Proposal for Rip-Rap Section

At the request of the Village Manager, Gee & Jenson staff met with you and Mr.
Cha�les Hawthorne, President of C& L Hawthorne's & Sons, Inc. to discuss his
proposal to build a rip-rap lined (local Caprock) ditch section for the Dover Ditch
outfall. Gee & Jenson has been asked to evaluate this proposal and compare it to
the present approved concept of enclosing the Dover Ditch outfall with concrete
pipe or box culverts from Seabrook to Riverside Drive.
The rip-rap proposal looks quite interesting at �rst glance because of the price
quote of S284,000 (see enclosed copy of quote dated 1/25/941. This figure is
significantly less than the proposed project construction budget for the box culvert
option of 5700,000 (see enclosed estimate dated 6/10/93). In fact, this is �ot a
vaiid cost comparison. During our meeting Mr. Hawthome clea�ly stated that this
was a quote excluding bonding requirements a�d public bidding requirements. He
estimated if the project was bid and bonds were required the price would go up by
at least 5150,000. in addition, Mr. Hawth�one's quote included no uti#ity
relocation costs (he felt this cost was not necessary) nor any costs for replacing
the twin 54' culverts under Riverside Drive. Therefore, what we are really
comparing is an initial cost'of S434.000 for tho rip rap outfall versus 5700,000 for
the box culvert outfall. This stitl presents an irutial cost 4096 lower than the box �
culvert option. . .
gesides �itial cost, the V'dlage should consider long term maintenance costs for -
both options. From a maintenance standpoint, the enclosed section (box cuhrert or
P�P�1 w�l not require significant maintenance for decades. It has a�ife s�ectancY
of 50 years or more. The rip-rap section, however, v�n�l continue to cause
standing wate� problems, and require periodic vegetation trinuning. It Ithe

individual rocksl will shift and settle, continually requirmg (annual) maintenance to
"f�ii-�n" t��e hcies behind the rip rap siopes with soil and sod. During our meeting
with Mr. Hawthorne, we agreed the following major maintenance costs can be
expected over the 20-year life expectancy of the proposed rip-rap outfall:
a. First five years - No major maintenance - Control growtfi.
b. Year 6 to year 10 - Some Minor Repairs - 55,000 per year. �
c. Year 11 to Year 20 - Major Maintenance - S20,000 per year.
d. Complete replacement after 20 years.
In addition to reviewing capital and maintenance costs, ws ran a rather detailed
preliminary hydraulic analysis on the proposed rip rap outfall to be sure it could
handle the stormwater flows calculated for this outfall. Because of the additional
side wall friction losses caused by the roughness ofi the rip-rap ditch banks versus
the enclosed concrete pipe system, we felt it necessary to do a more detailed
engineering analysis than previously performed by Gee & Je�son on this outfall.
Therefore, a HEC-11 drainage analysis was performed to determine if the typical
section proposed by Mr. Hawihrone would contain a 10-year storm event or a 25-
year storm event within the proposed ditch bank. Copies of the analysis are
enclosed. The rip rap section proposed wifl handle the stonnwater flows for this
outfall, based on the assumptions used in the HEC-II analysis. In the process of
performing this more detailed hydraulic analysis we were able to fine tune some of
the very preliminary assumptions previously used to sae the snclosed outfall (box
culvertl option, as well as check the capacity of the rip rap section. For instance,
a conservative elevation of 3.0 was assumed for the top of the weir at the end of
the box cuhrert lwest of Riversidel duimg our very preNminary aneh►sis used 2 �
years. ago. Our more detailed analysis now indicates an eleyation of 2.4 for the
top of weir would be a good trade off to decrease pipe or ohanne� head losses but
resulting in a minor increase in potentia� s7tation and channel maintenance costs.

r�auired to meet upstream hydraulic grade level requirements (Dover Roadl so we
ar� recommending this cost be uti}�zed as a comparison to the rip rap section
pr000sed. If, du�ing final hyd�aulic design and preparation of construciton plans it
is determined the twin 54" cuiverts will wo�k, the construction cost could be
lowered by app�oximatefy 8100,000.
As a resuit of the modified hydraulic assumptions, it is now evident that we are
reaily comparing capital costs for four possible outfali designs. They are as
foliows:

A life cycte cost analysis comparing the open ditch (rip rap) proposal and the
5575,300 enclosed section proposal (48" cuiverts) is enctosed.
In conclusion, Mr. Hawthome's approach of �rebuifding the outfall with a new open
ditch section and erosion control material of some type on the sides appears
attractive because of the lower capital costs for such a system. It is not a new
idea ot novet approach in Tequesta for this project. Attached are copies o# the
minutes of the Fnance & Administration Committee meetings of May 7 snd
August 12. 1992 and May 21, 1993 wherein this very subject was discussed. On
page 3 of the May 7, 1992 minutes, a cost of 5156,000 to stabilize the nonfi
bank and access road to allow proper maintenance of the south bank was
discussed. "Meanwhile, the ditch has continued to deteriorate and lot by lot �
improvements have had to be made.'
On pages 2 tluough 4 of the August 12, 1992 minutes, a corttplete discu� of 3

N. Capretta. Finance & Administration Committee Co-Chairman
Earl L. Collinqs was also in attendance. Staff inembers

is losing approximately S30,500. Should the reduetion be
qreater than 3� chanqe, Tequesta vould have the righL to
chanqe the millaqe rate. If less than 3�, the millaqe rate

All property owners aho are included in the millaqe rate, and
suffered decreased property values went down, paid a decreased
Fire/Rescue rate. The Villaqe's Fire/Rescue did not decrease,
since the Vil2aqe has a Fire/Rescue contract. Therefore, the
Villaqe still paid Fire/Rescue rates based on the oriqinal
tentative assessed value rather than the reduced value.

A forecast of the� Capital Improvement Pzoqram, listinq ,
projects in Public wozks. Public Satety and Recreation, was
presented for the Committee's review.
Couatry Club Driv� xecoastruetion: Estimated at $600,000 It
is planned to pave the remainder of Country Club Drive next
fiscal year. It has been discovered that the base and sub-
, base of Country Club Drive is substandazd and does not meet
current Florida DOT specifications. Because ot this
inferiority, many swales and dips exist in that roadway. �i
map showinq Country Club Drive was displayed with overlays
showinq 1) dips in the road; 2) where drainaqe lines are; 3)
where water lines are; and 4) where ENCON sewer lines are, to
see if there is any correlation between the dips and all that
work. Mr. Capretta pointed out that a heavier traffic load
on the street could be very detrimental. The Committee felt
that further analysis and thouqht should occur betore
financing or constructinq Country Club Drive.
_,�_ Dover Ditch Improvements: Estimated at $156,800. The Finance
` and Administration Committee, in the past, had �previously
determined not to tinance the improveaenta nseded !or pover
Ditch. Meanwhile, the Ditch has continued to deteriorate and
lot by lot improvements have had to be made. The above anontit
t the Ditch to be built o er o
stabilize the north bank• From there a staq area co be �
ma e n o er to wor n a more comprebensive �anner on the
south side of the Ditch. Mr• Bradford suqgested that Dover
Ditch and Country Club Drive projecta ba co�binad, retinance
the Villaqe's outstandinq debt (1979 Bond Issue vhich has a
balance of approximately 5650,000) rolled aver at today's
lower interest rates. This could increase the millaqe rate,
however, by .25 mills, Mr. Bradford noted.

Mr. Kascavelis suqqested, since the Villaqe is concerned about
the best financinq technique to handle.some of the above
projects, that the Village capitalize on the Bond market by
callinq the outstandinq (5650,000) Bonds (runninq through 2004
at 8.4 coupon rate), ze-issue a S1•2 Bond for 15 years,
cQmbininq the outstandinq debt with' the Dover Ditch and
Tequesta Park projects, with an additional debt service cost
of $38,000 per year, or do a neqotiated financinq with a bank .
for a better rate, since banks qet a tax-free advantaqe Lor
municipal debt. The Committee concurred that that idea made
economic sense, and to present the details of same upon the
Finance Director's return lrom vacation.

storaqe reservoir is now on line and in use. Present day
demand is hiqh, with no rain in 15 days. The Committee
suqqested that a notice be placed in the Villaqe
Newsletter encouraqinq the reinstatement water
conservation. Mr. Bradford explained that the First
Readinq of a new Ordinance will take place at the May 21
Villaqe Council meetinq placinq a ban on sprinklinq in
the Tequesta Water service area, trom 9:00 A.M. ta 5:00
P.M. �
Mr. Bradford reported that on lsay 12, vfllaqe Stat! will
meet with Turtle Creek homeowners to neqotiate land price
for well sites. Phase II ot' the project will determine
whether the water main will be re-routed to come out ot
the Girl Scout property or into Little Clnb, so an
easement may not be needed from the Girl Scouts or Boy
Scout�. It there is a Condeanatfon Hearing raqardinq the
well sites, it will be approximately �ive months betore
the property is in t2�e bands o! the Villaqe. ,

held a Committee Meeting on Wednesday, Auqust 12, 1992 in the

meetinq was called to order at 9:00 a.m. by Chairman Joseph
N. Capretta. Finance & Administration Committee Co-Chairman
Earl L. Collinqs was not in attendance at roll call, but
arrived at 9:10 a.m. Staff inembers present were: Villaqe

Richard Staudinqer, of Gee & Jenson, explained that Tequesta
Park has an existinq baseball tacility and shell rock parkinq
lot which are in need of improvement. Tequesta had been
workinq toward obtaininq State qrant monies to move ahead on
some of the components of these impzovements to the park.
These lunds are currently not available.
The Master Plan for improvements to the Tequesta Park has four
major areas of construction:
1. 11 new 107-space parkinq lot, cost estis�atad at $80,135.
2. 8a11 Fiald Liqhtinq, astfaatad at 5102,300.
3. Parkinq Lot Landacapinq and Irrigation, astiaat�d at
SS0,340.

If the Villaqe approves the movinq fon�rard of this project,
work could beqin on September l, 1992, plans could be
submitted to the Community Appearance Board and Vill.aqe
Council by early t�ovember, vith biddinq and contract avard by
the end of the year or first of 1993. Work could be completed
around the end of the tirst quarter of 1993.
Gary Preston explained the shortcominqs of the park in its
present condition: .
Ball Fie1Q Liqhta: were installed in the early '60's, usinq
wooden poles and 1500 watt bulbs, (the most expensive system
available), qivinq less than a toot of candle power, with a
need of five-ten feet of candle pover. There would be a cost
of S6000-S8000 each to replace with the same type of system.
The Jupiter-Tequesta Athletic Association has basically
abandoned the park, feelinq it is unsaPe.
Irriqation system: The two ball fields contain approximately
eiqht acres which are presently vatered by a manually operated
irriqation system. Since present restrictions prohibit
daytime watering, a man must be brought in from park persot�el
at niqht to do the waterinq, which takes eiqht hours to
complete the watering. Tbe proposed irriqation system vill
automatically. water at niqht over an eight-hour tiae period,
and save on water consumption as well. The proposed system
will have a capacity to expanded (as proposed in Phase II of
the Master Plan) to bandle the parkinq lot landscapinq, as
vell. It is proposed to do Phase 1 and 3 at the same time.
Chairman Capretta suqqested that Martin County be approached
and urqed to contribute funds towards the improvements of the
park, since lsartin County residents use Tequesta Park. Co-
Chairman Colling� concurred.
The Committee aqreed to proceed with the proposed improvements
to Tequesta Park and recommended presentation o� the Master
Plan !or thoc�s ispron►ements to the Villaqe Council.

The pictures made it apparent that most of the erosion of the
Dover Ditch was occurrinq on the Jupiter side.
Three scenarios for various improvements to the Ditch vere
presented. Several Jupfter residents who lived on Windsor
Road which borders on the Dover Ditch were in attendance.
option i: An expanded ditch section, but still an open ditch.
Trimminq, potential erosion, and annual maintenance costs
would continue. There is a requirement for some land
_ acquisition. Option 1 uses the potential of divertinq some
of the Cypress Outfall Project into the Dover Ditch and
actually wideninq the Ditch. This plan vould have a 42• pipe
west of Seabrook, but would remain with a widened, enlarqed
open ditch section east of that area.
option 2: This option which totally encloses the Ditch,
includes a 52" twin box culvert with aluminum arch pipes with
a concrete base. This would allov for a small swale in the
abuttinq back yards providinq for drainaqe. �There the Ditch
intersects with the River, there would be a box culvert out
as far as it could qo, with a bead wall away from the
Riverside Orive crossinq.

desiqn for the ditch, but still an open ditch. Trfm�inq,
potential erosion, and annual maintenance costs would
continue.
A survey was sent out to seventeen property owners whose
properties abut the Dover Ditch, to discover whether any of
the property owners would b� interested in buyinq back
portions that abut their properties. Twelve responses vere
received: efqht aqainst; lour in lavor. The Villaqe l�ttorney
is presently doinq a review to determine vho owns which
portions o! the Dover Dftch. Seventy percent ot the

It was the recommendation of Gee & Jenson that option 2 vould
be the best solution, vith an estimated cost of $414,000. The
reasons for this aere:
o Siqnificantly less cost and annual maintenance.
o The Dover Ditch would be totally enclosed.
The Committee concurred that the lowest cost version of Option
� 2 was the route to take, but it would be lirst ot all
necessary to: 1) present a plan to Jupiter �or participation
in costs; and 2) obtain a leqal opinion reqardinq property
ownership. -

Mr. Kascavelis reported on the Preliminary Analysis prepared
by the Financial Advisor of the First Municipal Loan Council,
Capital Financinq 1�ssistance Proqram, administered by the
Florida League ot Cities. The analysis recommends t'inancial
bond alternatives tor tundiz�q improvements tor Tequesta Park,
repairs to Dover D3tch, and retundinq the outstandinq 1979
Series Improvement Revenue Bonds, usinq a 15-year and 25-year
amortization schedule. �
The Refundi.nq produces a savinqs of $28, 247 (or 4. 6� of the
refundinq bonds' principal amount). Refwidinq and new
issuance results in the need for a$1,390,000 bond issue.
Staff recommended the 25-year schedule, since project life
will extend beyond that period. Debt Service Reqnirement to
the Sinking Fund would be approximately 535, 000 more per year,
extendinq to 2017, vhich would not adversely impact the
Villaqe. Ths 15-year plan conld impact th4 Villaqa. R�-

It was Staff's recommendation that the Cotnmittee consider
recommending to Council adding Country Club pavinq, and any
other projects, to the Bor►d monies in order to keep issuance
costs do�+n, and allow the Village to benefit from current lov
interest rates. The Committee suggested that Mr. Kascavelis
prepare a spreadsheet which includes Country Club Orive
pavinq, Dover Ditch and Tequesta Park, and any other staff
recommended projects, to determine what the impact aould be
on the Villaqe's Capital Improvement, Sinkinq Funds, millaqe
rates, as well as the impact on present bondholders, if any.

DovER DZTCH: Chairman Collinqs, understandinq tbat Dover
Ditch is a real problem and in dire need of repair, asked
� Jainq Sonq to justify the cost of S826,000. Mr. Sonq
explained this cost includes the coverinq of a 650 foot reach
of the Ditch completely with a concrete box culvert between
Seabrook and Riverside Drive. This project would qive a
little water quality treatment to the Dover Ditch area.
Another option could be to cover the banks of the Ditch rrith
a qeo fabric to repair the slope, which would be a more
inexpensive repair, but would require continual maintenance.
Concrete walls on each bank was not qiven consideration. This
would be a more expensive option since forms would have to be
poured.
There could be a stronq liability factor in the Dover Ditch
area, since residences alonq its banks are losinq larqe
portions of their property to erosion. There exists there a
larqe manqrove infestation which continues to spread,
divertinq the water flow. The Villaqe, 12-15 years aqo,
purchased 15 feet on the north side ot Dover Ditch. Today
that fifteen feet is qone and in the ditch, aalcinq it possible
now to tit only a riding lawn mower in there tor maintenance.
�iomeowners will not allow Villaqe maintenanc� vet�icles on

. Whichever route is chosen, the manqrove infestation must be
removed, or will continue to be a problem. The present 20 -
foot manqrove trees are only 5-6 years old. In the next 4-
5 years, these manqroves will completely choke the Oitch if
not removed. Discussions for their removal have taken place
vith the South Florida Water Manaqement Oistrict, vho were to
respond in letter form. That ietter has not yet been
received. Gee & Jenson is of the opinion that since the
manqroves are a nuisance to public interests, permits will be
able to be acquired foz their removal. Hovever, a specific
construction packaqe must be presented to DER in order to get
a clear rulinq on whether it is permittable, and if so, what
type of mitiqation is necessary. Permittinq could take 6-9
months.
The Committee recommended that Gee & Jenson take the vorse
scenario for pover Ditch (boxed culvert scenario or seawall
� scenario) and start the permittinq process, as well as
submitting an estimate on an alternative resolution of the
Dover Ditch problem. If the manqroves cannot be moved, a
. third option should be investiqated. �'he Committee
� recommended to the Villaqe Staff and Villaqe Council that a
plan be desiqned to remedy the Dover Ditch problem, and that
the permittinq process start immediately. '
Gary Preston explained that Tequesta may be required to put
a�seawall in at the River west of Riverside Drive to keep salt
water from cominq back in.

state-of-the-arL. Lights at Pennock Field could be moved to
be used at the basketball ccurts, but the system is an old
one (20-25 years oId), and would be more costly to use.
Constitution Park Village Manager Bradford expZained there
is a conflict of aqreement between JTJC and Tequesta Gardens
Condominiums: 1; the need to put in the Lease Agreement a
statement that the Master Plan for the park will not be
altered for ten years and to make this a condition of Site
Plan Review; and 2) the vestern end of the Park has a thicket,
but Tequesta Gardens' residents aant that area to also have
a fifty foot buffer and a fence. '
Chairman Collinqs felt that thouqh monies are allotted for
Constitution Park, no work should be done until agreement is
met between JTJC, Tequesta Gardens Condominiums, and the
Villaqe, that the fiqure for expansion of facilities for
Constitution Park be chanqed to $165,000 to include monies for
topoqraphical surveys, enqineerinq, etc., and the lease
aqreement should be finalized prior to Bond closinq or Bond
money may be recommended for deletion. Chairman Cellinqs
asked the Villaqe Manaqer to communicate this to the JTJC and
Tequesta Gardens.

Cities (FLC) has a financial consortium to assist smaller
municipalities such as Tequesta in the process of Bonds and
capital financing. FLC has a list of banks and underwriters
(of which Houqh is cne) which are�included in the consortium.
Tequesta will receive from FLC the lowest and most competitive
proposal negotiated by everyone in the consortium. Proposals
� vill be analyzed on May 27 and FLC will qive Tequesta the
rankinq.
