Calvin Digardino Architects • Thursday, April 12, 2001 met with representatives from Song and Associates to review RFP for Village Center and discuss specific analysis and goals. • Met with Mike Melson, Architect on April 12, 2001 regarding RFP for Village Center. • April 12, 2001 met with representative Andy Feeney from Bell South regarding contractor ordinance. • Meeting on April 12, 2001 with representatives from Barelli and Associates to review RFP for Village Center. • Attended regularly scheduled Village Council Meeting on April 12, 2001. 2 • April 13, 2001 reviewed Village Council actions with administrative staff. • Reviewed RFP on April 13, 2001 for Village Hall with Slatery & Associates Architects. • April 13, 2001 reviewed request from resident Dottie Reed regarding Tequesta Terrace. • Reviewed on April 13, 2001, development of plans for new Public Safety Facility being designed by Gee & Jensen. • April 16, 2001 inspected work on 357 Tequesta Drive site. • April 16, 2001 inspected progress and relocation to temporary facilities. • Reviewed status of developments and future plans for development with Community Development Director on April 16, 2001. • Prepared remarks for luncheon speaking engagement on April 16, 2001. • Held Staff Meeting On April 17, 2001 in which the following issues were discussed: - Introduced Jeffery C. Newell as our Director of Community Development, Betty Laur as Acting Village Clerk and Tom Jensen as Acting Director of Utilities - Begin budget preparation - keep simple, clear, precise; audit completion date is second week in May, 2001 - All department heads to start a monthly calendar and vacation schedule - Village Clerks position has been advertised in the newspaper - Fireman Mark Spurgeon had extensive fire at his home - will set up account for donations - Meeting scheduled Tuesday, April 24, for department heads to update Hurricane Preparedness and Website development - Police department welcomes Canine Hasso, a trained German Shepard to their force 3 - Ric Man Construction is owed $256,000 for work completed, completion date for project is May 28, 2001 - May offer plants to homes whose yards were affected by sewer work - Finance department will overhaul fixed assets and purchase orders and will track infrastructures - Approval of Pension Board to begin forming a 401A Retirement plan - Department Heads to turn in a list of all credit cards - Department Heads to fill out Personnel Actions Forms for all merit increases - Will implement new form for employees to keep track of hours worked • Meeting April 17, 2001 with Gary Van Brock to review Centex Homes Project and proposed 3;� acres of future development. • Meeting April 17, 2001 with Chief Allison/Assistant Chief Garlo regarding personnel matters. � Meeting with representatives on April 17, 2001 of Tamara Peacock Co. regarding RFP for Village Center. • April 17, 2001 meeting with Gerard Oakley Architects regarding RFP for Village Center. • Meeting on April 17, 2001 with Community Development personnel to review current projects. • Meeting April 17, 2001 with Chief Weinand at new temporary facilities (occupied 4-17-01). � April 17, 2001 reviewed 357 Tequesta Drive demolition project with Jeff Newell. • Review on April 17, 2001 of South Cypress Drainage presentation with Tracy Robb, Northern Improvement District. Reviewed potential candidates for Utility Director. • April 19, 2001 met with Councilmember Dalack regarding general review of operations, pending issues, finances and personnel. � Meeting with Mayor Genco, April 19, 2001 for general review of Village issues and projects. • Friday, April 20, 2001 reviewed submittal for RFP Village Center (deadline 1:00 pm), 15 firms submitted proposals. • Attended quarterly Coastal Managers Meeting in Palm Beach Gardens April 20, 2001. • Conference on April 20, 2001 with Gail Nelson, Juno Beach Town Manager regarding search for Village Clerk. • Reviewed progress for Phase II utility construction on April 20, 2001, visited site, reviewed progress. • Monday, April 23, 2001 reviewed and prepared Special Council agenda with Human Resource Specialist and Acting Village Clerk. � April 23, 2001 toured temporary facilities for Fire and Police and discussed problems with computers with Fire Chief. 5 • Reviewed April 23, 2001 personnel issues with Finance Director and future preparation of financial documents. • April 23, 2001 conference with Village Attorney Randolph regarding JMZ Properties, Special Council Meeting agenda and Competitive Negotiations Act. � April 23, 2001 conference with JMZ Properties regarding various issues. • Conference on April 23, 2001 with Bob Bartalotta to schedule future meetings. • Conference April 23, 2001 with David Brown, who forwarded recommendations customers of South Martin County to our Water Department. • April 23, 2001 conference with Police Chief/Assistant Chief regarding personnel issues. • On April 23, 2001 coordinated demolition and salvage of 357 Tequesta Drive with Jeff Newell. • Reviewed Village Clerk candidates on April 23, 2001 with Human Resource Specialist. • Reviewed pending finance issues with Finance Director on April 23, 2001. � Conference April 23, 2001 with Councilmember Dalack regarding Tequesta Country Club. • Held Staff Meeting April 24, 2001 in which the following items were discussed: - Agenda items for Village Council Meeting - Special Village Council Meeting to be held April 28, 2001 at 9:30 a.m. (Zuccarelli land swap, Stormwater Report, Smoke Signals) - Received 15 RFP packages - Review Committee will consist of Garlo, Newell, Preston, Couzzo. The Negotiating Committee will be Forysthe, Jensen, Couzzo - Donation of $7,000 to Lighthouse Gallery 6 - Police Department to move Monday, April 30, 2001, Dispatch move Tuesday, May 1, 2001. - Meeting Thursday, May 3, 2001 for Pre-Demolition of Tequesta Hall - Discussed when/how completely out of Tequesta Hall - Michael Couzzo to be at Florida City Managers Conference May 8-13, 2001. - Finance attended Government Account Standards Board Meeting 34/35 to see what is involved for us to be government approved with our accounting standards - If purchase orders are final then stamp them - Finance will send out a list of all purchase orders for all Department Heads to review - Need to know when demolition of Village Hall complete in order to cancel insurance - Recreation Center YMCA agreernent will be a resolution item - Beach Road construction will begin Monday, April 30, will take approximately 20 days - Roberta Madera began today as a Firefighter/Paramedic - Community Development moving today to 250 Tequesta Drive, Suite 305 - Approximate cost to move trees from Village Hall - $5,000 • Tuesday, April 24, 2001 conference with Village Attorney Peter Holton regarding JMZ Property and parking agreements. • April 24, 2001 began working with Acting Village Clerk to coordinate agenda for Village Council Meeting (5-10-01) and develop draft. • Review Main Street agreements with Community Development Director on April 24, 2001. • Reviewed latest credentials for individuals applying for Utility Director position on Aprii 24, 2001. � April 24, 2001 reviewed YMCA agreements with Gary Preston. • Coordinated temporary demolition fencing with Jeff Newell on April 24, 2001. 7 • April 25, 2001 coordinated removal of marble from old Village Hall. � Conference April 25, 2001 with Mayor regarding upcoming agenda and village issues. • Reviewed U.S. One Overlay District draft April 25, 2001 with consulting planner Jack Horniman. • Review status of Phase II utility project and issues with Tom Jensen from Reese, Macon Engineers on April 25, 2001. • Reviewed on April 25, 2001, current status of Main Street project and pending issues with Community Development Director. • April 25, 2001 reviewed plans to coordinate Police Departments move to temporary facilities with Police Chief . • Reviewed on April 25, 2001 possible relocation of Finance Department to new space becoming.available by July. • April 25, 2001 reviewed Police Department grant applications with Assistant Chief Garlo. • Friday, April 26, 2001 met with Tom Jensen to discuss stormwater issues. • Reviewed plans for budget in brief publication with Finance Director on April 26, 2001. • April 26, 2001 pre-demolition meeting with staff for Village Hall. • April 26, 2001 interviewed candidates for Village Clerk. • Met with Finance Director April 26, 2001 regarding personnel issues. • Meeting with Tom Jensen April 26, 2001 regarding stormwater agenda item. • April 26, 2001 met with Tom Jensen and Gary Preston for stormwater report due for agenda. 8 • Reviewed draft agenda with staff on April 26, 2001. • Met April 26, 2001 with Russell White regarding water/sewer agreement and other related issues. • April 26, 2001 met with Police Chief on personnel issues. � Friday, April 27, 2001 met with Joe Baker (County Club resident regarding Phase I issues). • April 27, 2001 coordinated and reviewed move of Police Department with Chief and Assistant Chief. • Visited Phase II construction site on April 27, 2001. • Visited Village Hall with Jeff Newell April 27, 2001 for final marble removal and fencing installation. • April 27, 2001 met with Finance Director and staff regarding personnel issues. • Reviewed development of web site with Chief Weinand on April 27, 2001. • Saturday, April 28, 2001 attended Special Village Council Meeting. • Had conference with Rick Dent April 28, 2001 to schedule appointment to review progress and status Phase II. • Meeting with Finance Director April 30, 2001 regarding temporary facilities at Village Hall. • April 30, 2001 met with Vice Mayor Capretta to review Special Village Council Meeting and other Village issues. • Review proposed items for draft agenda with Acting Village Clerk on April 30, 2001. • April 30, 2001 visited temporary Police/Fire facilities with personnel. • Conference on April 30, 2001 with Mayor Genco and Village Attorney regarding Village issues. 9 • April 30, 2001, review meeting with county planning staff attended by Jeff Newell regarding U.S. One Overlay District. • April 30, 2001 interviewed candidate for position of Utility Director. • Met with ENCON representatives and Reese Macon Engineers April 30, 2001 to review issues and progress of Phase II construction. • Held Staff Meeting, May l, 2001 in which the following items were discussed: - Received 15 proposals for the Tequesta Village Center - Friday, May 4, 2001 at 11:00 am will be a Selection Committee Meeting for the Tequesta Village Center, Friday, May 11, 2001 the Committee will narrow the list down to the top five and list the top three, Sunshine Law Governs this issue - Will post this meeting at Tequesta Recreation Center - Council calendar, Department Heads to submit to Robbie - For Smoke Signals Newsletter - submit articles to Robbie May 3, will publish every two months, submit ideas for new name of publica�ion - Staff ineeting every Monday at 9:00 am - Utilities being shut off today at Village Hall, prepared for demolishing, gates will be locked at night - Discussed agenda items, also implementing an annual calendar - Gary Preston will erect a sign "Village Workshop" at Recreation Center, also signs at old Village Hall - New police address is 566 U.S. One, police activity continues as usual - Continuation of pest/rodent control at living quarters of Fire Department, also temporary facility - Rent P.A. system for Recreation Center - test out Monday, for Council meetings - Gary Preston to research an alternate place for council meetings - Staff needs to sign off on Jones/Foster invoice 10 I -
