HomeMy WebLinkAboutDocumentation_Local Planning Agency_Tab 01_01/16/2014 DRAFT Planning � Zoning Advisory Board Sitting as the Local Planning Agency MEETING MINUTES November 21, 2013 CALL TO ORDER AND ROLL CALL The �Ilage of Tequesta Planning & Zoning Advisory Board sitting as the Local Planning Agency held a regularly scheduled meeting at the Tequesta �Ilage Hall, 345 Tequesta Drive, Tequesta, Florida, on Thursday, November 21, 2013. The meeting was called to order at 5:44 p.m. A roil c�ll was taken by Joanne Burnsed, Planning and Zoning Department, who noted the following were present: Chair James Hackett, �ce Chair Michael Schmidt, Board Member Janet Strand, Altemate Sebastian Loaiza, and Altemate Ashley Warren. Also present were Planning and Zoning Director Nilsa Zacarias, and �Ilage Attomey Keith Davis. APPROVAL OF AGENDA MOTION Vice Chair Schmidt moved to approve the age�da as submitted. Board Member Loaiza seconded the motion, which carried by unanimous 5-0 vofe. 1. APPROVAL OF PREVIOUS MEETiNG MINUTES MOTION :' Vice Chair Schmidt moved to approve the minutes of the September 19, 2093 mee�ing �- as submitted. Board Member Warren seconded the motion, which carried by unanimous 5-0 vote. 2. ORDINANCE NO. 46-13 . z_ An Ordinance of the Village Council of the Village of Tequesta, Florida, amending Chapter 78, Zoning at Article VI, Schedule ofi District Regulations, Division 2. � Schedule of Use Regulations, Section 78-180. Mixed Use District, by reducing the rraaximum permitted building heigh# fe�om six stories/84 #eet to four stories/50 feet; further amending Art. VII. Planned Residential Developments, Section 78-225. General Requirements and Speciat Regulations, by reducing t�e maximum permitted building height from six stories/84 feet to the maximum height . permitted in the C-2 Zoning District, and also amending at Art. VIII Planned Commercial Developments, Section 78-255. General Requirements and special Regulations, by reducing the Nlauimum permitted building height from six stories/84 feet to four stories/50 feet in the MU Zoning District; providing that Planning � Zoning Advisory Board Sitting as the Local Planning Agency MEETING MINUTES November 21, 2013 Page 2 of 3 each and every other section and subsection of Chapter 78 Zoning shall remain in full force and effect as previously adopted, providing a conflici�s clause, a severability clause, and authority to codify; providing an effective date; and for other purposes. The Village Attorney introduced Ordinance No. 46-13 into the record, and described the proposed changes. MOTION Board Member Schauer moved to recommend approval to Village Council of Ordinance No. 46-�3 as submifted. Board Member Warren seconded the motion, which ca►ried by unanimous 5-0 vote. 3. ORDINANCE NO. 47-13 An Ordinance of the Village Council of the Village of Tequesta, Florida, amending Chapter 78, Zoning, by amending Sec. 78-177. C-2 Community Commerciat District, to include retail package liquors as a permitted use in that zoning district, providing conditions for said use in the C-2 District, providing that ea�h and every other section and sub-section of Chapter 78, Zoning, shall remain in fuli force and ef�ect as previously adopted, providing a conflicts clause, a severability clause, and authority to codify; providing an effective date; and for other purposes. The Viilage Attomey described proposed changes in Ordinance 47-13, and answered questions from the Board. MOTION Board Member Strand moved to recommend approval to Village Council of Ordinance No. 47-93. Board Member Loaiza seconded the motion, which carried by unanimous 5- 0 vote. 4. PUBLIC COMMENT - None 5. BOARD COMMENT � Chair Hackett expressed concern regarding who was initiating use and zoning code changes. Discussion ensued.
