Department Head Submitted by Legal at Council Member Patemo's Request Finance Director Reviewed for Financial Sufficiency ❑ No Financial Impact ❑ Attorney: (for legal sufficiency) Village Manager: Submit for Council Discussion: ❑ Approve Item: ❑ Deny Item: � ' ' ' • •' • � - • -- • -� •- - • •- - • • • • - - • - RESOLUTION NO. 8-14 A RESOLUTION OF THE VII.LAGE COUNCIL OF 'I�HE VII.LAGE OF TEQUESTA, FLORIDA, EXPRESSING OPPOSITION TO THE SOUTHEAST FLORIDA REGIONAL PARTNERSI�P REGIONAL VISIONING PIiOJECT KNOWN AS SEVEN/50; URGING THE PALM BEACH COUNTY BOARD OF COUNTY COMNIISSIONERS TO WITHDRAW PALM BEACH COUNTY'S PARTICIPATION TFIEREIN; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES WHEREAS, T`he Seven/50 Project is a federally funded regional project studying "sustai.nable development"; and WHEREAS, the Treasure Coast Regional Planning Council, along with regional partners from Monroe County up into Indian River County, and including Pa1m Bea.ch County, are participants in the Seven/50 Project; and WHEREAS, the principles and goals of the Seven/50 Project are based on the implementa.tion of regional regulation and governance over, among other things, educa.tion and workforce development, housing, transporta.tion, and environmental protection, wbich tend to prefer the nurturing of the collective good at the expense of individual rights; and WHEREAS, the Seven/50 Project model would result in regional planning being controlled, domi.nated, and determined by non-local concerns and interests, aad no longer controlled by locally elected municipal or county officials; and WHEREAS, such a regulation and governance model is the antithesis to local "home rule" authority granted to local governments by the Florida. Constitution. NOW, THEREFORE BE IT RESOLVED by the Village Council of the Village of Tequesta, Florida tha.t: Section 1: The above recitals are hereby a.dopted and incorporated into this Resolution. Section 2: The Village Council of the Village of Tequesta hereby expresses its opposition to the Seven/50 Project as an af&ont to constitutionally granted local home rule authority. Section 3: The Village Council of the Village of Tequesta. urges the Pa1m Beach County Board of County Commissioners to withdraw Pa1m Bea.ch County's support of, and participation in, the Seven/50 Project for the reasons set forth in tlus Resolution. Section 4: The Village Clerk is hereby directed to provide a certified copy of this Resolution to the Pa1m Beach County Board of County Commissioners. Section 5: This Resolution shall be effective immediately upon adoption.
