The Redevelopment Committee Members will share their recommendation with you when this item is considered by the full Village Council. I have attached a copy of my memorandum to the Redevelopment Committee Members on this subject so that you will be fully informed on the subject matter as it egisted prior to the Redevelopment Committee Meeting. Bradford, Village Manager �-���.� DATE: September 14, 1994 SUHJECT: Tequesta Branch Library Site Locatioa Decisioa As you know, the village Council has placed a self-imposed deadline of September 22, 1994, for deciding the location of the Tequesta Branch Library. Palm Beach County has given Tequesta until December 1, 1994, to make this decision. Sufficient lead time prior to December 1 will be needed to receive the blessings of Palm Beach County staff relative the library location. Determining the location of the library site involves a process of elimination in order to come to a decision. Our fallback fail-safe position is that site oriqinally chosen�north of and adjacent to Village Green. But is it really? If the Village Hall complex is to be converted to a public safety facility, housing police and fire-rescue needs, is this really a proper spot for a library? I think not. Therefore, with this in mind, we must determine North County Ambulance's position relative to the availability of its property on Seabrook Road for the Village of Tequesta Fire-Rescue Department in the event that North County Ambulance goes out of business in the future. If this land is not available to Tequesta for fire- rescue purposes, then we must preserve our ability to expaad f�re- rescue at the Village Hall site. � . Jupiter Medical Center officials have reported to me that, in the event that North County Ambulance is to go out of business in the future, that in all probabilitY, their property will be sold to the highest bidder. Therefore, this property will not be qiven to Tequesta and we would probably have to pay in excess of fair market value for the sanEe. Based upon the foregoing, we must preserve our options at the Village Hall site for fire-rescue. Accordingly, the library should be placed elsewhere. Recycled Pop,es R Page 2- I have met with Gary Van Brock relative to the availability of Dorner Trust Land for municipal, cultural and library property ' availability. Mr. Van Brock will be present at your meeting and will present a drawing indicating the options we diecussed. The Dorner Trust will make available to the Village of Tequesta, two property options, as follows: 1) An approximate 10-acre tract north of Tequesta Drive and south of the Post Office for municipal, cultural and library � purposes. 2) A 7-acre tract north of Tequesta Drive and south of the Post Office for municipal, cultural and library purposes. In either option, the Dorner Trust will donate one acre of said property to the Village of Tequesta to either give, sell or lease the same to the Palm Beach County Library System. The Dorner Trust will use the donation as a tax write-off. Therefore, the 10-acre parcel entails the Tequesta purchase of nine acres and the seven- acre parcel requires six. If recommended by the Redevelopment Committee, the Village Manaqer should be authorized to proceed immediately with required appraisals of the property and with the hiring of a financial advisor to review available finance options. Other properties/issues to be considered are: � 1) Lighthouse Plaza - I spoke with Bill Shannon of the DiVosta Corporation who advised that Mr. DiVosta had not yet made a final decision relative to the use he will pursue for his newly acquired property. 2) I believe the Fehlhaber Corporation would be amenable to � selling their property to Tequesta for muaicipal and library purposes. We have reviewed the property and believe these uses will fit. One possibility to consider is to purchase the Fehlhaber property for municipal and library purposes while purchasing the smaller of the two Dorner properties for cultural purposes. This option eli.minates one eyesore while . providing facilities for all concerned. In conclusion, the Dorner Trust offer is our safest bet relative to wrapping up a site for the library. Althouqh this option does not directly attack.our eyesores (Lighthouse � Tequesta Plaza), I feel Mr. DiVosta will soon develop something of which we can all be � proud and our development action, plus Mr. DiVosta's, will stimulate a facelift for Tequesta Plaza. I am certain it would cost more to buy Tequesta Plaza and one of the Dorner tracts offered than just oae Dorner tract for our purposes. Paqe 3- • If we go this route we must: 1) Appraise the land 2) Review financing options � 3) Reep Palm Beach County staff infQrmed 4) Begin professional site planning . 5) Inform the Lighthouse Gallery and BRITT of our intentions and get their feedback 6) Consider incentives to have the cultural �organizations initiate fund drives for their buildings and/or land I believe we can achieve such an undertaking and, in so doing, make a lasting impression on Tequesta for generations to come.
