Subject: Recommendation for Position of Finance Director
In accordance with Section 3 02{7) of the Village Charter, I
respectfully submit for your re iew and approval the appointment of
Mrs. Patricia Varney as Finance Director for the Village of
Tequesta. The Finance Director position has been vacant since July
10, 2000 (the assistant finance director position - vacant since
June 26, 2000) .
Attached is a memo from Kim Bodinizzo, Personnel Specialist, for
the Village of Tequesta. Of the eight(8) candidates selected for
interviews, only five (5) responded and were interviewed (resumes
attached).
After interviewing the five (5) candidates, I am pleased to
recommend Mrs. Patricia Varney be appointed as Finance Director.
Mrs. Varney has served in the capacity of municipal finance
director in South Florida for over a decade. A copy of her resume
detailing education, background, and experience are attached f�r
your review and consideration. Please note that Mrs. Varney & I
had the opportunity to work together for approximately five (5)
years in Miami Shores. I believe Mrs. Varney has the skills and
experience necessary for the position, and will be an asset to the
Village of Tequesta.
I have negotiated with Mrs . Varney a starting salary of $ 68, 000 per
year (this is the amount agreed to for previous candidate from
Lantana). Additionally she will receive the same benefits as other
Department Heads with the sole exception of receivinq a
$300.00/month automobile allowance in lieu of individual health
insurance (currently $333.18/month).
I am confident that Mrs. Varney will provide the leadership &
guidance required, as well as assist me in providing excellence in
financial accounting, document presentation, budget preparation,
compliance with government regulations, computer and information
systems management.

As the Finance Director in Miami S�res Village aad City of Laud.erdale Lakes, my
responsbili#ies include accounting, auditing, financiat planning, budgetary, management
anatysis and risk management. I prepare the financial statements, expendi�ure reports, five-
year capital improvement plan, and annual operating budget as well as pian, evaluate and direct
departmental policies, programs and opera#ions. I aiso oversee the investment of City funds

Achievements
1. Successfiil in, closing two bond issues in FY 2000. one through competitive saie and the
second one through pool bond with the Ftorida League of Cities.
2. Experienced in two computer conversions. The City of Lauderdale Lakes is in the process
of unplementing a new computer system `�VIUNIS". The accounting, purchasing, and
budgetary modules were completed and the City is now in the midst of implementing
payroll, fixed. assets, occupational license, and inventory modules. In late 19$3, Mimi
Shores Village converted Burroughs to ADDS and all soflwaze to PICK operating system.
� In 1995 converted from ADDS to PC and linked the operating systein with PICLAN for
windows.
3. Implemented accounting controls and procedures iri bvth m�icipalities. Dwring my first
year at the City of Lauderctale Lakes, I corrected over 80% of tl�e auditor's previous year's
management �omments and received no new management comment for FY 1999. Of the
nine years in Miami Shores, the City received no management comments from the annual
audit for five years and one management comment for the other 4 years.
4. Received the "Certificate of Achievement for Excellence in Financial Reporting" from the
Government Finance Of�icers Association from 1989 to FY 1998.
5. Received the "Distinguished Budget Presentation Award" from the Government Finance
Officers Association for FY 1995 to FY 1998 at Miami Shores Village.

6. Implemented foreclosure proceeding for properties with outstanding liens in delinquent
gazbage fees resuiting in approximately $150,000 collection without counsel invotvement.
7. Implemented DROP (Deferred Retirement Option Plan) in F 1� 1998 for swom police
officers at Miami Shores Village.
8. Negotiated. heatth insurance contract with HUIVIANA in FY 1997 resul�ing in additional
health insurance coverage at no additional costs. Also implemented a full Chapter 125
Plan, allowing pre-tax dec�uctions for medical and da.y-care reimburseme�s.
9. Developed the `Budget in Brief ' in FY 1996, pmviding pertinent and easy to understand
