BACKGROUND On May 27, 2011, Tequesta Towers filled an application to demolish a 410 Sq. Ft. pooi cabana and construct a new 2,904 Sq. Ft. Pool CabanaJFitness Building in the R-3 zoning district. On September 1, 2011, the Planning and Zoning Advisory Board recommended approval of the application. SPR 03-11 was approved by the Village Council on October 13, 2011. On November 21, 2013, the Planning and Zoning Advisory Board approved Tequesta Towers Site Plan Modification (SPM 02-13) to eliminate the roof terrace and spiral staircase approved under SPR 03-11. On February 20, 2014, the Planning and Zoning Advisory Board approved Tequesta Towers Site Plan Modification (SPM 03-14) to change the wall color of the new pool cabana building and, future painting of the Towers building (including lanclscape and retaining walls, and walkways) in 2016. STAFF REVIEW The proposed Site Plan Modification application is to modify a previously approved landscape plan as part of the Site Plan Review (SPR 3-11). The proposed Landscape Plan and Justification Statement were prepared byJason Litterick, Litterick Landscape Architecture (see attached application). Mr. Steve Parker, ASLA, Village Landscape Consultant, reviewed the proposed amendments to the previousiy approved landscape plan (see attached review letter). 5. RE: Tequesta Towrrs I completed a review of the r�viseti .Am.ended Landscape Plan prepared by Litterick Landscape Architecture (4/08/14) and listed below is a summary of my comments wifih xegar�ds to cad� compliance. Pe�imeter Lands�eapiae: As a new building on a small portion of a much larger sxte, the perime#er landscaping requirements for this type of project are not specifically addressed in the Teques#a Laa�radscape Code. For fihe purposes of this review, I looked at the south property line (70 l.f.) and west property line (40 l.f.) site specific to the new building and did not consider the north and east property lines due to the exist,iing pool and patio. 1. South side: 5' wide landscape buffer required, 4'-1Q" wide landscape buffer provided. Thi.s is howev�r, an existing condition, and matches the original plan. Tha applicant should in+dicate this dimension an the plan adjacent to the new building. Twv (2) perimeter trees r�quired (1 tree/301.f.), none provided. The applicant has indicated the existing Sea Grape meets this requirement, however, in my judgment the 5ea Grape meets the hedge requixement more so than the tree requirement. Altiiough the Sea Grape meets the 12' ht. tree requirement, it does not meet the 5' clear trunk requirement and is also clearly maintained as a hedge. The original plan by Main Street Design Group did not specifically address tlus requirement either, although five (5) Coconut palms {1 2/3 trees provided) were proposed east of the new building. We have reviewed the landscape documents, which include provisions for the planting over the interface waterproofing membrane on the north side of the new building. The wall of this building is immediately adjacent the underground garage, with approximately 12 inches of soil over the garage. The insufficient planting depth cannot accommodate the small Palm tree root system. The root system will most likely damage the waterproof inembrane between the two structi,�res. It is our recommendation that planting, installed over the interface waterproof inembrane, be limited to grass. We have also provided you with our justification for each of the proposed changes and how it relates to your current Landscape Code. The Amended Landscape Plan is attached for your reference. 1. Five Coconut Palms along South Property Line; The approved Landscape Plan calls for Five Coconut palms to be installed along the south property line adjacent to the pool area. In order for these palms to be installed, the existing Seagrape hedge which exists along the entire south property line and is currently maintained at a height greater than 12' will be compromised in at least 5 locations. The neighboring property owners to the south that share this buffer/screening have expressed that they do not want the existing Seagrape Hedge to be compromised in any fashion since it currently serves as sufficient screening and buffering between the two properties (See Attached lefi�er from neighboring property owner and Photo below). Foundation Landscaping ,Along North side of New Building; The current Approved Landscape Plan calls for 1- Roebelinni Palm, 17 - Green Island Ficus, 9- Cocoplum & 2- Garcinia to be installed along the North side of the new Building. We would request that these plantings be eliminated from the plans along the north facade since this area is located directly over the top of the parking garage below. The owners concern is to eliminate any potential problems such as root systems causing leaks into the garage below. The area where the plants are proposed will receive decorative rock (Egg Rock) to assist in drainage along the base of the new building (See Photo Below). As you can see there are existing planters along this particular facade which help soften the buildings edge similar to the intent of foundation landscaping. Foundation Landscaping Along West & South Side of New Building; Due to excessive amounts of utility lines located between the new building and the existing retaining wall, additional A/C units, and drainage concerns, we would request the approval to eliminate a portion of the previously approved plant material proposed for this area which includes Spider Lily, Beach Sunflower, & Verbena. This plant material will be replaced with large egg rock as noted in the attached plans. The proposed Small Leaf Clusia proposed to screen the new A/C units and provide foundation planting �vill be installed as shown on approved plan however, we are proposing to upgrade the hedge from a 3 gallon plant to a 7 gallon plant which will be 36" when installed rather than 24" as previously approved to make up for the loss in foundation landscape material. Foundation Tree Modification; Due to the Same reasons as mentioned for request No. 3 above, we would like to change the species of palms which would better suit the location that they are proposed. Three (3) Coconut Palms, Two (2) Pygmy Date Palms and (3) Oleander are proposed along the foundati��n of the new building which is supported by a large retaining wall and many utilities. In lieu of the above, we would propose to Install (2) Sabal Palms (10-12' C.T.) and (10) Dwf. Oleander as noted on the attached plan. In addition, we would propose to keep the existing clusia tree which was not noted on the "Previously Approved Landscape Plan" and is shown in the picture above. This would give us three (3) trees that will be located along the foundation which we feel meets the Villages foundation landscape requirement for trees every 30' O.C. along building foundations.
