 MEMORANDUM
.
To: Village of Tequesta Mayor & Council
From: Chief Christopher L. Elg
Date: January 1, 2014
Subject: NEW POLICE RADIO SYSTEM
As most of you are probably well aware the police communications function and current state
of the equipment has been under review by the police department at the direction of the
Village Manager. It is apparent from many conversations that the desire of the Village is to
retain the communications function in house which will require an investment in the current
system. This investment will allow us to implement a state of the art public safety
communications system comparable to what is being used in other areas of the county
(including the Palm Beach County Sheriff's Office as well as our own Tequesta Fire Rescue) at a
fraction of the cost of installing and maintaining a separate stand alone system.
Our current system is outdated and in the need of some serious equipment upgrades which
makes this the opportune time to make a decision and proceed in the appropriate direction as
soon as feasible. We have been working over the last several months with two very well
qualified individuals who have given of their time on numerous occasions to review our system
and suggest the best options to meet our needs currently and well into the future.
Mr. John Anderson represents Motorola for our area and has been in the business for over
thirty years dealing with public safety accounts in numerous jurisdictions. Mr. Mark Filla is the
Public Safety Radio System Manager for Palm Beach County and has been extremely helpful in
offering viable solutions for us to consider. Both of these very knowledgeable individuals will be
at the Council meeting on January 9 for a brief presentation and to answer any questions that
you may have regarding the proposal that I will be asking you to consider which is outlined on
the next page.
Thank you for your consideration of this project which is the culmination of several months
work and has been formulated based on the feedback from many members of the police
department who use this essential tool to provide superior senrices to the residents of the
Village of Tequesta.
POLICE COMMUNICATIONS PROPOSAL
My proposal for your consideration at a future Council meeting is to authorize the purchase of
the necessary equipment (handheld, mobile and base station radios - Attachment A) in order to
upgrade our communications system which will allow us to enter into an areement with Palm
Beach County to utilize their infrastructure (radio network and towers — Attachment B) to
establish a state of the art system to be used by the Village of Tequesta Police Department
which we would have full control over and allow us to greatly enhance our radio coverage and
our ability for interoperable communication with other public safety entities.

Year One: Capital Cost of Radio Equipment (Attachment A) $218,925.85
Palm Beach County Direct Access Agreement (Attachment B) $ 85,904.70
TOTAL $304,830.55
