� A JOINT PROPOSAL
FOR A COMPENSATION SURVEY AND ANALYSIS
THE TOWN OF JUPITER

INTRODUCTION
Five incorporated municipalities located in northem Pafm Beach County, Florida are
desirous of soliciting proposals for consulting services designed to produce organization-
wide employee salary/compensation and fringe benefit comparisons with competing
areawide employers. The individual municipalities are also requesting analysis of the
work product. A single consultant will be selected based on the foltowing criteria:
The municipalities shall award, through the Town of Jupiter, a contract for the scope of
services. The award shall be based on the demonstrated abilities to provide the highest
quality of service at the best cost. To accomplish this goal, the municipalities' criteria for
selection will include, but not be limited to:
1. Cost
2. Thoroughness and understanding of the proposal.
3. Qualification of key staff.
4. Demonstrated understanding of the municipalities' goals, problems, and needs.
5. Proposer's experience in similar projects for municipalities. '
6. Ability to initiate and complete project in a timely manner.
The municipalities reserve the right to reject any or all proposals, to waive any formalities
in a proposal, or to accept that proposal or proposals which in the judgment of the proper
officials is in the best interest of each municipality.
A selection committee shall be formed consisting of the two representatives of each
municipality. Each municipality shall appoint their own representative. Based upon an
evaluation of the proposals submitted, the muniapalities' Selection Committee shall, if
possible, select a minimum of three (3) proposers. These proposers may be required,
at their cost, to make formal presentations to the committee addressing their
qualifications, approach, and ability to serve the needs of each municipality.
After evaluations, discussions, and formal presentations are completed, the committee
shall present its recommendation with submitted materials to the respective muniapa!
goveming body. The goveming body may accept or reject the committee's
recommendations. If the recommendation is rejected, the remaining muniapat�ies who
accept the committee's recommendation may proceed without the rejecting community.
The municipalities shall accept that proposal which in their judgment shall be in their best
interests and shall negotiate an agreement with the successful proposer. The agreement
shall cover all aspects of the proje�t, as described herein. Upon successful negotiation
of an agreement, a formal contract shall be prepared, submitted to the goveming body

of each municipality for approval, and executed by all parties.

Proposals must be enclosed in a sealed envelope clear�y marked on the
outside: "Professional Consulting Services - Saiary Survey." �
b. Proposals shall clearly indicate the legal name, Federal taxpayer
identification number, address, and telephone number of the proposer.
Proposals shall be signed above the typed or printed name and tiUe of the
signer. The signer shall have the authority to bind the proposer to the
submitted proposal.
c. All expenses for making proposals to the municipalities are to be bome by
the proposer. �
d. The muniapalities shall be the sole judge of the praposaf and the res�lting
negotiated agreement that is in each municipality's best interest and the
Town Council's decision shall be final.

e. All applicable Federal State, and local laws and regulations shall apply to
any resulting agreement.
f. Any agreement or contract resulting from the acceptance of the proposal
shall be on forms either supplied or approved by the municipalities and shall
contain, as a minimum, applicable provisions of the proposal. The
municipalities reserve the right to reject any agreement which does not
conform to the request for proposal and any municipality's requirements for
agreements and contracts.
COMMUNITY BACKGROUNDS
THE TOWN OF JUPITER
The Town of Jupiter was incorporated in 1925 although most of its 30,000 residents
arrived only in the last ten years. Employing 241 individuals in 84 classifications, the
Town is still growing rapidly and presently covers approximately 20 square miles. The
Town is govemed by the CounciUManager form of govemment. "
The Town's classificatioNcompensation plan is considered to be outdated with the last
areawide review taking place in 1985. It is the Town's intention to perform a salary
survey every five years. . �

THE C1TY OF PALM BEACH GARDENS .
The City of Palm Beach Gardens, incorporated in 1959, serves 35,000 permanent and
seasonal residents with police protection, fire rescue and emergency medical services,
public works and infrastructure improvements, parks, recreation faciiities and programs,
� as well as administrative senrices which include planning, building and zoning services,
occupational licenses, and financial functions. The City employs 247 individuals on a full-
time basis.
Through annexations, Palm Beach Gardens now encompasses 34,499 acres (53.9 square
miles), making it the largest city in land area in Palm Beach County. The City fun�tions
under the Council/Manager form of govemment. The City is currently conducting a job
Task Analysis in an effort to update employee job descriptions, to create a
classification/compensation plan, and to participate in local salary surveys.

THE TOWN OF JUNO BEACH
The Town of Juno Beach was incorporated June 17, 1953. The Town, which covers 1.1
square miles, has approximately 2,201 full-time residents and is estimated to have 5,000
residents during the season. The Town has 27 full-time positions and 2 part-time
positions and is governed by the Council/Manager form of govemment.

� WORK SCOPE .
PHASE I
1. Meet with individual representatives of each participating municipal to ensure a ,
complete understanding of the employment characteristics of each agency, their
goals, and desired final work product.
2. Meet with representatives of each muniapality in a joint session to present the
methodology to be used and secure agreement from all members as to its
appropriateness.
3. Conduct a comprehensive salary survey (including fringe benefits) of the
appropriate labor markets and agencies necessary for the overall development of
a competitive salary structure (inGude private and public employers).
4. Deliver 20 copies of the joint study to each municipality with an explanation of the
methodology used.

PHASE II
In this phase, each municipality has established the analysis required of the basic work
product.
1_ The Town of Jupiter
a. Develop and recommend appropriate pay grades within certain
classifications. The Gassifications requi�ng this work are identified in
Attachment A.
b. Develop and recommend a pay plan for all identified classifications
designed to ensure compensation in the top 1/3 of competitive salary
ranges in the job� markets for each specific position.
c. Develop and recommend a plan to implement the result of both the salary
survey for positions identified in "b" above and for the remaining non-union
positions identified in Attachment A. The plan should contain options both
as to cost and as to time frames. The Town will establish, given the
options, the priority of steps.

d. Upon acceptance of a salary plan to be implemented, meet with all effected
employees and explain the basic survey and the specific plan to be
implemented.
e. Prepare and recommend a plan to help ensure the appropriations of the
compensation plan over the five-year period expected to lapse between
future surveys.

PRQPOSAL SUBMITTAL
The proposer must specify the total number of ineetings with the municipalities which the
proposal includes (include those specifically required above}.
ln order for the municipalities to evaluate the proposals, each proposer shall provide
information relative to their ability to provide services that will best meet the needs of
each municipality. At a minimum, this information shall include:
1. Experience of the proposer in doing similar projects for municipalities and/or other
local govemment entities.
2. Names and qualifications of those persons who will be assigned to work with or
consult with the municipalities on this project.
3. Availabitity and degree of accessibility to each muniapality relative to this project,
amount of staff time anticipated by the proposer as necessary to accomplish the
work produc�.
4. Client references with particular emphasis on municipalities.
5. Proposed fee schedule and timetable for project completion. (See bid sheet
attached.} .

The proposer shall submit a detailed proje�t plan indicating major tasks, consultants to
be mvolved in each task and starting and completion time estimates of each task. This
shall include when the study can begin and when the entire study will be completed.
COST OF THE STUDY
The proposer shall provide an estimate of the total cost of each phase of the study which
includes all fees and expenses. The final fee for professional services and the scope of
service will be negotiated with the firm selected, based upon its proposal and
municipalities' requirements. The firm selected shall be required to enter into a formal
contract with the Town of Jupiter on behalf of all participating muniapalities.
