Off-Street and On-Street Parking and Loading Regulations.Section 73-691 provides for "parking space having minimum dimensions of nine feet in widih by 18 feet in length for the parking of each motor vehicle". On October 10, 2013, Village Council approved to modify parking spaces from nine feet to ten feet width (First Reading of Ordinance 38-�3). This initiative will have impacts on existing properties and new developments. The impacts on existins multifamilv residential and commercial develoqments are as follows; 1. Existing commercial plazas, m��ltifamily residential and public building's parking spaces will become non- conformities under the new code if it is approved on second reading. For example, the Village Hall's parking area has a nine feet width parking space; under the new code the parking lot will become a non conforming area. Once property owners would like to increase the footprint of their building, they would need to provide �dditional parking spaces and bring the parking area into compliance with the new code. In many instances,existing sites will not be able to comply with this requirement. 2. '�here is a trend to upgrade parking ai-eas-multifamily residential and cornmercial prop2rties-to comply with current ADA standards which trigger new parking lot restriping. Iri this cases, the future applicant wou!d need to bring their development into compliance with the new code. Businesses located on Cypress Urive arad rnUlti amily buildinas an Beach Road have limited space_and will be di icult to complv witl� this new ccde provision. Also, Divisian 4, Landscaping. requires one interior landscape island for every ten parl<ing spaces. In order to comply with the new code, property owners will lose one sp�ce which will impact overall number of parking spaces provided. 3. The above scenarios will create the need to apply for parking variances that will in�pact the multifamily residential and business community. Variance applications are costly,tirrie cc�nsuming and applicants are required to �emonstrate hardship. In terms of new �evelopment, a ten feet in width will increase impervious a�ea impacting the permitted size of the building square footage since ihe applicant still has to comply with percentage of open space. The above analysis is respectfully submitted for your and Village Council ronsiderati��n. Leaving the parking space width at 9 feet will contribute to both a business friendly environment and a customer satisfaction experience. Today, I measured the width of the following commercial plazas: - COUNTY LINE PLAZA: parking space width : 9 Ft. - TEQUESTA SHOPPES: parking space width : 9 Ft. - VILLAGE SQUARE: parking space width : 9 Ft. (standard by Village Code) and 8 Ft. (compact by Village Code). - CYPRESS PLAZA: parking space width : 9 Ft. The current Village Code standard parking dimension is 9 Ft x 18 Ft. Per Village Code, 25°/a of required parking spaces can be met by providing"compact car parking dimensions" (8 Ft. x16 Ft.) Sec. 78-695. Location of off-street parking facilities. All off-street parking facilities shall be located on the same site as or contiguous to the use for which the parking is provided. Any contiguous site must be maintained under unity of title to the site on which the primary use is located. Sec. 78-696. R�erved parking spaees. The use of and/or designation of parking spaces as "r�erved" for individual tenants, business� and/or property owners shall be prohibited. This section sha11 not apply to those parking spaces designated to meet the requirements of state, county and municipal handicapped Aa�ing regulaxions. Sec. 78-698. On-street parking. On-street parking may, upon review and approval by the village council, be a11ow� within all zoning districts within the village, and the minimum number of required parking spaces to be provided may include a combination of on-street and off- street spaces. When using on-street pazldng to meet a portion of tlie required parking for a proposed project, only those spaces that lie within the street fronta,ge areas of the property , praposed for development or redevelopment may be included in the total calculations for mee�ing the minimum required parldng requirements. On-street pazking c�n only be provided on those streets that utilize curb and gutter drainage systems in lieu of swale systems and where the total right-of-way width is sufficient to provide for approved paved roadway traffic lanes, on-street parking �d curb and gutter drainage systems.
