Roderick, Chief of Police DATE : January 1�0 , 1994 , SIIBJECT: Hiring Criteria Revised.. The police department intend5 to maintain an eliqibility list of no less then 3.5 quaiified full-time employee applicants. The position will be advertised at least� twice a year if need be, to maintain the list. Applicants desiring to be on the list, will be tested via the T.A.B.E. {Tests of Adult Basic Education}, providing they meet the departments basic requireinents outlined on the application as weii as F.D.L.E. standards. �The applicant will be required to score a minimum of 11.0 out of a pa�sible i2.9 for each portion of the test or an average of 11.5 for the entire test. The T.A.B.E. consists of three categories, Reading and Language (comprehension, retention and spelling) and Math. This test wii� be given at a specific time and announced to all applicants. A short written essay wili also be required at this time on "i�7hy I want To Be A Po2ice Officer For The Viliage Of Tequesta", which wiil evaluate the applicants handwritinq proficiency and abiiitp to express themselves. Appiicants wha successfully pass the T.A.B.E. testiAq wili be p}.aced on the eligibility list and wi12 be cantaated at least ance every twa menths to verify their continued interest in empioyment. Reserve officers desirous of being a full-time officer wiii be counted as part of the eligibility iist. When an opening for a full-time position occurs, those applicants who have remained on the eligibility list will be interviewed by the Orai review B�ar3. They will then acquire additional points for specialized training such as E.M.T. and state recognized police training courses and Tequesta Reserve Officer status as outlined . below. The top b qualified applicants will then be required to pass the departments physical agility,test {see attached outline), with a doctors release. Upcn successful campletion af the physical agility test, the applicants will then be interviewed by the Chief of Police for a final evaluatian {to include the F.D.L.E. required background investigation conclusion). The tap three candidates for the positian wiii be forwarded (in ramking order) to the Village Manager. The applicant selected will be offered the position contingent on medicai acceptance far F.D.L.E. standards (state entry level � medical physical examination). The Reserve Division af Part-Time officers will be selected after the T.A.B.E. test, Oral Interview and Chiefs Interview at which time they will be required to complete the Physical Agility Test as well as F.D.L.E. requirements CTpG;i vying far full-time status, the reserves will be required to participate in the points assessment procedure which wili inciude a re-evaluatian via the review board process as weli as the Chiefs interview. Mo€fatt, Ph.D. Bryant A. Stamford, Ph.D. Ryle D. Biqqerstaff, M.S. 206 This manual is designed to assist you in the construction, layout and the administration of the physical abilities test (PAT). The manual is organized into six sectians entitled: i) Description and Design of the Physical Abilities Test, 2) Constructing the Course, 3) Test Precautions, 4) �Instructions for Test Administrators, 5) Physical Abilities Test Directions for Applicants and 6) the Pass/Fail Cut-Off Score. The PAT is designed to be conducted outdoors on a flat grassy surface or a standard quarter-mile track where firm footing is guaranteed. Within the circumference of the track, it is necessary to have a grassy surface with grass cut no higher than 4 inches. The test requires an absolute minimum of equipment and employs easily accessible items such as road markers (pylons), an easily constructed dummy, stop watches, etc. . . The PAT was designed to assess physical attributes which reflect core enabling knowledge, skills and abilities and essential tasks common for law enforcement, corrections and probations officers. Detailed information concerning the rationale for the components of the PAT is available in the "Physical Abilities (Fitness) and Medical Requirements for Entry-Level Law Enforcement, Corrections and Correctional Probations Officers�' Project Report to , FDLE. Test administrators are encauraged to read the project report to develop a full understanding of the rationale for the PAT zo� and its relationship ta essential job functions. The PAT measures specific physical abilities through participation in a series of tasks which are listed as follows: 1. exiting car/enter trunk 2. 220 yard run � 3. obstacle course 4. dummy drag 5. obstacle course (repeat) 6. 220 yard run (repeat) 7. weapon fire 8. enter trunk/enter car The test is intended to be conducted in a continuous fashion resulting in a total composite score (time to complete the course) which provides a simple pass or fail rating. DESCRIPTION AND DESIGN OF THE PHYSICAL ABILITIES TEST Refer to Figure 1 for an illustration of the PAT course design. Task 1: Exit Car/Enter Trunk ` Task Description: The test begins with applicant seated in full size automobile, seat belt on, with hands at the 10 and 2 o'clock positions on the steering wheel. Around the applicants waist is a pull-away flag belt with ribbons (flagsj positioned over each hip. Trunk key is in the vehicle glove compartment which is in the closed position. If the vehicle has a trunk latch (cover), it is _ placed in the open position revealing the trunk lock. A weapon (revolver) and a baton are positioned in the front center part of the trunk. zos On the command "go" the stop watch is started and the applicant removes hands from steering wheel, unfastens seat belt, opens glove box and removes key, then exits the vehicle (the glove box and the car door are left opened). The applicant moves to the back of the car where the key is inserted in the lock and the trunk opened. Immediately after opening the trunk the applicant touches each ribbon with the opposite hand from behind the back and the flag belt is pulled away, letting it fall to the ground. The weapon and the baton are removed from the trunk, the trunk is closed with the key remaining in the lock. Tmmediately after placing the weapon on the nearby bench, five feet from the left � rear tail light, the applicant proceeds with baton in hand to the beginning of the 220 yard run. Task 2: 220 Yard Run Task Description: Carrying a baton the applicant runs 220 yards on a flat surface to the entrance of the obstacle course. Task 3: Obstacle Course Task Description: Upon completion of the 220 yard run the applicant passes through the pylons at the entrance to the obstacle portion of the course. Ten feet into the obstacle course .the � applicant must climb a 40-inch wall followed by a series of three (24, 12 and 18 inch) hurdles five feet apart located 10 feet beyond the wall. Ten feet beyond the final hurdle the applicant encounters the first of�nine pylons in a single row spaced five feet apart. The applicant nust serpentine through the pylons. Ten 209 feet beyond the last pylon the applicant must crawl under a 27-inch high, eight foot long low crawl area after which the applicant stands, moves to the pylons located seven feet beyond the low crawl and places the baton beside one of the pylons. Note: If at any time, the applicant knocks over � hurdle or pylon, they immediately stop and repeat that portion of the obstacle , course. Task 4: Dummy Draq Task Description: The applicant then sprints 50 feet, grabs the handle on the 150-pound dummy and drags it 100 feet on a cut grass surface. Task 5: Obstacle Course (Repeat of Task 3 in Reverse) Task Description: Upon completion of the dummy drag the applicant sprints 50 feet back to the pylons, picks up the baton and reverses course through the obstacles. After the wall climb the applicant moves through the pylons and once again repeats th� 220 yard run. Task 6: 220 Yard Run (Repeat of Task 2) Task 7: Aeapon Fire Task Description: After completing the 220, the applicant places the baton on the bench, picks up the weapon, assumes a firing position while keeping arms completely outstretched at shoulder height and parallel with the ground, firing six rounds each using the dominant, then non-dominant hand. � z�o Task 8: Enter Trunk/Enter Car (Repeat of Task 1 in Reverse) Task Description: Following the weapons fire, the trunk is opened, the weapon and baton are placed inside the trunk and the trunk is closed.
