I. CALL TO ORDER AND ROLL CALL
The Tequesta Community Appearance Board held a regularly
scheduled meetinq at the Village Hall, 357 Tequesta Drive,
Tequesta, Florida, on Wednesday, August 17, 1994. The meetinq
was called to order by Vice Chairman Vic Strahan at 9:35 A.M.
Community Appearanc� Board members present were: Paul Coben,
Ruth Maitland, Claudette Dalack, Molly McCormick, sitting in�
as a Regular Member of the Board, and Steven Kennedy, Clerk of
the Board.
II. APPROVAL OF AGENDA
TY�e Agenda was approved as submitted.
III. APPROYAL OF PREVIO�TS MINOTES
The June 29, 1994 minutes were approved as amended.
The July 6, 1994 minutes were approved as amended.
IV. NEW BUSIAESS
1) An application froo aary Prestaa, Dirsctor of Pnblic
Works, Village of Tequesta, for the installation of a aew
median islaad with sign, laadscapinq, liqhtfnq and
irrigation fa the Country Club Drive riqht-of-way at the
Martin County Liaa.
Boardmember Coben ask�d Mr. Prestoa what the total budqet �as
for this project, includiaq engineerinq and installation. Mr.
Preston said it was $16,000, and that the Council has awarded
five of the siu projects and that the total cost will come in
under $172,000 for all the projects on Country Club Drive.
Mr. Preston explaiaed that the Villaqe Council had approved a
bond �ssue that included three items. One item was
improvements to Couatry Club Drive. Mr. Preston informed the
Board that the Village is puttinq in a new aspbalt overlay; a
new island near the Martin County line; replacement of a curb �
and gutter at Tequesta Drive and Country Club Drive. This �

project also has funds for a new siqn at the island with
columns on each side. The final project is the stripinq of
the roadway. The new median sign has already been awarded as
it is the same as presented for Beach Road. Mr. Rennedy
clarified for the Boa=d that the reason they were there was to
review the aesthetic appeal of the project.
Brett Nein of Gee & Jenson, presented a drawing showinq the
entrance sigm and columns on either side, and said the purpose
of the median was to slow down traffic. He said the existinq
bronze plaques that say."Country Club Community" or something
to that effect were to be attached to the side walls. Vice
Chairman Strahan did not think the bronze plaques should be
attached to the walls, and the Boardmembers were in agreement
with this. �
Mr. Nein then went over the landscape plan and the various
plants to be used, including more canopy trees around the sign
to enclose the area. The existing vegetation will also be
cleaned up. Boardmember Maitland asked Stephen Parker for
suggestions of plants to use. He suggested iles crenata, a
native plant. Boardmember Coben moved the �pplication be
approved by amending that Note 4 on pg. L2 be deleted, and
that the landscape architect has the option of substituting
the lantana and lirope with a flowering plant, and usinq
silver buttonwood and coco plum as a more cold-hardy plant.
Boardmember Maitland seconded the motion. The vote on the
motion was:

Boardmember MaitZand pregared a statement for the CAB manual
regardinq arch�tect style, but suqgested not takinq any action
until Chairwoman Cook was 3.n attendance. She aTso had an
insert regardinq landscapinq and asked Mr. Preston for his
sugqestions for trees.

VII. ANY OTHER MATT�tLS
The CAB would like placed on the next Agenda, a review of
changinq the CAB Manual regarding architect style and overall
landscaping for the Villaqe.
Boardmember Coben made a formal request to have staff prepare
an explanation as to the difference between the Jupiter and
Tequesta commercial signage lighting restrictions.
Boardmember Coben said that the free-standing sign at the
Fashion Mall has an add-on sign that says "Telephone Calls"
and that this is tacky. Mr. Kennedy replied that this sign
was not legal and that the Fashion Mall has been advised by
the Department of Community Development to remove it, and it
will be dealt with in terms of Code Enforcement.
Boardmember Dalack asked about the landscaping at the Fashion
Mall. Mr. Kennedy explained the Village's landscape code, and
that everyone has until March 8, 1995 to comply with the
� landscape requirements or will be in violation of the Code.
He said that everyone has been advised of said Code, and
further explained, in detail, the other options that a
business would have, and the steps that would be taken were
someone in violation. The Board requested that they would
like, soon, the Department of Community Development to advise
them of the process by which the Department is notifying
commerical properties of the requirement to comply with the
lanscape code by March 8, 1995.
VIII.ADJOURNMENT
There being no further business before the Board, the meeting
was adjourned at 10:30 A.M.
