` � Marine Corps, Air Force or Coast Guard, we'd
like to help you transition from the military to a career in civilian law enforcement. If
you're interested in becoming a full-time police officer... and qualify for this special
veterans opportunity, we will give you priority consideration in the hiring process, and
provide excellent training at a local police academy. We will also pay for your entire
tuition, along with a training stipend of �500 per week plus any incidentals such as
books, uniforms, ammunition, etc.
Upon graduation from the Academy, you will immediately begin your field-training
program at a regular salary and benefits. You will be expected to enter into a
contractual agreement of four years of service.
As an option, we also offer a position of Reserve Police Officer, whereby we will
sponsor an opportunity to attend a local full-time or part-time police academy after
completing the entire application and background process, with an approximate cost to
us of �5000. We will also pay for all incidentals such as books, uniforms, ammunition,
etc. Upon graduation from the Academy, you will immediately begin the field-training
program on a voluntary basis requiring 640 hours of service.
You will be expected to complete a contractual commitment of 1248 hours of service
(after completing the field-training program). To encourage officers to complete their
volunteer commitment in a timely fashion, we will offer them priority consideration for
any openings that occur after the completion of their hours.
While the genesis of this unique program was designed by the Village of Tequesta,
Florida, the Village Manager's intent is to extend and recruit many more police
agencies to join in and use the "Military-To-Main-Street" program in their own venues
in an effort to provide returning armed forces veterans with a special opportunity of
immediate employment combined with a secure pathway towards a career in civilian
law enforcement throughout the entire United States. It is meant to be an overt
commitment of support borne out of genuine appreciation of their honorable service to
our citizens everywhere. Hopefully it will help provide an honest welcome home to our
veterans... and a well-earned soft-landing.

RESOLLTTION NO. 11-14
A RESOLUTION OF THE VII,LAGE COUNCII., OF THE VII.LAGE OF
TEQUESTA, FLORIDA, RECOGIVIZING THE VALIANT AND
HONORABLE SERVICE OF UNITED STATES MII.ITARY
PERSONNEL; ACKNOWLEDGING THAT PROVIDING EMPLOYMENT
TRAINING AND ASSISTANCE FOR SUCH HONORABLY
DISCHARGED PERSONNEL SERVES AN IMPORTANT PUBLIC
PURPOSE, NOW MORE SO THAN EVER DUE TO RECENTLY
ANNOUNCED ACTIVE MII.ITARY PERSONNEL CUTBACKS;
FURTHER ACKNOWLEDGING THE LOCAL, STATE-WIDE AND
NATIONAL NEED FOR OUTSTANDING SWORN LAW
ENFORCEMENT OFFICERS; AND BASED ON THE FOREGOING,
AUTIiORIZING CREATION OF THE VII.LAGE OF TEQUESTA
"MII.ITARY TO MAIN STREET" PROGRAM FOR THE
RECRUITMENT, TRAINING AND EMPLOYMENT OF HONORABLY
DISCHARGED NIILITARY PERSONNEL INTO LAW ENFORCEMENT
CAREERS; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER
PURPOSES
WHEREAS, Members and former members of the United States Armed Services from
the State of Florida and from across the nation, who ha.ve served so valiantly and honorably to
protect and preserve the freedoms we a11 enjoy in the United Sta.tes of America, deserve special
recognition, thanks, and acknowledgement; and
WHEREAS, it is an important public purpose, in addition to providing the aforesaid
recognition, thanks and acknowledgement, to assist honora.bly discharged military personnel i.n
their re-entry into civilian life; and
WI�REAS, historically, and across all demographic lines, unemployment ra.tes among
honorably discharged military personnel consistently exceed unemploymeat ra.tes among their
civilian counterparts; and
WHEREAS, the importance of providing assistance to honorably discharged military
personnel in their re-entry into civilian life will rea.ch new levels with the February 24, 2014
announcement by the Department of Defense to reduce the personnel size of the United States
Military to a size which has not existed since 1940, prior to its World War II build-up, which will
in a11 likelihood increase the disparity between unemployed honorably discharged military
personnel and their unemployed civilian counterparts; and
VVHEREAS, over the past several years, law enforcement agencies in Florida and across
the nation have suffered. significant cuts to their staffing needs, requiring such agencies to do
their best to provide required levels of law enforcement service with reduced sworn personnel,
resulting in increased overtime pay, or worse, gaps in service coverage; and
WHEREAS, the Village Council of the Village of Tequesta, desires to simultaneously
address all of these issues by authorizi.ng the creation of the Village of Tequesta "Military to
Main Street" Program, whose putpose will be to assist honorably discharged military personnel
with their return to civilian life by recruiting qualified men and women interested in a career in
local law enforcement, paying for their police academy training as well as certain living and
other incidental expenses during such trai.ning, and providing them with employment as a sworn
law enforcement officer; and
WHEREAS, funding for the "Military to Main Street" Program would initially be
derived through law enforcement funds and when available certain forFeiture funds received
through law enforcement activities in which the Village's police deparkment participates; and
WHEREAS, the "Military to Main Street" Program would require a minimum four year
employment commitment from each participa.nt in order for the Village of Tequesta to fully
realize the value of its investment; and
WHEREAS, the Village Council contemplates that the success of the "Military to Main
Street" Program will a11ow the program to be expanded for use in neighboring jurisdictions, aud
ultimately throughout the sta.te and the na.tion.
NOW, THEREFORE BE IT RESOLVED by the Village Council of the Villa.ge of
Tequesta, Florida that:
Section 1: The above recitals are hereby adopted. and incorporated into this
Resolution.
Section 2: The Village Council of the Village of Tequesta hereby recognizes the
dedication a.nd service of all United States Military personnel, both past and current, for their
unwavering dedication to the protection and defense of the freedom enjoyed by all United Sta.tes
citizens.
Section 3: The Village Council, i.n an effort to assist these brave men and women
with their re-entry into civilian life after receivi.ng an honorable discharge, hereby authorizes the
creation of the Village of Tequesta. "Military to Main Street" Program. This progra.m will recruit
qualified men a.nd women interested in a cazeer in local law enforcement, will pay for their
police academy training as well as certain living and other incidental expenses during such
training, and will provide them with employment as swom law enforcement officers. The
program will seek a four-yeaz employment commitment from each participant in order for the
Village of Tequesta to fully realize the value of its investment. It is the hope and desire of the
Village Coun.cil that this program will grow beyond the Village of Tequesta and will be utilized
by neighboring jurisdictions, jurisdictions sta.te-wide and ultimately across the entire nation.
Section 4: The Village Manager is hereby directed to all thi.ngs necessazy and
appropriate to effectuate the intent of the Village Council in this regazd.
Section 5: The Council directs the Village Clerk to forward a copy of the Resolution
to the Florida Police Chiefls Association, International Association of Chiefs of Police, and the
Department of Veteran Affairs.
Section 6: This Resolution shall be effective immediately upon adoption.
