Bradford, Village Manager ` DATE: June 9, 1993 SUBJECT: Proposed Ordinance A�aendinq Chapter 16, Fee 3chedul�, of the Village Code of Ordinances; Increasinq Certain Review Fees Attached hereto, please find a copy of a proposed Ordinance requested of the Building Official to increase certain development oriented review fees. It has been approximately six (6) years since these fees were reviewed for adjustment. In the course of reviewing the proposed budget for FY 1994, it becomes evident that � all non-ad valorem revenues must be reviewed for increases to remove upward pressure on property t�es. I will place this Ordinance on the agenda of an upcoming Finance and Adminstration Committee Meeting for their review. By copy. of this memorandum, Scott Ladd, Building Official, is requested to calculate the additional revenue that these fee increases would have generated for the Village had the same been in � effect for FY 1993. Additionally, Mr. Ladd is requested to calculate the increase in revenue anticipated for his Department in FY 1994 by virtue of the proposed fee increases. Ladd, Building official ,x1� DATE: June 6, 1993 SUBJECT: Draft ordinance amending chapter 16, Fee Schedule, of the Village Code of Ordinances, for the purpose of increasing certain review fees. Tom, a�tached is a copy of a draft ordinance that addresses the above referenced subject. Also attached is a copy of the current chapter 16 fee schedule and a copp of a 1990 fee survey that indicates the various fees charged by 13 Palm Beach County municipalities. As a matter of information, the Village of Tequesta has not had a fee increase for the review processes listed in chapter 16 for at least 7 to 10 years. Meanwhile, the cost of administerinq each of these review processes has been steadily rising. I believe that you previously provided me with an informal estimate of the revenues requested in paragraph 2 of that correspondence. Now that FY 1993 is complete, please forecast the amount of revenue that the Village will receive in FY 1995 if we experience the same amount of activity requiring the applicable application fees addressed in the attached draft Ordinance. Please provide your response to this request in memorandum form, in that it is intended for your response to be reviewed by the Finance and Administration Committee of the Village Council in advance of the forthcoming budget season. (a) The application and filing fee schedule is hereby adopted. Provisions contained herein shall constitute the fees chaxged by the Village of Tequesta for various land development activities. Such fees shall cover all administrative costs and additional costs incurred by the village as part of and during the processing and review of the various activities. This chapter shall generally be � referred to as the "fee schedule". (b) The purpose of this fee schedule is to provide a centralized listing within the Code of Ordinances which establishes a range of fees and charges as determined by the village and adminis- tered by the building official in the processing and review of applications for activities such as, but not limited to, land devel- opment.
