The change would increase the pay for our Communications Officers who work in the Police Dispatch Center. This change is being proposed by the Village as the result of the Village's eligibility to receive 911 Call-Taker Reimbursement funds from the County. This funding is available to reimburse the Village for up to 25% of the cost of operating our Dispatch Center since September 2000. According to the Pa1m Beach County Division of Public Safety (the agency that administers the funds), the money should be used "for the recruitment, training, compensation and retention of 911 telecommunicators ...to address the critical shortage of 911 telecommunicators." The proposed change would increase the base pay for our fulltime Communication Ofcers by $2.00 per hour retroactive to October l, 2000. It would also provide a "Retention Bonus" of $500 to each of our fulltime Communication Officers who receive a"Satisfactory" or above on their last performance evaluation at six-month intervals for the three-year term of the collective bargaining agreement. Although we do not now know the amounts, it is anticipated that the reimbursement funds will also be available next fiscal year and possibly future years as well. The CWA union membership ratified the change on December 21, 2000. Staff recommends that the Village Council approve the proposed change to the collective bargaining agreement with the Communications Workers of America (CWA) and authorize the Mayor to execute same.
