• Attended Fire Department staff ineeting, reviewed fire
department issues and reviewed goals on November 13
• Visited Country Club site on November 13 monuments have
been removed; area not completely restored.
• Conference with Mayor Capretta on November 13 to review
agenda items and to discuss upcoming JTJB Chamber of
Commerce meeting.
� Reviewed with Joann Manganiello funding for upcoming
capital improvement projects on November 13
• Reviewed and authorized outstanding payables with Cindy
Sementelli on November 13
• Conference with Chief Allison on November 14 regarding
personnel and upcoming awards ceremony.

temporary perimeter fencing for security. Notified police
chief to have road units patrol facility.

17 and held meeting with Assistant Chief Garlo.
• Had telephone conversation with Mayor Capretta on November
17 regarding Village Council meeting and Country Club

• Reviewed project assigned to Assistant Village Manager on

• Had telephone conversation with Councilmember, Geraldine

20 and instructed Richard to review development of video
presentation for Capital Improvement projects.
• Conference with Chief Weinand and Captain Nathanson on
November 20 regarding pending personnel action.

on November 20 including demolition of Tequesta Plaza
structure.
• Telephone conference with Michael Wheland on November 20
regarding personnel action in Fire Department.
• Telephone conference with Police Chief on November 20
regarding updating weekend activities.
� Visited with Councilmember Sharon Walker, on November 20
to review arrangements for December Meet & Greet.
� Toured Country Club Phase I and Phase II construction
projects on November 20 with Tom Jensen and Russell
White; also toured S. Cypress to review infrastructure
streetscape project, existing problems and
recommendations.
• Experienced power failure in administration offices on
November 20 notified fire department and building
owners that emergency lighting not working.
• Discussed administrative policy updates on November 20
for employee reviews with Personnel Specialist.
• Attended staff ineeting on November 20 in which the
following items were discussed:
- Personnel Specialist stated that employee
evaluations are to be done within 7 days of
anniversary instead of 30 days.
- Village Manager reported that school boundaries
are not going to change for a couple of years.
- Village Manager to conduct civic classes to
public; once a month a different department head
will give presentation on their department.
- Russell White reported that chain link fence to be
erected around demolition site.
- Russell White reported that Ricman will be pulling
out all debris from The Country Club.

- Public Works Director reported that pathway went
into the Country Club
- Public Works Director reported on skateboard
park; we are not going to get a grant so there may
be funding problems.
- Public Works Director reported that Lighthouse for
the Arts is going to decorate the Village
Christmas tree.
- Richard Diamond, Special Projects Coordinator,
reported that the goals and objectives for Fire
and Police are completed.
- Richard Diamond, Special Projects Coordinator,
reported that the handbook is currently being
updated and typed.

reported that he is working on the agenda for the
upcoming November 29 Pension meeting.
• Reviewed and finalized personnel action form with Fire

• Reviewed demolition project with Cushing Demolition on
November 22 regarding construction and installation of
security fencing.
• Notified Mayor Capretta and Village Council on November
22 that Patricia Varney will not be accepting position as
Finance Director.
• Finalized Employee Greeting for Thanksgiving on November

to update them on Citizen Survey.
• Drafted letter to Russ Blackburn, Martin County
Administrator on November 22 regarding providing water
to South County residents.

with building department and difficulties he is having
obtaining a permit. Working with building department for
clarification and resolution.

on November 22 regarding status of Citizen Survey.
• Visited with Fire Department, Building Department,
Community Development and Police Department personnel on
November 22 informal meetings to meet and visit with
staff.
• Reviewed demolition project on November 27 with Cushing
Demolition representatives; project is on time and
security fencing is installed.
• Telephone conference on November 27 with PMG Associates,
Inc. regarding submitting sample survey questions.
• Completed Village Manager's report on November 27 which
was a supplement to November 16, 2000, report.
• Prepared correspondence on November 27 to Village
Council regarding status of Tequesta Country Club Parcel,
water/drainage/lighting project.
• Directed Kara Irwin on November 27 to prepare a drawing
indicating vacant lots (commercial/residential) within
Tequesta as future sites for neighborhood parks.
• Telephone conversation with Tim Messler on November 27
of Messler Engineering and Jerry Rosso of Rosso Paving &
Drainage; contracts are being prepared to be executed mid-
December with work scheduled to start second week of
January. I will coordinate water distribution system with
utilities personnel.

• Spoke with Attorney Peter Holton on November 27 with
Jones, Foster, et al. to discuss status of property swap
with JMZ at Tequesta Plaza; he will contact JMZ,
transaction expected to be completed by December 15, 2000.
• Visited by resident Jim Humpage on November 27 a
request was made for a status update on the proposed
public safety complex; as such of the information is still
being developed I informed him details are not yet
available.
• Telephone conversation with Phil Crannell of Gee & Jenson,
architects/engineers for Tequesta Public Safety Facility
on November 27 scheduled meeting for November 30 for
project update.
• Visited Police Department on November 27 with Chief
Allison, Assistant Chief Garlo and Sargeant Ricciardi for
promotional notification.
• Scheduled appointment on November 27 with Gary Preston
and landscape architects to review Seabrook project.
• Reviewed with Kara Irwin, on November 28 the status of
Clairview and Zaino's Restaurant development projects;
status reports to follow.
• Telephone conversation with Peter Holton of Jones, Foster,
et al., on November 28 regarding providing a survey for
property swap parcel and authorizing expediting same.
• Conference with Tom Jensen on November 28 regarding
pending invoices for S. Cypress
drainage/lighting/landscaping/water distribution and
production issues, Phase I and Phase II Country Club.
• Conference with Gary Preston and landscape architects on
November 28 regarding Country Club Drive, Seabrook
Roadway; additionally, reviewed Palm Beach County
contracts for sidewalks for Riverside Drive.
• Telephone conversation with Peter Holton of Jones, Foster,
et al. on November 28 regarding JMZ Tequesta property
swap.

• On November 28 scheduled appointment with resident Vi
Laamanen of Country Club to review her concerns.
• Attended both public safety and general employee pension
board meetings on November 29
• Conference with Department Heads and Ian Helsby of
Operation Explore on November 30 initial meeting to
discuss team building and leadership development.
• Meeting with representative George Gentile of Gentile &
Associates and a representative of Jupiter Inlet District
on November 30 to discuss Tequesta's relationship with
the District.
• Reviewed status of temporary fire/police facilities with
staff on November 30 discussed alternate sites and
total costs.
• Visited resident Vi Laamanen of Tequesta Country Club on
I�Tovember 30 to review concerns with capital improvements
for Phase I. Informed her we will be developing a bi-
weekly flyer updating on project status, including contact
phone numbers.
• Met with Police Chief regarding personnel issues on
November 3 Otn
• Met with Phil Crannell of Gee � Jenson
Engineers/Architects on November 30 to review Public
Safety complex; requested current estimates and
timeframes.
• Met with Councilmember Basil Dalack for lunch on November

specifics of citizen satisfaction survey.
• Met with Jim Turner of Jupiter Courier on December lst
regarding referendum issue being dropped.

Public Safety Facility and temporary quarters. Directed
staff to look into leasing vacant property in the village
for temporary facilities.
• Conference with Tom Jensen on December l regarding
continuing problems with Country Club, Phase I project;
must resolve existing issues and improve public relations
• Telephone conversation with Tom Cushing of Cushing
Demolition on December l regarding safety concerns north
elevation instability. Police Chief directed to post
overnight security to eliminate possible injury to
residents.
• Reviewed with Cindy Sementelli of Finance Department on
December 4 regarding auditors coming in Friday to assist
with department operations. Reviewed weekend financial
year end conversions.
• Met with Scott Ladd on December 4 who officially
returned to work today from extended medical leave.
• Reviewed contract on December 4 for internet service
with Police Chief, Bluestar and On-site; executed
contract.
• Met with Vi Laamanen on December 4 regarding lighting at
Country Club, Phase I; meeting scheduled for December 5,
2000.
• Reviewed overlay project and CWA issues with Richard
Diamond on December 4tn

• Met with Personnel Specialist on December 4 regarding
Utilities Superintendent position (closing date is
December 4tn)
• Scheduled appointment with Douglas Girvin and Paul
Comparre on December 4 th to discuss vacant lot at
Tequesta/Fiesta for park/green space.
• Conference with Chief Allison on December 4 th regarding
personnel grievance.
• Staff ineeting was held on December 5 th where the following
issues were discussed:
- As of December 8 auditors will be here
on a regular basis.
- Christmas Parade will be held this Sunday,

- Tom Jensen proposed that Tequesta Fire help in
repainting the fire hydrants in Tequesta.
- Laborer position will start Monday, December ll th ;
this position will also include janitorial duties
as well.
- Finance Director is being readvertised.
- Utilities Superintendent position closing deadline
is now closed and will be interviewing for it.
- Comp time - instead of getting comp time for hours
worked over 40, non-exempt employees can now be
paid overtime if they so choose.
- Sick leave conversion will be paid through the
paycheck received on December 8, 2000.
- Employee Appreciation luncheon will be held in
March.
- Mayor Capretta suggested Employee Recognition
"awards" luncheon to be scheduled sometime early
spring of 2001.

Club Phase I with Tom Jensen to answer questions and to
give status update.
• Reviewed Tequesta Village Center and swap on December 5th
with attorney Peter Holton; he indicated that all is on
schedule for swap by mid-December 2000.
• Operation Explore representative began initial dialogue
with senior staff on December 5tn
• Telephone conversation with Country Club resident Mr.
TNatson on December 5 regarding problems he has
experienced with Phase I; I am going to personally visit
and evaluate on December 6tn
• Breakfast meeting with Village of Tequesta resident Harold
Taylor on December 6 who is interested in discussing
topics for review with residents prior to Village Council
meetings.
• Meeting with staff and YMCA representative on December 6tn
to review future needs and relationships. I will develop
a 6 month proposal for service and a 5-year project for
the Village's review.
• Meeting with Douglas Girvin and Paul Comparre on December
6 to discuss possible use of their property located at
Tequesta Drive and Fiesta Drive as Village green space.
Discussions were preliminary and they will consider and
advise.
• Meeting with Ian Helsby on December 6 from Operation
Explore to discuss finalizing a proposal for services.
• Meeting with Dana Anderson of TCCCA on December 6 to
discuss invoice for sidewalk installation on Country Club
Drive.
• Meeting with Chief Allison and Assistant Chief Garlo on
December 6 to review Police department personnel issues.
• Conference with Acting Assistant Finance Director and
Personnel Specialist on December 7 regarding finance
personnel vacancies. Directed a search for

• Telephone conference with Dana Anderson of TCCCA on
December 7 he requested sidewalk item removed from
agenda as he did not intend to pursue the Village for
payment.
