SUBJECT: Appointment of Village Clerk
The administration has placed on the May 10, 2001 agenda of the Village of
Tequesta, the appointment of a Village Clerk. Kim Bodinizzo, Personnel
Speciafist has afready provided the applicants' resumes and related materials
for your review and consideration.
I have interviewed candidates Mary Wolcott, and Linda Kosier for this
position. I feel both candidates possess the qualifications for the position.
Based upon my interviews, I respectfully recommend for your consideration
the appointment of Mary Wolcott to the position of Tequesta Village Clerk.
The appointment is solely for the position of Village Clerk (copies of job
description, advertisement and applicable charter section are provided for
your use). The recommended starting pay for this position is $40,000.00
annually, with customary benefits for Village Administrative personnel.
Mary Wolcott has indicated that she agrees to the terms and is available to
begin work on a full-time basis as of June 4, 200 f. Any offer is conditional
upon receipt of acceptable background investigation, and the completion of a
Village physical examination.
Your review and consideration of this matter is appreciated. Should you

(� As you know, the position of Village Clerk has been vacant since April
J�r, f'1 13, 2Q01. Advertisements appeared in The Palm Beach Post and The
� �� $tuart News on April f 5 and April 22, 2001, seeking candidates for the
� position. In response to these advertisements, as of this date, the
Village Manager's Office is +n receipt of 20 applications/resumes
+ (copies attached). Upon careful review of the applications/resumes, it
� has been determined that three (3) applicants meet the qualifications
set forth for the position of Village Clerk, as follows:
Linda V. Kosier - Farmer City Clerk, City of Patm Beach Gardens
Pamela J. Levy - City Clerk, City of Lauderdale Lakes
Mary Wolcott - Town Clerk, Town of Lake Park
Ms. Kosier and Ms. Wolcott were interviewed on Apri126, 2001, and
both have agreed to a$40,000 starting salary. Ms. Levy was not
interviewed because although she indicated during a telephone
conversation that her request for a$60,000 starting salary was
negatiable, a$40,000 starting salary was out of the question. ,,

Section 3.03. The Village Clerk.
The Village Clerk shall be present at all meetings of the
Couneil and shall keep a record of the proceedings of the
Council in a minute book to be provided and kept for that

ordinances, �and shall preserve and mainta,in a resolution book

Class Title: village Clerk

GENERAL PURPOSE
Perforrns a variety of routine and complex supervisory, clerical,
and administrative work in the administration of the Village
government.
SUPERVISION RECEIVED
Works under the general supervision of the Village Manager. As
an appointed Officer of the Vil.lage of Tequesta, is subject to
annual reappointment by the Village Council.
ESSENTIAL DUTIES AND RESPpNSIBILITIES
Serves as custodian of official Village records and public
documents; performs certification and recording for the Village
as required on Iegal documents and other records requiring such
certification; seals and attests by signature to ordinances,
resolutions, and contracts, easements, deeds, bonds or other
documents requiring Village certification; catalogs and files all
Village records to ensure preservation.
Attends all meetings of the Village Council; performs an accurate
recording of the proGeedings and transcribes minutes utilizing
proper legislative terminology, recording, indexing and filing
for the public record; distributes information as requested.
Prepares and distributes agendas packets, materials, minutes and
reeords of ineetings.
Preserves and maintains the Ordinances and Resolutions of the
Village Council and oversees the codification of Ordinances into
the Village of Tequesta Code of Ordinances.
Prepares and advertises meeting agendas, bid and other
advertisements, and legal notices of public hearings and special
meetings.
Serves as Clerk of Elections pursuant to Section 8-2, of the
Village of Teqrvesta Code of Ordinances and coordinates municipal
elections with the Palm Beach County Supervisor of Elections
Office.
Prepares annual budget for Village Clerk's Office; assures
effective and efficient use of budgeted funds.
Provides public records requests and information to citizens,
civic groups, the media and other agencies as requested.
Serves as a notary public.
Prepares reports for Council Meetings as directed.
Communicates official plans, policies and procedures to staff and
the general public.
Prepares a variety of studies, reports and related information
for decision-making purposes.
PERIPFiERAL DUTIES
Attend seminars and workshops related to Clerks' duties and
responsibilities.
Assists in the preparation of vrdinances and resolutions as
directed.
Accepts claims for damages and other leqal papers served on the
Village.
DESIRED MINIMUM QUALIE'ICA.TIONS
Education and Experience:
(A) Bachelor's degree in business admin�.stration and public
administration or a closely related field, and
(B) Two (2) years ot municipal government experience as
Clerk or Deputy Clerk� or
(C) An. equivalent combination of educatian and progressively
responsible experience, with additional work experience
substituting for the required education on a year for year basis.
Necessary Knowledge, Ski11s and Abilities:
(A� Working knowledge of the principles and practices of
modern public administration; Extensive knowledge of office
practices and procedures; Thorough knowledge of modern records
management techniques, including Ieqal requirements for
recording, retention and disclosure;
(B) Ability to accurately record and maintain records;
Ability to establish and maintain effective working relationships
with employees, other departments, officials and the public;
Ability to communicate effectively verbally and in writing;
Ability to plan, organize and supervise clerical workers and
assigned staff;
(C) Skill in operation of listed tools and equipment.
SPECIAL RSQUIREMENTS
(A) Must be bondable; (B) Valid Florida Driver's License, or
ability to obtain one; nota�y public certification within six
months.
TOOLS AND EQUIPMENT USED
Typewriter, personal computer, including word processing,
spreadsheet and data base software; IO-key calculator; telephone;
copy machine; fax machine.
