SQSJECT: Hirinq Criteria.
Applicants for employment aa a full time or part time (Reserve
Officer Proqram) must be Florida State Certified as described by
the F.D.L.E. under Florida 3tatute 943. (3ee attached FDLE items).
Attached is a copp of our Employmeat Application aad Requiremeats
for employment for both full time aad part time officers Which
basically complies with F.D.L.E. atandarda. llbove the atate
staadarda, we require ne� hires to pass a Physical Ability Test
�hich is being revamped at thia time to meet the neW proposed state
staadard.
The hasic procedure in hirinq Would be to advertiae, receive aad
review applications, select thosa that wa feel are the best of the
lot based on education, trainin9, eathusiasm and a mental aptitude
that fits Tequesta. We then do a back9round investiQation aa
required by F.D.L.E. Which 9ives us iasiqht to the applicants
character and life stple. Once the backQrounda are in, we revieW
the applicants again and set up oral iaterviewa. Due to the lo�
amount of respoase to the Reserve Officer (Part Time) positions, �re
have only held iaformal interviewa With applicants. For full time
positions, we hold formal intarviewa and assea� points. The top
rated candidate is then offered emplopmeat based on auccessful
completion of the hirinQ procesa, Field Traininq Proqram and one
pears probation. The other candidate9 are notified of the outcome
and their applications are held on file for two years. 3hould there
be an openinq for full or part time, these people are contacted in
order of �eniority on hirin9 points.
Some of the applicants for the Reserve Officer Proqram have ao
desire to become full time officers but would maka eacelleat
reserves. These applicants Would receive the same attentioa for the
positioa as aapone else appipinQ. It would, thouqh, behoove us to
appoiat at least halt of the reserve force with applicanta
iaterested ia full time positioas and these officera should receive
eatra coasideratioa for the full t3me poaitiona when they ariae.
Beiag a reserve officer, however, would not automaticallp secure a
full time poaition. If the officers in the reserve pro9ra�a are as
qualified as ne� applicants, the reserve officers ahouid be
appointed over ne� applicanta. They �ould have alreadp diaplayed
their capabilities, have qone throuqh the sia to eiQht aeeks FTO
o pro9ram and become knowledgeable of the villaqe 9eoqraphy thereby
savinq us a tremendous amount of short �hift time simplp by
transferriaq their atatus as we did aith Officer �vis and Crowley.
Your su9qestion on holdinq.a hiriny list i� aound and we have beea
doin9 that. The pr.oblem ia, �e have little turnover and the time
between hirinq has averaged well over tWelve months. Upoa contact
with the filed applicants, most of the top rated ones have already
9ot a job or have moved out of the area. �

' � REQUIREMENTS FOR EMPLOYMENT
CITI2ENSHIP All applicants for certification must be a United States
citizen,
AGE Minimum age is nineteen (19) years.
EDUCATION Must have praduated from an accredited hiflh school or
have obtained a State of Florida G.E.D. Certificate or
equivalent as determined by florida State Criminal
� Justice Standards and Traininq Cammission.
PHYSICAL Must be in �ood fleneral physical condition, free from
disease or defects that would interf�e with the
satisfactory performance of duties. Must pass a
camplete physical exam by a Villa�e-spocified
physician. This wili include a druy screen. ,
PSYCHOLOGICAL Must be able to pass a psycholoqical evaluation by a
Vtiia�e-specified physician.
UCENSE �pQcants for certifted posittons rtwst possess a valid
driver's license at time of appiication and a valid ,
Florida driver's license at the time of acceptin� a
position with the police department.
RESIOENCY The focation of an err�loyee's residence mus�t be such �
that upon being cailed back to duty in an emer�ency ,
s'rtuation, the employee can report to the department, �
ready far duty. within an hour and fifteen minutes

REQL;fIRF�MENTS 3ection 943.13, F.S., states eny person employed or appointed as . a
full-time, part-time, or auziliary law enforcement officer or
correctional officer after October 1, 1984, or any pereon employed
as a correctional probation officer after October 1, 1886, or any
person employed as a correctional officer by a private entity under
contract to the Department of Corr�ctioas or to a county
commi8sion after October l, 1986, ahall meet the following
requirements:
1. Be at least 19 yeare of age.
2. Be a citizen of the United 3tatea
3. Be a high school graduate or its equivalent.
4. Not have been convicted of any felony or of a misdemeattor
involving perjury or false statement. Any person who, after
July 1, 1981, pleads guilty or nolo contendere to or ia found
guilty of a felony or of a miedemeaaor involving perjnry or a
felse statement shall aot be eligible for employment or
appointment as an officer, notwithstanding auapenaion of �
. sentence or �vithholding of adjudication.

new set of documeatatioa muet be collected, verified and maintained
by the new employing agency..

Any person who, after July 1, 1981, pleads guilty or nolo contendere
to or ie found guilty of a felony or of s misdemeanor involving
perjury or a falee etatement ia not eligible for employment or
appointment as an officer, even if the sentence wae suspended or
adjudication was withheld by the judge.

FD-2b8 (Appendiz B-2) to the �isi Services Bureau, Florida
Department of La�v �forcement, Post OfSce Box 1489,
Tallahassee, Florida 32302 for processing. Eater the words
"Law F;nforcement A�licant, Section 943.18, F.S." or "Cor-
rectional Officer Applicant, Section 943.13, F.S." or
"Correctional Prabation Officer Applicant, Section 943.13, F.S."
in the block: "R.eason Fingerprinted."
NOTE: Private corrections corporations must submit the
. fmgerprint card to the Division of Criminal Justice Standards
and �aining, Florida Department of Law Enforcement, Post
Office Box 1489, Tallahasaee, Fiorida 32302.

a. The employing agency muat eubmit the three illegible
eets returned by the FBI along with two new sets of
fingerprint cards to the F�eld 3ervices Section, Division
of Crimiaal Justice Standards and �aining, for
processing.
b. The prints will be forararded to the � Crime
Information Bureau (CIB), to determiae if the prints are
legible for. Fffi processing. � _
(1) If C� determines the prints to be illegible, the
printe will be returned vPith an esplanation of the
reason(s) for rejection and request two new sets of
tingerprinta.
(2) If C� determines the priata to be legible, the
prints vvill be forwarded to the FBI for processing.
Even though CIB msy accept a fingerpr3ttt card as
legible, there is no guerantee that the FBI will not
reject t,he same card.
c. If legible fingerpriats are impossible to obtain, the Field
�ecialist ahould be contacted. These situations will be
reviewed on a c�ee by cese bssis by the Division to
deterinine an officer's eligibility for certification
4. If fuigerprints were processed during the background
iavestigation prior to employment, they must be current within
one year of the emploqment date.
6. Upon receipt of the legible, processed fingerprint card, the
CJSTC-62, F�ngerprint Notification Form (Appendis B-3) must
be submitted by the ageacy to the Bureau of Standarda
NOTE: Basic recruit certificates will not be issued bg the Divisiott
until the officer ia in full compliance with certification
. requirements, which includes l�ible, procsseed flngerprints oa file at
the employing ageacq.

(CONT.) Physical Eaamination
An applicant'e medical fitness must be veri�ed by a licensed
phyaician completing the CJSTC•75, Physical Examination form
(Appendia B-4) or its equivalent. The physician must sign end date
a form atteeting to the individual's fitnese to perform duties as an
officer. It is recommended that the physical exam be completed
not more than one qear prior to employment date.
Moral Character
For the purpose of certification, employment or appoiatment, the
employing agency ie responsible for conducting a thorough background
investigation to determine if an applicaat hae good moral character.
Certain offenses as referenced in subsection 943.13(7), F.S., and Bule
11B-27.0011, F.A.C., (Appendix B-b) ahould be evaluated to determine
ea individual's �itability for eaaployment and/or certification with

Affidavit of A�licant

Zhe CJSTC-68, Affidavit of Applicant (Appendix B-6) must be
completed by the applicant and notarized. The applicant must
attsst that all qualifications for employment are met.
NOTE: Private corrections corporations must submit the actual
Affidavit to the Bureau of Staadards.
Back�round Investi�ation
Rule 11B-27.0022, F.A.C., and the Background Investigation
Procedures Manual (see Appendix B-?) detailing the requirements and
procedures for coaducting background investigations. The employing
agency muat submit to the Buresu of Stsndards and form CJSTC-77,
Employment Background Iavestigative Report (eee Appendix 8), for
, each officer employed or appointed to document the findings of �the
background investigation. The form must be signed by the
adminiatrator of the employiag agency or his/her designee. Aa
officer's file must contain a copy of the signed Employment
Background �nvestigative Report as eubmitted to the Bureau of
Stsndards.
