The hearing was called to order at 10:02 A.M.
A. Code Enforcement Special Master Torcivia approved the minutes of the August
24, 2000 hearing as submitted.
B. Fine Imposition Hearings:

The Respondent, W'illiam Richard Powers, was present at the hearing, and
requested a fee payment plan be accepted by the Fire Department.
Special Master Paul�tte Torcivia stayed the fine of five hundred five dollars
($505.00). Mr. Poweu will pay the original amount of three hundred thirty four
dollars f$334.00) by October2�, 2000. Uponfull compliance, i.e., total payment
of the amount owed to the Emergency Medical Transportation, Mr. Powers may
request a reduction of fine.
Conclusion of law was that Respondent remains in violation of Chapter 9,
Section 9-55 of the Code of Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that Respondent, William Richard
Powers, shall reimburse the Village of Tequesta in the amount of three hundred
thirtyfourdoiiars ($334.OEYjbythe dayofiOctober, 2000. Respondent'sfine
of five hundred five dollars ($505.00) shall be stayed. If Respondent fails to
comply within the time specifted�, the fine of twenty five dotta�s. ($25.00) per day
shall continue for each day the violation exists. If Respo�dent fails to comply
fully by October 25, 2000, the tv�nty five doliars ($25.0@� per day fine and the
original fine of five hundred five dollars ($505.00) shall be reinstated.
If Respondent does not comply within the time specified, a Fine Assessment
Hearing will be held before the Special Master on the 26th day of October, 2000
at 10:00 a.m., at the Tequesta Village Council Chambers, 357 Tequesta Drive,
Tequesta, Florida 33469. Should a dispute arise concerning compliance, either
party may request a hearing before the Special Master on the issue of

Tequesta Code Enforcement Officer Sgt. Irovando testified to the violation. Sgt.
Irovando introduced as witnesses Elaine C. Hines of the Medical Claims
Processors Group, Inc., and Alex fVathanson of the Tequesta Fire Rescue
Department. Findings of fact were that the date of the medical transportation
was November 2, 1997, and that the amount owed to the Village of Tequesta by
Respondent is $65.60.
Conclusion of law was that Respondent is in violation of Chapter 9, Section 9-
55 of the Code of Ordinances of the Village of Tequesta.
