OCTOBER 20, 2000
I. CALL TO ORDER AND ROLL CALL
The Tequesta Community Appearance Board held a meeting in
the Village Council Chambers at 357 Teque�ta Drive,
Tequesta, Florida, on Friday, October 20, 2000. The meeting
was called to order at 9:33 A.M. by Ch�air Vic Strahax�. The
roll was call.�d by Betty Zaur, Recording Secretary.
Boardmembers �xesent were Chair Vic S.t.rahan, Robert Stei.n,
and Richard Sterling. Also in attendance was Flanner Kara
Irwin, sitting in for Scott D. Ladd, �1erk of the Board.
Vice Chair Steve Parker arrived at 9:34 a.m.
II. APPROVAL OF AGENDa�4.
Acting Clerk of the Board Kara Irwin noted that under Item
IV, New Business, application #2 regarding Tequesta Motor
Cars, that the second change should be deleted since the
mansa.rd on the rear building was to.be repainted the same
COZOY.
Vic� Chair Parker ma.de a motion to: approve the Agenda as
amended. Boardm�ember Stein seconded the motion. The vote
on the motion was:
Vic Strahan - for
Steve Parker - for
Robert Stein - for
Richard Sterling - for
The motion was therefore passed and adopted and the Agenda
was approved as am�nded.

Boardmember Stein made a motion to approve the minutes of
the September 27, 2040 reqular m�eting a� submi�ted. Vice
Chair Farker seconded the motian. The vate on the mction
was:

The motiqn was therefore gass�d and adopted.
VI. NEW BUSINE3S
1. An application fxom Park Avenue BBQ, 236 U.S. One South,
for a m�difiaation to th�ir CAB approval of 3eptember 27,
2Qd0. Previous approval was for apglicant to repaint the
eacterior of the building Navajo White with the trim and
aCC�nt pa9.�ted Southern Pine (green), and the condition
that the roof also be paint�ed Navajo White. Applicant
seeking approval to paint roaf Southern Pine (qreenj to
match the trim c+�lor inste�d af thc Navajo Whit�.
(A) 3wesrinq-In of Witnesses, if Requiared
Actinq Clerk of �he Board Kara Irwin, swore in all
those intending to �peak.

reported they had visited the site and had had no

(C) Testimony of Witnesses and Cross Exami.nation, if
any
Ralph Veerap�n with Park Avenue BBQ explained he had
submi.tted the wrong photographs at the previous
meeting, and provided new pictures to show what the
applicant vaanted, which was a green roof and Navajo
White building. Mr. Veerapen verified that Navajo
White vaas an off-white, and the color boaxd was
referenc�d-, which showed t�e true colors. Mr.
Veerapen cominented that the cQlors were the same as
previously ,presented, but the request was to change
the color o.f the roof to green. The Board members
agreed that the change o� color was very nice.
Vice Chair Parker made a nwtion to approve the re-
agplication from Park Avenue BBQ as sub�m.itted, with
the exterior brick walls to be painted Navaho White
and the trim and acc�nt and rao� to be painted
Southern Pine Green. Boardinember Stein seconded
the m�tion. The vate on the motion was:

The motion was therefore passed and adopted.
2. An Applicatis�n from Will�am E. Surckart, representir�q
Robert Walsh and Thomas Steen, own.ers of Tequesta Motor
Cars, located at 746 U.S. One North, for the following
change to the bua.ldiaq:

reparted they had visited the site and had had no
communications with anyone.
(C) Testimony of Witnesses and Cross Exami.nation, if
any
TnTilliam E. Burckart noted the yellow building color
on the drawings provided should b� disregarded and
referred the �oard to the color board, which showed
the true building color of beige. Chair Strahan
received clarification from Mr. Burckart that the
tile on only the front partaon of the building was
being replaced, and that x1.o�hing was being done to
chan�e the rear of tY�e huilding. Mr. Burckazt
commented tha�t the rea� mansard was already Jaguar
Green and �,rould be repainted the same color. Mr.
Burckart explai.ned there was no Jaguar Green an �he
front port.ion of the builda.ng, and the only place
it appeared in the front was on the sign, which
would not be changed. Mr. Burcka�t comm�nted that
the z�ame would zemain. Tequesta Motor Cars. Mr,
Burckar.t explai.ned that the ariga_n.al plan for the
property had been ta copy Palm B�ach Motors, except
to he a Jaguar/BMW dealership; however, Ford had
gurchased Jaguar and the dealershi� lost Jaguar and
then also lost BMW. They had. tried to open a
Su�uki d�ale�ship, which had nat worked. Mr.
Burckax.t advised that the tile chQS�n for the front
of the builc�ing was the same as that a� Gounty Line
Plaza, and present�d a samgle. Boardmembers
comm.�nted this was a big i.m.provement to the
prapert�. Mr. Burckart �xplained �hat the interior
had also been greatly improved. Chair Strahan
. cominent�d there were gaps in the landscaping, to
which Mr, Burckart respon.ded the applicant was
working on th�.t and one gap n�xt to the fire
hydrant had been apprQVed; howerser, the others
would be filled in, and also some �rees were in the
process of being changed out. Chair Strahan note�i
the Queen Palms needed fertilizer., and on the sou�h
boundary the trees had been tri�rmed back. Mr,
Burckart explained the trees had been tr,immed to
encourage g�owth since they had been neglected for

so long. Mr. Burckart reported that the appliCant
had hired Jenkins Landscape from Hobe Sound, who
typically worked on Jupit�r Island homes, to br.ing
the landscaping back to original condition, and
that i.t was very important to th� owners that the
property look great. Mr. Burckart explain�d that
as soon as the roof was finished, the landscaping
work would be done.
Vice Chair Parker made a matien to apgrove the
application for Tequesta Motor Cars, 7�6 U.5. One
1�torth, as submitt�d, to xtwdify the existinq
showroom building by replacing the metal mansard
rQOf with Monier tile., Gasa Grande Ble�d.
Boardmember Stein seconded the tnction. The vote
�on the motion was:

The mc�tion was therefore passed and adopted.
Mr. Burckart conunented that filming was to take place
at T�questa Motor Cars during the last weekend of
October.
VI. UNFINISHED BUSINES3
There was no unfinished business �o come b�:fore the Board.
VII. ANY OTHER MATTERS
Ghai.r Strahan commented that it appeared Gary Van Brock had
rec�ived a perznit for property on Village Boulevard. Actinc�
Clerk of the Boa�d Rara zrwin advised she was not aware of the
permit, but it could be for a�ence. Chair Strahan commented
the property was fenced on the Tequesta Terrace side and on
the St. Jude side.
Bbardmember Sterling questioned whether Tequesta Motor Cars
could have re-opened like it was, to which Chair Strahan

responded they did not have ta put on a new roof, but would
have had to meet code en£orcement standards. It was expla,ined
�hat they had done some im�ro�rements in stages and had
installed l�xa.dscaping last year. Mr. Sterling comment�d that
in a community in. Austral.ia where he had been, if a building
was torn down the property must be sodded and watered, and i.f
a business was not operati.ng the property had to be upgraded.
Boardmember Sterling commented that this requirement really
improved the lflflk Qf the community, and that this practice
would help empt� lots in ths V�l�.age. Ch�ir Strahan advised
that the Commaanity Appearance Board' s purview di.d not appl.y to
ura.develop�d property, and the situation of hava.ng a buildi.ng
torn down had not come up, �ut as long as the building
appearance and landscaping was approved it was Code
En�orcement's job ta be sure i.t was kept nice.
