At that time we were designing a water main from tirell Field No. 1 to r ell `ield rTo. 4 an we learned that the existing water main, wtich was probably installed between 1955 .rxd 1960, was lcated in rivate praperty, . t the present tixne, anci ta the best of oux knowledge, there is no ather lega2 right-of-way for access to V'ell 'ield N. 1 other than the 25 .foot strip on the east side of the 1iVosta property. I GEE & JENSON ENGINEERS-ARCHITECTS-PLANNERS,INC. Iir. John C. Randalph Johnston. Sasser & Randolph eptember 29 1977 - Page 2 * It zs ossible that there hae been utilities such as Florida Power & .L,aght and Southern Bell have been installed in the east L5 foot strip. It vvould appear to me that a survey showing the lacation of any _ buried or above ground utilitis in that area should be made. In view of the fact that a public body is invalved I wonder if an easement far the pineline and inress and egress to 4e11 Field No. 1 is adequate - .nd feel tha an actual property transfer should be made. As I understand it he present building code requires a 10 foat setbacc ' from a taroorty line on the side. L7nder this condition we could live with a 15-fooE wide strip on the west aide af the TiVosta ;roperty if that striq was owned b tiie 7illage. If a 20-foot easement was obtained ` a building could be Alaced at the edge of the easement. which I under- stand would be the building wall, and if the building overhang did not exceed 4 or 5 feet there would be no difficulty in maintaining the 10- xnch exietin watier main. roxn an engineering ?oixt of view it would be clesirable to exchange one "L5-foot strin for anQther. As a second choice ownerahin could be obtained f a 20-foot stri for the 25 and as a last resort a minimun of 1 S-foot strin for the 25. 'I'he 15-foot strip wauld not provide aceeuate room for two-way traffic and if the Village,at some future f:iane desired to sell that piece of praperty at ell Field No. i, the le miht be difficult to consummate.
