DECEMBER 13, 2000
I. CALL TO ORDER AND ROLL CALL
The Tequesta Community Appearance Board held a meeting in
the Village Council Chambers at 357 Tequesta Drive,
Tequesta, Florida, on Wednesday, December 13, 2000. The
meeting was called to order at 10:03 A.M. by Chair Vic
Strahan. The roll was called by Betty Zaur, Recording
Secretary. Boarclmembers present were Chair Vic Strahan,
Boardmember Gerald Wenta, Boardmember Richard Sterling, and
Boardmember Karen Flint. Also in attendance was Scott D.
Ladd, Clerk of the Board.
II. APPROVAL OF AGENDA
Boardmember Wenta made a motion to approve the Agenda as
submi.tted. Boardmember Sterling seconded the iration. The
vote on the motion was:

Karen Flint - for
The motion was therefore passed and adopted and the Agenda
was approved as submi.tted.

III. CONIl�1[JNICATIONS FROM CITIZENS
There were no communications from citizens.
IV. NEW BUSINESS
1. Seabrook Road Landscaping / Tequesta Drive South to the
Dover Ditch
Public Works and Recreation Director Gary Preston,
representing the Village, commented the plan presented
for this section of Seabrook Road was not a typical
beautification project, but also included sidewalks on
both sides of the roadway, drainage imgrovements, curbs
and gutters, streetlights, a complete irrigation system,
and new sod. Mr. Pr�ston exp�ained that following
completion the Village would maintain the right-of-way
along this section.
Landscape .Architect Scott Hall, Roy-Fisher Associates,
reviewed the project plans. Mr. Hall noted the conceptual
idea of this plan had been to continue the existing theme
on the north side of Tequesta Drive onto Seabrook Road,
using the same pallette of plant material, live oaks,
sabal palms, and a few Dahoon hollys. Live oaks
alternating on each side of the road with sabal palms
used as boo3�narks provided a rhythm for the design. St.
Augustine sod was to be used on the right-of-way.
Existing trees would be incorporated into the design.
Boardmember Flint reported it was difficult to cross the
streets and there were no crosswalks or intersections
since the roadways did not line up. Ms. Flint commented
that she was on roller blades, bicycling, or pushing a
stroller, and that the situation was dangerous.
Discussion ensued regarding the feasibility of
interjecting crosswalks. Ms. Flint commented that
driveways had to be used when crossing. Mr. Preston
commented that there would be swales in the finished plan
and that new areas had deep swales. Boardmember Flint
requested consideration be given to crosswalks, which Mr.
Preston noted would be difficult because of the height

differences. Mr. Preston ronfirmed that the sidewalks
would go to the edge of the property line and that
existing trees would be saved by meandering the sidewalk
if necessary. Sidewalks on the east side would probably
be pulled in 18" because of existing fences. Ms. Flint
requested two pedestrian crossways on Seabrook, and
indicated that even one would be helpful. Mr. Preston
reported that the last one installed by the Village had
cost $10,U00 and it would be up to the Village Attorney
to see if one could be installed without lights. Mr.
Preston noted that the rules kept changing and it was an
ongoing problem to know what was allowed. Ms. Flint
noted it was a problem to walk to the downtown area along
Tequesta Drive, and it was dangerous since drivers did
not see pedestrians. Mr. Preston explained that
driveways would not be cut but jack and bore would be
used to go under the driveways to install pipes.
Homeowners would be notified before the work began, after
the Village Council had approved the project. Mr. Preston
noted sidewalks would slope to driveways and each time a
crossing occurred a handicap stamp must be placed on the
street. Ms. Flint commented that crossing from Franklin
to Dover was a problem because a private driveway must be
used and suggested a closer alignment of the sidewalk on
even one side of the road wou�.d be hel�aful in crossing
the street. Boardmember Stirling noted curbing would be
installed, which would stop bicyc�.ing across the swales.
Mr. Preston explained that he did not know if a sidewalk
could end into the road without a designated crosswalk,
because it would be leading directly into traffic. Mr.
Preston commented on the many restrictions and noted that
the Village was not allcswed to designate sidewalks or
bike•paths, but that all walks or paths must be called
pathways. Chair Strahan noted having sidewalks on both
sides of th� street would be a big imp�ovement over the
existing situation.
Chair �trahan reported that Vice Chair Steve Parker had
submitted comments on this project, and he felt the oak
� trees were too close together, l�r. Parker suggested
changing the oaks from 25' to 30' centers to 35' to 40'
to match the landscaping and spacing on Country Club
drive. Mr. Hall responded the trees were closer on the

north side of Seabrook Road and they had tried to match
that spacing. Boardmember Wenta commented this was more
or less a side road and the spacing should be in relation
to that in other sections of this road. Mr. Hall
confirmed that the spacing conformed to the northern part
of Seabrook Road, and explained that placing the oaks
closer would encourage the canopy to grow out over the
roadway rather than side to side. It was noted that the
alternate plant list contained larger oaks, which Mr.
Hall explained could be used if there were sufficient
funds.
Boardmember Wenta made a motion to approve the
streetscape planting plan as proposed for Seabrook Road
and Tequesta Drive south to Dover Ditch to the scale as
drawn by Roy-Fisher Associates. Boardmember Sterling
seconded the motion. During discussion of the motion, it
was clarified that the streetscape did include pathways
but they were not in the purview of this Board.
Boardmember Flint indicated she was voting for the trees.
The vote on the nwtion was:

The motion was therefore passed and adopted.
Mr. Preston requested the minutes of this meeting be
approved at the next Community Appearance Board meeting
instead of waiting for another meeting of the Tree Board,
since this project was to be presented to the Village
Council in February.
VI. UNFINISHED BUSINESS
There was no unfinished business to come before the Board.
