CALL ZO ORDSA A1iD ROLL CALL � The Tequesta Community Appearance Board held a regularly scheduled meetinq at the Villaqe Hall, 357 Tequesta Drive, Tequesta, Flors.da, on Wedaesday, June 29, 1994. The meeting was called to order by Chairwomaa Leslie Cook at 9:30 A.M. Conm�unity Appearance Board members preseat we=e: `�eslie�Cook, .Paul Coben, Ruth Ms.itland, Claudette Dalack, Vic Strahan, and Scott D. Ladd, Clerk of the Board. II. APPItOVAL OF AG�DA The Agenda was approved as submitted. III. APPROVAL OF PRSVIOUS MIAOT88 The June 8, 1994 minutes were approved as submitted. iv. Joseph Hilliard, Associate Pastor and Admin�.strator aad Frank Smith, Custodial Lngineer were present as representatives of - First Baptist Church. Pastor 8illiard went over the lighting chaages on the Plan sayi.ng the metal halide is very com�monZy � used today. He explained the light ie projected down so as not to have an overcast. There would be minimal chanqee to the circuitry and the locatioa would allow for �he best covera e of the parkinq lot withaut spilliag into the streete and ad�oiniag properties. Pastor 8illisrd also pointed ont oa the Plaa'the location of the �ighte, including the smaller fixtures, the time the lights would be on, and their fnture plans for landscaping. Vice Chairman Strahan asked about possible complaints from neiqhboring homes about the lights, and Pastor Hilliard responded that on oae side, the neiqbbora � Kecuded Pap,e� � Community Appearanca Board � Page 2 are aware of their lightinq plans, and on aaother side, there is a parking lot and a driveway between the liqhts and the house, so they do not anticipate a problem. -Boardmember Coben moved to approve the application. O�!'il�iSSLD HIISI�iS88 Boardmember Coben asked about the e�.stiaq poles in Tequesta Plaza, and Mr. Ladd said they are in a leqal space, but just . need to be shorter. Members of the Board felt t2�ey should be able to discuss further the application from Ferria 3igns regarding the free-standing sign at Tequesta Plaza. Mr. Ladd informed the Board it should not be discuaeed as they were aot present. Boardmember Coben then asked whether they had qivea color eamples, and Mr. Ladd said they had. Chairwoman Cook had concerns about the eiqa beinq coordinated with the buildi.ng. Chairwoman Cook discussed the article in the paper about taxes being raised, sgecificallp for Tequesta Park repavinq.� She said the Board had not wanted asphalt paving. Mr. Ladd informed the Board that the Council approved the propoaed pavinq as submi.tted bp the Villaqe enqineer.� VI. aO�IIKQBICATI011iB FR4M CITI8�8 Wade Griest set the 3 minute timer for himself and then spoke ebout the followi.nq: His feelinq that there should not be a Certificate of Appreciation for Steve Parker in light of what happened involving Dottie Campbell; whether:rocks beinq left in drivewaye wae an iseue for the CAB; the fact that Tequesta's system for lavns not beinq cut and impendinq ffne�, � etc. does not work; he asked �hether the Board had made its recommendation on the laadscaping aear the railroad;,aad lastly, that the.Villaqe Couacil meetinqs were videot� at � one ti.me. Mr.,Griest also urqed the Board to attend V lage Council meetings from time to time and that �it wonld h�lp the�a in some of their decisions. � ' Community Appearancs Board Page 3 -------_--- VII. ANY OTHER 1rIATTERg . Boardmember Maitland suggested using Juno Beach Code of Ordinance�s language regarding desiqn of new buildings in� Tequesta. Mr. Ladd said the styles of architecture they choose would have to be clearly defined. Boardmember Coben does not feel the Board would have the power to tell anyone what style buildinq could be built. Mr. Ladd agreed that, legally, it would be difficult to enforce, and pointed out that the primary buildinq (Village Hall) goes with virtually nothing in the Village. Chairwoman Cook will brinq in the Juno Beach language and Boardmember Maitland will incorporate it into Tequesta•s Code. Boardmember Coben suggested that the Boardmembers make recommendations at the next meeting as to the landscaping around the railroad crossing. Chairwoman Cook feels the �Village should not have spent $2,500 on a landscape plan for the railroad based on the Board's recommendation to improve the area. Mr. i,add said the Village follov�ted the proper guidelines of the submittal process of the Bvard's formal request. Boardmember Maitland sugqested the Board speak to the Village Manager more often on an informal basis, and Mr, Ladd agreed that Chairwoman Cook should follow through with this. The Board wants to go through with the Certificate of Appreciation for Steve Parker, and Chairwoman Cook will advise the Village Manager of same. viii.�nJOU� � � There beinq no further business before the Board, the meeting was adjourned at 10:40 A.M.
