CALL TO ORDER AND RO, LL CALL
The Village of Tequesta Planning & Zoning Advisory Board sitting as the Local Planning Agency held a regularly
scheduled meeting at the Tequesta. Village Ha11, 345 Tequesta. Drive, Tequesta, Florida, on Thursda.y, January 16, 2014.
The meeting was called to arder at 5:35 p.m. A roll call was taken by Joann$ Burnsed, who noted the following were
presenr Vice Chair Michael Schmidt, Board Member Janet Strand, and Alternate Sebastian Loaa7a.. Alternate Ashley
Warren arrived at 5:40 p.m. Also prese�t were Planning and Zoning Director Nilsa Zaca.rias, a.nd Village Attorney Keith
Davis.
APPROVAL OF AGENDA
MOTION
Board Member Strand moved to appr�ove the agenda cas submitted. Bocard Member Loazaa seconded the motion, which
ca�ied by unanir�aous 3-0 vote.
1. APPRUVAL OF PREVIOUS MEETIlVG MINiTTES: November 21, 2013
MOTION
Board Member Strand moved to approve the minutes of the Nover�zber 21, 2013 meeting as subrvcitted Board Mefnber
Loaiza seconded the rraotion, whicla cc�ied by �aimous 3-0 vote.
2. ORDINANCE N0.1-14: An Ordinance of the Village Council of the V'�age of Teqnesta, Florida, npdating
its Comprehensive Plan Capital Improvements Element Five Year Capital Improvements Schednle as prnvided in
Section 163.3177(3xb), Florida Statate.s; providing that the text, as npdated or revised, shall l� snbstituted for and
repl�ce in fall the .e�sting tezt in the adopted capital improvements element; providing for transmittal of a
conrtesy copy of the adopt� a.mendment to the State Land Planning Agency; providing a con8icts clanse and a
severability clanse, providing an e�extive date; and for other purposES.
Pla.nning and Zoning Director Nilsa Zacarias descrit�d the praposed changes, and answered questions from the Board.

Board Member ,Strand moved to recammered approval to Yillage Council of O�dincr�zce No. 1-14 as submittec� Bocard
Member Loaiza seconded tlze naotion, whach cayried by unanimous 3-0 vote.
Board Member Wa,rren arrived at this point in the meeting at 5:40 p.m.
3. ORDINANCE NO. Z-14: An Ordinance of the Village Conncil of the V'illage of T�nesta, Florida, adopting
�n amendment to its Comprehensive Development Plan in accorclance with the mandates set forth in Section
1633184, et seq., Florida Sta.tates, pursuant to a V'illage initlated application which provides for amendments to
the tezt of the Fntare Land Use and Honsing Elements; providing for ma�mnm density of 18 nnits per �cre for all
adnit congregate living facilfties, and eight nnits per acre for rehabilitation facilities; further prnviding for
transmittal to the State Land Planning Agency and other reviewing agencie.s as reqnired by Section 163,3184, et
seq., Florida. Statutes, providing a conflict� clause and a severability clanse, providing an effective date; and for
other pnrposes.
The Village Attorney described proposed changes in Ordinance 2-14, and answered questions from the Board.

Board Nfember Strand fnoved to Yecommend app�oval to Vllage Council of Ordinca�ace No. 2-14. Board Merreber Loaiza
seconded the motion, which ca�ied by unanirvtous 4-0 vote.

4. ORDINANCE NO. 3-14: An o�rdinance of the Village Council of the Village of Tequesta, Florida,
amending its Code of Ordinances at Chapter 78, Zoning, Article XII, Flood Damage Prevention, Sections 78-835,
78-837 and 78-853 to provide lot grading and drainage plan submittal requirements, and to specify that subdivision
proposals, other new development proposals and all other development proposals must be designed to prevent
adverse flood impacts from storm water runoff onto adjacent properties, and to require the use of gutters and
downspouts in certain circumstances; alsm amending Sections 78-801 and 78-8356 to provide for appropriate cross-
references; providing that each and every other section and sub-section of Chapter 78, Zoning, shall remain in full
force and effect as previously adopted; p�oviding a conflicts clause, a severability clause, and authority to codify;
providing an effective date; and for other purposes.
The Village Attorney described proposed changes in Ordinance 3-14.
MOTION
Board Member Loaiza moved to recommend approval to Village Council of Ordinance No. 3-14. Board Member Strand
seconded the motion, which carried by unanimous 4-0 vote.
5. ORDINANCE NO. 4-14: An Ordinance of the Village Council of the Village of Tequesta, Florida,
amending the Village Code of Ordinances at Chapter 14, Buildings and Building Regulations at Article I in
General by creating an entirely new Section 14-4 entitled "Protection of Trees and Other Vegetation to be
Preserved On Site" to provide for the protection of trees and other vegetation during construction; and an entirely
new Section 14-5 entitled "Boarding or Concealing Storefronts During Construction" to provide regulations
regarding the boarding or concealing of storefronts without a building permit; and at Article II Buildings by
inserting regulations for Floodplain
Administration, as required by FEMA; providing that each and every other Section and Subsection of Chapter 14,
Buildings and Building Regulations shall remain in full force and effect as previously adopted; providing a
conflicts clause, a severability clause and authority to codify; providing an effecfive date; and for other purposes.
The Village Attorney described proposed changes in Ordinance 4-14.
MOTION
Board Member Loaiza moved to recommera�� approval to Village Courrcil of Ordinance No. 4-14. Board Member Strand
seconded the motion, which carried by unanamous 4-0 vote.

BOARD COMMENT - None
ADJOURNMENT
There being no further business to come before the Board, upon motion by Board Member Strand, seconded by Board
Member Warren and carried by unanimous 4-0 vote, the meeting was adjourned at S.•46 p.m.
