Bradford, Village Manager FROM: Gary Preston, Director of Public Works & Recreation �''' DATE: July 21, 1994 SUBJECT: July 28, 1994 Village Council Agenda Item; Tequesta Park Improvements On July 19, 1994 at 2:00 P.M., the Village opened two (2) bids for improvements to Tequesta Park. The low bid in the amount of $329,900 was presented by Brang Company, Inc.; Boca Raton, Florida. In the 1994 Bond Issue, the Village Council allocated a total of $311,000 for these improvements. Of this amount, $25,000 was allocated for engineering which the Village borrowed from the Water Department. Should the Village repay this loan, a total of $286,000 would remain for the construction phase. During the past two (2) days, I have been working with Gee & Jenson to reduce or eliminate certain project items to bring our construction cost to $286,000. As outlined in the attached letter from Mr. Hrett A. Nein, ASLA, Gee & Jenson Landscape Architect, to reach this goal, the Village would eliminate one (1) piece of playground equipment, one (1) gate, outfield fencing and reduce playground fencing, perimeter fencing, playground sand base, landscaping and sod. Should the Village Council allocate the total amount of $311,000 to construction only, the landscaping and sod would be slightly reduced. The attached Exhibit "A" outlines the scope of work which includes a new parking lot, fencing, playground equipment, basketball court lighting, park lighting, sod and landscaping. Two bids were received a Bid Tabulation Form is attached. Based on the unit prices received from the low bidder, Brang Company, Inc., of Boca Raton, Florida we are prepared to make contract award recommendations to the Village Council under the following scenario. As you are aware, you have a working budget of $286,000.00 to complete this project. From that, $11,344.00 should be set aside to complete the irrigation work for the parking lot. Additionally, you should hold back about $2,500.00 for 4 benches at the playground which were not included in this bid. This results in a maximum contract figure of $272,156.00. � The bid for this project was set up to provide a"shopping list" of items, with separate unit prices for each, allowing the Village some flexibility in the contract award. To meet the budget guidelines mentioned above, we would hereby recommend Contract Award to Brang Company based on the following Bid Adjustment Table. UNIT PRICE BID TOTAL: $329,900.00 Deducts: (by Item from BFU-3BFU-4) #10.b. Eliminate practice fields outfield fencing at this time. $7,070.00 #10.c. Reduction of 163 L.F. in playground fencing; result of consolidation by removing one piece of equipment in item # 11.d.1 below. $2,201.93 #10.d. All have given good reports on Brang's previous work. Furthermore it appears that this company has extensive experience with park projects. The award scenario outlined above has been discussed with this contractor and his desire to cooperate in this matter was evident. For these reasons we see no reason why the Village Council should not award this contract, in the amount indicated, to Brang Company, Inc. Our second award recommendation is for the parking lot phase of the irrigation work on this project. This was designed under the first phase of improvements for the park, but not bid, back in November 1993 due to the uncertainty of the� parking fot project at that time. That contract was awarded to Florida Design Irrigation and work is already underway on that project. In April of this year we asked this contractor to give us an estimate to complete the next phase of the work (see letter attached). The price they submitted for this, $11 �344.00, is fair in our opinion. Furthermore, there are advantages to letting one contractor complete the entire system when service problems arise or guarantee work is required. Additionally, Florida Design Irrigation has completed several other projects for the Village in the past, Tequesta Drive for example, and their work has always been excellent. For these reasons, please accept our recommendation of contract award for the irrigation work extension in this current phase to Florida Design Irriga�on in the amount indicated. In summary, with both of these awards made, this will leave $2,790.23 for benches at the playground or any other additional work you desire as a change to either of these contracts during construction. As I will be on vacation when the July 28th Council meeting takes place, Richard Staudinger will be present to answer any questions on this project at the meeting. Mr. Brett Nein Gee and Jensen One Harvard Circle West Palm Beach, F1. 33409 RE:' TEQUESTA PARK - IRRIGATION SYSTEM Dear Brett: As you are already aware there is a need to change the price quote due to S.F.W.M.D. Water Usage Permit changing the well to 4" up to 50'. We down sized the pump to 5 H.P, delivering 80 GPM @ 190 TDH. We also made this pump a submersible due to the fact that static water level is @ 15'. We will then set the pump at 40' leaving 25' of draw dawn. We then change the mainlines from 4" to 3" and 3" to 2 1/2" to adjust for the change in GPM. Also as a result 11 valves and 42,50@ feet�of wire was aflded. We split all zones in half with the exception of'zones 5,9 and 13. We changed the nozzle size from #59 (34 GPM) to #58 (24.7 GPM}, Enclosed you will find a list of those changes along with other changes that might be useful.
