SPECIAL MASTER CODE ENFORCEMENT HEARING
MINUTES
September 27, 2001
PRESENT: Special Master Paulette Torcivia; Code Enforcement Officer Police Sgt. John
Irovando; Recording Secretary Betty Laur.
The hearing was called to order at 10:00 A.M.
A. Code Enforcement Special Master Torcivia approved the minutes of the August
30, 2001 hearing as submitted.
B. Violation Hearings:

and Cats, Sec, 4-, 13, Running at
Large, Prohibited, Page No. 259.
The Respondent, Carlos Anteo, and his daughter, Carolina Anteo, were present
at the hearing. The Tequesta Code Enforcement Officer testified to the
violations.
Conclusion of law was that Respondents are in violation of Ordinances of the
Village of Tequesta, Florida, Chapter 4, Animals and Fowl Article II, Dogs and
Cats, Sec, 4-, 13, Running at Large, Prohibited, Page No. 259 of the Code of
Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that Respondents, Carlos and Gladys
Anteo, shall comply with Chapter 4, Animals and Fowl Article I I, Dogs and Cats,
Sec, 4-, 13, Running at Large, Prohibited, Page No. 259 of the Code of
Ordinances of the Village of Tequesta.
If respondents do not comply within the time specified, a fine of fifty dollars
($50.00) per day shall be assessed for each day the violation continues to exist.

hearing. The Tequesta Code Enforcement Officer Davis testified to the repeat
violation.
Conclusion of law was that Respondents are in repeat violation of Appendix A-
Zoning, Section X, Supplemental Regulations Applying to a Specific, to Several

Private Lots. (3), Page No. 1185.
Special Master Paulette Torcivia ordered that respondents David L. Rhoten and
Karen E. Oteri shall continue to comply with Appendix A-Zoning, Section X,
Supplemental Regulations Applying to a Specific, to Several or to all Districts, (L)

Commercial Vehicles and Trucks, Recreational Vehicles on Private Lots. (3),
Page No. 1185.
A fine of one hundred fifty dollars ($150.00) shall be assessed for this repeat
violation. This fine shall be paid by October 12, 2001.
A copy of this Order shall be recorded in the Public Records of Palm Beach
County, Florida, and once recorded, shall constitute a lien against the property
of the original amount upon which the violation existed and upon any other real
or personal property owned by the Respondents, pursuant to Chapter 162,
Florida Statutes for the original amount.

Code Enforcement Officer of Tequesta testified to the violation and provided
photographs of the violations.. -
Conclusion of law was that Respondent is in violation of Appendix A-Zoning,
Section X, Supplemental Regulations Applying to a Specific, to Several or to all
Districts, (L) Commercial Vehicles and Trucks, Recreational Vehicles on Private
Lots. (3), Page No. 1185, of the Code of Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that Respondent, Natalie Digioia, shall
comply with Appendix A-Zoning, Section X, Supplemental Regulations Applying
to a Specific, to Several or to all Districts, (L) Commercial Vehicles and Trucks,

Recreational Vehicles on Private Lots. (3), Page No. 1185 by the 28th day of
September, 2001. If Respondent does not comply within the time specified, a
fine of one hundred dollars ($100.00) per day shall be assessed for each day the
violations continue to exist.

present at the hearing, however, there was a finding of proper notice. Tequesta
Code Enforcement Officer Sgt. Irovando testified to the violation.
Conclusion of law was that Respondents are in violation of Appendix A-Zoning,
Section X, Supplemental Regulations Applying to a Specific, to Several or to all
Districts, (L) Commercial Vehicles and Trucks, Recreational Vehicles on Private
Lots. (3), Page No. 1184 of the Code of Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that respondents James C. Greer and
Paul H. and Edith I. Roorda shall comply with Appendix A-Zoning, Section X,
Supplemental Regulations Applying to a Specific, to Several or to all Districts, (L)
Commercial Vehicles and Trucks, Recreational Vehicles on Private Lots. (3),
Page No. 1184 of the Code of Ordinances of the Village of Tequesta by the 28th
day of September, 2001.

The Respondents, Darrell D. Pastuch and Heide A. Pastuch, were not present
at the hearing; however, there was a finding of proper notice. The Tequesta
Code Enforcement Officer testified to the ongoing violations.
Conclusion of law was that Respondents remain in violation of Chapter 12,
Noise, Sec. 12-1, Prohibited. (2) Radios, phonographs, etc., of the Code of
Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that Respondents, Darrell D. Pastuch
and Heide A. Pastuch shall immediately comply with Chapter 12, Noise, Sec.12-
1, Prohibited (2) Radios, phonographs, etc., of the Code of Ordinances of the
Village of Tequesta. A fine of two hundred fifty dollars ($250.00) was assessed
for the violations that have existed.
A certified copy of this Order shall be recorded in the Public Records of Palm
Beach County, Florida, and, once recorded, shall constitute a lien against the
property of the original amount upon which the violation existed and upon any
other real or personal property owned by the Respondents, pursuant to Chapter
162, Florida Statutes for the original amount.
