We have i�lentified a
25 acre waterfront si.te in Riviera Beach which we feel presents the
best opportunity for a successful and nationally competitive
center.
The amenities that surround our site are numerous, ranging from the
quality views provided, the adjacent proposed new cruise ship
terminal at the Port of Palm Beach, the soon to be improved Peanut
Island Park, Singer Island Beaches, on to the over 1200 hotel rooms
on Singer Island. The enclosed graphics show many of these
amenities and the general location of the proposed site.
We also feel that this facility would•be an asset for the northern
half of the County if it were located on this site. For example,
merchants, hoteliers and restaurateurs particularly in the North
County area will benefit and it would bring a rare County �acility
into the north area. It would also serve to improve our C one
that has needed a redevelopment lift for many years, makijnq for a �
more attractive north county area. - ''
We wou2d ask the Village Council to review this matter at the
Village Council meeting and provide us with a resolution in support
of our location being chosen by the Board of County Commissioners.
I will be visiting all north county cities and towns in the coming
months and I have enclosed some examples of resolutions we have

already received (from the Port of Palm Beach, the City of Palm
Beach Gardens, the Town of Palm Beach Shores, the Villaqe of North
Palm Beach, the Loxahatchee Council of Governments and the Northern
Palm Beaches Chamber of Commercej.

may have at the meeting. I look forward to the Village Council's
support of this worthwhile effort...

RESOLUTION OF .THE BOARD
OF COI+�IIrII SS IONERS OF THE
PORT OF PALM BEACH DISTRICT
WHEREAS, The Port of Palm Beach District has been advised that
the City of Riviera Beach is attempting to lure the proposed
convention center that is being considered by the Board of County
Commissioners for Palm Beach County to the proposed redevelopment
area of Riviera Beach; and
WHEREAS, The Port of Palm Beach District has been requested by
the Egecutive Director of the Riviera Beach Communitp Redevelopment
Agency, Neil Crilly, to support the efforts of the City of Riviera
Beach in this reqard; and
WHEREAS, The Port of Palm Beach District is in favor of the
actions of the City of Riviera Beach and its Redevelopment Agency
in seeking the economic enhancement of the general community in
which the Port of Palm Beach is a part, as such an actioa will
serve to increase waterborne conunerce in general and for the Port
of Palm Beach and Palm Beach County in particular.
� NOW, THEREFORE, IT IS $EREBY RESOLVED, THAT THE PORT OF PALM
BEACH DISTRICT, BY AND THROUGH ITS BOARD OF COMMISSIONERS, AGREES
AS FOLLOWS:
1. The Port of Palm Beach District does hereby support the
request of the Egecutive Director of the R.iviera Beach Community
Redevelopment Agency and the City of Riviera Beach in seeking to .

locate the proposed Palm Beach County convention center within the
City of Riviera Beach, along its waterside Redevelopment Area.

2. It is clear that such a facility, located on the
waterfront, will have the greatest attraction to the potential
users of the convention facility, because of its proximity to the
recreational facilities of the City of Riviera Beach, including but
not limited to:
a) the municipal marina;
b) the nearby waterfront parks;
c) Peanut Island;
d) the Maritime Museum;
e) the nearby commercial marinas;
f) the beaches; °
q) the Port's cruise ships;
h) and the numerous hotels serviaq same.
3. The other identified sites for the proposed convention
center lack the amenities that are available in the waterfront area
of the City of Riviera Beach, and only offer convenience to the
airport; which is not, in the opinion of the Port of Palm Beach
District, what people will consider when they make their decision
to go. to conventioas in South Florida.
4. The Egecutive Director is hereby authorized to send a
letter of support to the Board of County Commissioners along with
a copy of this Resolution, ezpressing the Port of Palm Beach
District's support for the proposed convention center to be loeated
in the Redevelopment Area for the City of R.iviera Beach. +

AUTHORIZING AND DIRECTING THE

COPY OF THIS RESOLUTION TO THE BOARD

BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA:
Section 1. The Village Council of the Village of North
Palm Beach does hereby support the selection of the City Marina in
Riviera Beach as the site for a Regional Convention Center and
urges the Board of County Commissioners of .Palm Beach County, '
Florida, to build a Regional Convention Center on the Marina site
in Riviera Beach offered by the Riviera Beach Community
Redevelopment Agency.

Section 2. The Village Clerk is hereby authorized and
directed to furnish a certified copy �f this Resolution to the
Board of Count� Commissioners of Palm Beach County, Flerida, and to
the Community Redevelopment Agency of Riviera Beach, Florida.
Section 3. This Resolution shall take effect immediately
upon its adopti�n.

1• The Loxahatchee Counc�7 of Goveraments does hereby support the request
of the Executive Director of the Riviera Beach Community Redevelopment Agency and
the C�ty of Riviera Beach in seeking to locate the proposed Palm Beach County
convention center within the G�ty of Riviera Beach, along its waterside Redevelopment `

Area.
• 2.. It i9 clear that aucb a faciliry� )ocated on the waterfront, will have the
. grcat�st attraction to potential users of the convenrion faciliry, because of its proximity to
the recrcational facilities of the City of Riviera 8each, including but not limited to:
a) the municipal marina; .
b) the nearby waterfront parks;
c) Peanut Island;
d) the Maritime Museum;
e) the nearby commercial marinas;
t� the beaches; .
g) the Port's cn�ise ships; •
h) and the numerous hotels serving saane.
3• The other identified sites for the proposed convention center lack the
amenities that are eva�ablc in the waterfront area of the GSty of Riviera Beach, a,nd only
offer convenience to the airport; which is not, in the opinian of The Loxahatchee Couae�
of Governments, what people w�l consfder when thay make their decision to go to
conventions in South Florida.
4• The Executive Director is hereby authorized to send a letter of aupport to
the Board of County Commissioners along with a copy of this �Resciiution, txpressmg"the
Loxahatchee Council of Government's support for the proposed convention centor to be
located in the Redevelopment Area for the City of Riviera Beach.
The above and foregoing Resolution was duly adopted by the members of the
Loxahatchee Counc�'1 of Governments at its Board meeting beld on Iune , 1994. •

RESOLUTION IN SUPPORT OF PR4POSED
CONVENTION CENTER SITE IN RIVIERA BEACH
WHERF,AS, the Northern Palm Beaches Chamber of Commerce (the "Chamber")
is an organiiation comprised of business people and representatives within seven
municipalities and adjoinuig unincorporated areas witiun nonnern Faim i�each County,
and the Chambcr maintains an active role in affairs affecting its members and
constituenry; and
WHEREAS, the.Palm Beach County Commission has received recommendation
from a Convention Center Task Force in support of the construction of a regional
convention center in Palm Beach County; and
Wl-iEREAS, the Chamber, though having insufficient information regarding the
financing for the construction and continued operation of a convention center, is in
support of establis:ung a regional convention center and further would encourage the
location to be in northern Palm Beach County, and
WHEREA.S, the City of Riviera Beach has proposed locating the convention center
on the waterfront in Riviera Beach, which would: (a) provide revitalization of a bGghted
azea in need of economic redevelopment, (b) stimulate the further imprwement and
redevelopment of the downtovm and waterfront area of Riviera 8each, (c) serve as a
compatible neighbor with the Port of Palm Beach which rnuld share facilities and further
encourage the grr�wth of the cruise ship industry for Palm Beach County, and (d)
adequately serve the needs of the comention center mazket by having a waterfront facility
within reasonable pro�dmiry of the Palm Beach Intemational Airport;
NOW, T'HEREFORE, BE TT RESOLVED, that the Chamber hereby expresses iu
support for the consiruction of a regional convention center in Palm Beach County and,
in particulaz, within the Gty of Riviera Beach; and
FCJR'THER RESOLVED, that the Palm Beach County Commission, the Convention
Center Advisory Committee, and other appGcable groups should review and approve the
convention center site on the Riviera Beach waterfron�
A COPY OF THE RFSOLLJTION shall be provided to the Palm Beach County
Commission, the Corrvention Center Advisary Committee, and the City of Riviera Beach.
