AttacMed are price quotes for all costs involved in moving the pubfic safety radio
equipment and antennas to 100 Beach Road.
This request will be submitted as a sole source vendor. Radiotronics currently
has maintenance agreements for both pofice and fire radio systems.
Radiotronics built the dispatch console in use at this time.
Please include approvat of this service on the April 12, 2001 Council agenda.

JUPITER, FLORIDA, FOR MOVING FIRE AND POLICE
DEPARTMENT RADIOS AND ANTENNAS TO OC�AN TOWERS
SOUTH CONDOMINIUM, IN THE AMOUNT OF $25,400.00,
AND A PROPOSAL FROM WILLIAM FI. MURPHY GENERAL
CONTRACTOR, INC., OF HOBE SOUND, FLORIDA, FOR
SITE WORK REQUIRED FOR COMMUNICATIONS EQUIPMENT
MOVE IN THE AMOUNT OF $2,522.00, WITH FUNDS BEING
APPROPRIATED FROM THE GENERAL FUND, GENERAL
GOVERNMENT TEMPORARY FACILITIES ACCOUNT, HAVING A
FY2000/2001 BUDGET ALLOCATION OF $50,000.00, AND

Section 1. The proposal to move the Fire and Police
department radios and antennas to Ocean Towers South
Condominium by Radiotronics, Inc., of Jupiter, Florida,
at�ached hereto as Exhibit "A", and the proposal to
perform the required site work by William H. Murphy
General Contractor, Inc., of Hobe Sound; Florida, attached
hereto as Exhibit "B" and incorporated by reference as
part of the Resolution, is hereby approved.

SUBJECT: Village Councit request for report regarding flood zone mapping issues
At the regular meeting held on March 8, 2001, the Village Council requested
that a report regarding flood zone mapping issues be prepared and
submitted by the next regularly scheduled Village Council meeting.
I have reviewed this matter with our consulting planner Jack Horniman and
have attached a copy of his analysis and correspondence. Additionally, I have
requested Jack to process his letter to Mr. John Tatum, (attached) and
requested the County keep up advised of future developments and meetings
regarding this matter.

Per your request, I have resea.rched yaur questions abaut the federal flood zone (f£MA)
mappin,g issue. Specifically, why has the Village not prepared its reporE regardin,g the new
proposed flood maps and are there any char�ges in the flood zones that will affect Tequesfa
residents' insurance rates? I have attached. the Palm Beach Post newspaper article that
appeared March 2, 2001, which briefly explains the process and reyuirements of this review
The municipalities were to have completed their reports by January 29, 2001. For whatever
reason, the Villa.ge and a number of other municipalities (listed in the article) sfill had nat
submitted their reports as of the date of this news�.per axticle:
I have reviewed the new proposed flood , maps and prepared the required reporE for your
review and it is attached fio this memorandum. This reporE has been coordinated with Mr.
John Tafum, Program Manager for Palm Beach County's Division of Emergency Managemen�.
Pa1m Beach County is encouraging all municipalities to thoroughly review the proposed flood
zone maps for their respective jurisdictions. The county will be seeking municipal support in
their appeal efforts.
The initial Village of Tequesta review of the flaod zone maps has recorcied a number of
"pratesEs" regarding street.names, street locations and municipal boundaxy lines. Most of the
new, proposed flood zones have similar boundaries as designated on the current flood zone
map, with the exception of a proposed flood zone change on the barrier island encornpassin,g
the PIME property and the Blowing Rocks Condominium. Some properties in the Village (i.e..
Chapel Court) have been deleted from the special flood hazard area and will rio longer require
mandatory flood insurance if these proposed maps are adopted as currently drawn.
Whether or not individual resident's insurance rates will be affected by proposed changes to
the FF,MA maps cannaE be determined by the Village of Tequesta. In obvious cases such a.s
ProperEies changed. from a non-special flood hazard area. desi,gnation to a specia.I flood hazaxd
area designation, it is reasonable to expect insurance rates to increase. However, the insurance
rates for those properties that retairt comparable flood zone designations will be determined by
the individual insurance providers.
FEMA has yet to begin their formal adoption process of the flood zone ma.ps. The Village
should continue to monitor this program closely and participate in the County's efforts to
coordinate this program.

Dear Mr. Tatum:
The Village has reviewed the year 2000 FEMA flood Insurance Rate Maps. During the review,
several rnapping discrepancies in regard to street names, street locations and munici�l
boundaries were discovered. Based on this review, the Village files the following "pratests"
prior to adoption of these maps:
PANELS 382 and 384:
➢ The municipal carporate limit boundary at the fu.rthest norEhwest portion of
TequesEa is delineated inaccurately.
PANEL 401:
➢ Tequesta Circle is not located on the map.
➢ In the Country Club, some streets are wrongly named: N. Fairway shauld be
Fairway North, E. Fairway should be Fairway East and W. Fairway should be
Fairway West.
PANEL 402:
➢ No discrep�ancies found
PANEL 403:
➢ In the Country Club area, some streets are wrongly na.med E. Fairway should
be Fair�iew East, W. Fairway should be Fairview West and River View Pl. should
be View Place.
➢ EasEwinds Circle is not located on the map.
➢ Pinetree Trail Drive terminates in the unincorporated area and does not extend

In addition to the aforementioned "protests", the Village ma.y also ha.ve grounds for an appeal.
There is an area on the barrier island of Tequesta that is in question; however, specific
comments cannot be offered at this time until additional technical information becomes
available. Therefore, the Village opts not to appeal the FEMA maps at this time, but reserves
the x7ght to join or support the Counfy's appeal if it firtds this action to be appropria#e at a
fuiure time.
