APPROVAL OF PREVIOUS MEETING MINUTES: November 21, 2013 2. ORD[NANCE NO. 1-14: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, UPDATING ITS COMPREHENSIVE PLAN CAPITAL IMPRROVEMENTS ELEMENT FNE YEAR CAPITAL IMPROVEMENTS SCHEDULE AS PROVIDED IN SECTION 163.3177(3)(b), FLORIDA STATUTES; PROVIDING THAT THE TEXT, AS UPDATED OR REVISED, SHALL BE SUBSTITUTED FOR AND REPLACE IN FULL THE EXISTING TEXT IN THE ADOPTED CAPITAL IMPROVEMENTS ELEMENT; PROVIDING FOR TRANSMITTAL OF A COURTESY COPY OF THE ADOPTED AMENDMENT TO THE STATE LAND PLANNING AGENCY; PROVIDING A CONFLICTS CLAUSE AND A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 3. ORDINANCE NO. 2-14: AN OIZDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, ADOPTING AN AMENDMENT TO ITS COMPREHENSIVE DEVELOPMENT PLAN IN ACCORDANCE WITH THE MANDATES SET FORTH IN SECTION 163.3184, ET SEQ., FLORIDA STATUTES, PURSUANT TO A VILLAGE INITIATED APPLICATION WHICH PROVIDES FOR A AMENDMENTS TO THE TEXT OF THE FUTURE LAND USE AND HOUS[NG ELEMENTS ; PROVIDING FOR MAXIMUM DENSITY OF 18 UNITS PER ACRE FOR ALL ADULT CONGREGATE LIVING FACILITIES, AND EIGHT UNITS PER ACRE FOR REHABILITATION FACILITIES; FURTHER PROVID[NG FOR TRANSMITTAL TO THE STATE LAND PLANNiNG AGENCY AND OTHER REVIEWING AGENC[ES AS REQUIRED BY SECTION 163.3184, ET SEQ., FLORIDA STATUTES; PROVIDING A CONFLICTS CLAUSE AND A SEVERAB[LITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 4. ORDINANCE NO. 3-14: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AMENDING ITS CODIE OF ORDINANCES AT CHAPTER 78. ZONING. ARTICLE XII. FLOOD DAMAGE PREVENTION. SECTIONS 78-835, 78-837 AND 78-853 TO PROVIDE LOT GRAD[NG AND DRAINAGE PLAN SUBMITTAL REQUIREMENTS, AND TO SPECIFY THAT SUBDIVISION PROPOSALS, OTHER NEW DEVELOPMENT PROPOSALS AND ALL OTHER DEVELOPMENT PROPOSALS MUST BE DESIGNED TO PREVENT ADVERSE FLOOD IMPACTS FROM STORM WATER RUNOFF ONTO ADJACENT PROPERTIES, AND TO REQUIRE THE USE OF GUTTERS AND DOWNSPOUTS IN CERTAIN CIRCUMSTANCES; ALSO AMENDING SECTIONS 78-801 AND 78-836 TO PROVIDE FOR APPROPRIATE CROSS-REFERENCES; PROVIDING THAT EACH AND EVERY OTHER SECTION AND SUBSECTION OF CHAPTER 78. ZON[NG. SHALL REMAIN IN FULL FORCE AND EFFECT AS PREVIOUSLY ADOPTED; PROVIDING A CONFLICTS CLAUSE A SEVERABILITY CLAUSE AND AUTHORITY TO CODIFY; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 5. ORDINANCE NO. 414: AN ORDINANCE OF T'I� VILLAGE COUNCIL OF TF� VII,LAGE OF TEQUESTA, FLORIDA, AMENDING THE VILLAGE CODE OF ORDINANCES AT CHAPTER 14. BUII.,DINGS AND BUILDING REGULATIONS. AT ARTICLE I. IN GENERAL, BY CREATING AN ENTIRELY NEW SECTION 14-4. ENTITLED "PROTECTION OF TREES AND OTF�R VEGETATION TO BE PRESERVED ON SITE" TO PROVIDE FOR TI� PROTECTION OF TREES AND OTI�R VEGETATION DURING CONSTRUCTION; AND AN ENTIRELY NEW SECTION 145 ENTITLED `BOARDING OR CONCEALING STOREFRONTS DURING CONSTRUCTION" TO PROVIDE REGULATIONS REGARDING TI� BOARDING OR CONCEALING OF STOREFRONTS WITHOUT A BUILDING PERMIT; AND AT ARTICLE II BUILDINGS. BY INSERTING REGULATIONS FOR FLOODPLAIN ADMINISTRATTON, AS REQUIRED BY FEMA; PROVIDING THAT EACH AND EVERY O'TI�R SECTION AND SUBSECTION OF CHAPTER 14. BUII.,DINGS AND BUII.,DING REGULATIONS SHALL REMAIN IN FULL FORCE AND EFFECT AS PREVIOUSLY ADOPTED; PROVIDING A CONFLICTS CLAUSE, A SEVERABILITY CLAUSE AND AUTHORITY TO CODIFY; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
