The meeting was called to order at 7:00 p.m. by Mayor Geraldine Genco. Roll call was taken by Mary Wolcott, Village Clerk. Councilmembers present: Councilmember Russell J. von Frank, Councilmember Sharon D. Walker, Mayor Geraldine Genco, Vice Mayor Joseph N. Capretta, and Councilmember Basil E. Dalack. Also in attendance: Village Manager Michael R. Couzzo, Village Clerk Mary Wolcott, Department Heads, and Song + Associates. II. APPROVAL OF AGENDA MOTION: Councilmember Dalack moved to approve the agenda, seconded by Councilmember von Frrxnk. Motion carried 5-0. III. PRESENTATION BY SONG + A5SOCIATES REGARDING THE TWO SITES UNDER CONSIDERATION FOR THE NEW VII.LAGE CENTER Youn� Song thanked everyone far coming and introduced the foilowing individuals working with her: Gregory Hong, Song + Associates Kermit White, Song + Associates Frank Spencer, Song + Associates Peter Gilstad, Song + Associates George Gentile, Gentile and Associates Scott Slora, LBF & H She stated they were going to listen to the public speak about three topics: why we live herE, what does Tequesta mean, and vvhat makes you love this place. Gre�orv�Hong read an article about Teques�ta's history found on our web site (s�� attachment A). Recycled Paper 1 Young Song asked, why do you live here? A resident of more than 30 years stated when she came here it was a private reserve and a pretty town with the ocean intercoastal and river. It was convenient to her husband's job. Hal H z�chinson commemed in 1969 he and his wife moved here because it was a bedroom community, quiet and tranquil, with reasonable traffic a.�d schools. He does not like the downtown atrnosphere. A member of the audience stated he has a business here because this is a booming, growing area.. MarvAnne�( �gley remarked she has been here since the 1960'� and has seen it grow, her grandchildren are here, and would like it to continue to grow because we need a place to take the children. A 15 year resident commented you lose tranquility going downtown, and you can't move in traffic on US 1. Ron Priorer moved to Tequ�sta because he wasn't ha.ppy with development in Jupiter, and doesn't think Tequesta has the opportanity ta grow too much. Larrv Leche has been here since I965 and feels the past Council was not in touch with the people, left this for the new Council to deal with, and they must be committed to see it tl�rough. 7ohn Zuccarelli believes this is a grea.t town and great area. that ha.s changed a lot in the past five or su� years, but there is no place to go and nothing to da—it needs a focal point. A, gentleman who retired 32 years ago from Philadelphia toured Florida for 30 days to find a place to 1ive, and pulled inta Tequesta Country Club on the 30�` day, moved here because it was vibrant, alive, and a non-shuffleboazd community. Young Son� requested t6e audience tell what they think the Village Hall is and what thep will do t6ere. Harold Ta�lor believes the Village Ha11 should be the focal point of the town, the thing people concentrate on. Ed. Resnik commented we l�a.ve a unique opportunity to serve the needs of the Village for 20 to 30 years, and our design has to provide adequate facilities ta rneet staff needs far the future_ There ought to be a conference center and an oi�ce for each Councilmember. Marcia Mavo remarked we must realize the future will be filled with outsourcing and the internet, and we may not require the physical plant one may think. 2 Council Workshop June 19, 2001 Pe�� hoeven stated that Jupiter's new facility does not have offices for the Councilmembers. Jim Humva�e would like to see it represent the people, and to think 20 to 30 yeazs ahead. Hal Hutchinson felt we do not need a Village Ha11 in a Mizner atmosphere, but rather keep it functional. Limiting the size limits the gavernment. Richard Berube cited Juno Bea.ch City Hall as a City Ha11 with functions for people, used for many things besides government art shows, dinners, etc. Bill Burkhart stated Village Ha11 needs to be the most important building in town, built in a way to be eapanded over and over again. John Zuccarelli commerned the building is something we should be proud of, and built to suit audienee size. Ferrin remark�d we need a place where activities can take place such as pazties and dances, a place for young people to go--make it multifunetional. Young Son,,,g asked those to speak who liked 35'7 Tequesta Drive, without knowing any data, and what you think now. Howard Morton is in favor of having a choice, he wants a majority vote. Another member of the public felt town hall should sta.nd by itself in a ceirtrallocation and be appreciated, and the downtown area would crea.te a parking problem. A participant stated the downto�vn parking is insufiicient and tra�c is a problem with so many businesses surrounding it. � Richard Berube believes it should be where a majoril,y of the people vote it should be, and frorn a practical standpoint the Village Ha.11 should be out of`the commercial area. An audience member commemed parking will be a major problem at the commercial center, and at 357 there will be enough room for a Village Hall and a Public Safety Facility. Peggy Verhoeven remarked this was wha.t the change of government was about. The majority ofthe people should decide. Linda Cerese would like Village Ha11 at 357, west of the railroad tracks, beeause she wants the fire department on the side of the tracks where most of the residences are located. 3 Council Workshop June 19, 2001 Another entlgman stated he would vote to have it downtown because we need an image, an easily identified location and a focal point. 1'he traffic and parking would be the same problem at 35� because of the size. There is more room downtown, and we have to prepare to e�and for the future. Paul Cha.mberlain wants a place to walk to, with the ability to walk to dry cleaners and small businesses around it_ Nea1 Vandervvaal feels city hall witl get lost downtown, and would better stand out at its preserrt location. Jim Hum�a�e will support whatever the community supports. He lives in Tequesta because it is a "village." Pat Watkins wants to encourage the Council to use Village Hall as a commuxuty and cultural facility. Harold Ta,ylor stated everything should be in the sa.me place. He feeXs from the aesthetic standpoix�t the plaza site is better. Village �Iall should be at the entrance to the Village. Bi�l QuigleX feels the Village Hall should be visible, and no matter which site you chose you will have traffic problems. Mrs. Quislev commemed she has lived here for 38 yeazs, and no one wa.nts a heavy fire huck coming out of their back yard. Cath,�r Lowe has two young kids, and was loaking for a fannily oriented town when she moved here. She feels the Plaza site is larger, better, �nd the downtown area seems the best for multi-use_ Jahn �uccarelli noted that those living adjacent to 357 would have to deal with the conshuc�ion. Mayor G�nco stated the Public Safety Building is going to be built ne� to the 357 site. An audience member commented the downtown area would be a perfect place for a bell tower. Ron Priarer remarked he was in favor of the Village Hall going downtown. Paul Chamberlain suggested if the Public Sa£ety Facility were to be built where the old town ha.11 was, then there will not be enough room for the new town hall, and it could obstruct �ublic Safety. 4 Council Workshop June 19, 2001 Jim Searcv stated people want to interact, and we should take advamage of that opportunitY- Tom Bradford mentioned the Plaza site provides for the Village to be properly planned in the Vilta$e District. �n the 357 site it crowds the Public Safety Buildings. Mayor Genco remarked there is sufficient space at both of the sites, or w� would not be going through with these workshops. Hal Hutclunson commented on Mr. Bradford's comments, stating his administration left a lot to be desired and that 357 was very viable long before he made the dea.ls he did. A member of the public noted t�'affic, cost and tranquil loca.tion lea.ve much to be desired. There is a parking problem do�vntown, yet at Gallery Square North it is a tranquil location. Wade Greist sta.ted the location should be the desire of the people. There was no Cauncil comment. X OWIg Song t6anked the audience for coming. V.
