� Community Development has been vacant since the resignation of
Scott D. Ladd on February 23. 2001. Attached for your review is a
copy of Mr. Newetl's resume.
Three candidates were interviewed for this position. Akhough those
interviewed were strong candidates, it is my opinion that Mr. Newell
possesses the best overall qualifications and sldlls to provide excellent .
leadership in the Department of Community Development As •
indicated in the attached Conditional Offer of Employment Letter, Mr.
- Newell and 1 have agreed upon a starting salary of $68,000. Mr.
Newell will receive the same benefits as other Department Heads.
Contingent upon Village Council approval, Mr. Newell is prepared to

years, I served as Buildfng Qfficial and Director of Pianning and Zoning. My duties inchxded preparing all
docc�ents and �on��tg requests for a hearing before the Plan�g and Zaning Board anri City Comnlissian
for final c�ecree. All comprehensive plan amendrnents and related matEers are inclnded in assigned duties.

Qewiston is a city wi�h a popuIattianan. of sixty fi�e hundred and cove�s approxirnately fc:ur sq�are m�es. It is
located in the northeastern portion of Hendry County. The current operating budget is approxima#eiy seven
m�tio� do�lars. Combinec� with the electrie and water/sewer uUlities the averall reve�►ues are
approximately fifteen mi���.
'I'he ��y of Clew�sto� is a full service city. The city provic�es eIectrie, water/sewer, public works, solid waste
pickup, animai control, and police, fire protection. The city owns and operates an eighteen hole gol£ cou�se
ant� a sports eo�p�ex that consist of nine bas�ball fields anci six soecer fields_

Dear Mr. Newell:
Congratulations! You have been selected for employment with the
Village of Tequesta in the position of Director of Community
Development at the starting annual salary of $68,000. This
employment offer is contingent upon the successful completion of a
pre-employment medical examination including drug-screen, as well as
a background investigation. Your pre-employment medical examination
will be conducted on Wednesday, March 14, 2001, at 10:30 a.m. at
Occupational Health Center, 3345 Burns Road, Suite 102, Palm Beach
Gardens.
Your appointment to the position of Director of Community Development
will be effective Monday, April 16, 2001, contingent upon approval by
the STillage Council at their Meeting on April 12, 2001. Pursuant to
Village Policy, your probationary period will be six (6) months from
date of hire. Upon the successful completion of your probationary
period, you will receive an automatic 2.5a salary increase, as well
as commencement of certain benefits as outlined in the Village of
Tequesta Employee Handbook.
