Meeting Participants: Kim Delaney, Mike Busha, Nick Uhren (conferenced in) &
Key Discussion Items & Takeaways:
1. FDOT's lane reduction program is re-striping only. There is no reduction in surface asphalt.
2. Put forth our vision of a boulevard with new, extended and wider landscaped medians.
3. Suggestion was to proceed with the FDOT's program and address the median issue at a later
date.
4. Our response was this did not make economic sense nor would it accomplish VOT objectives
5. After some enlightened discussion it was agreed that the broad project concept should be
pursued.
6. FDOT originally was looking to finalize its plans by September 30 with the project to be
undertaken in 2018. Our request for a deferral extends the timeline for plan finalization to
March 31, 2015.
7. Pursuing the broader vision will have a financial cost that should at least be offset in part by a
reduction in asphalt surface area.
8. It was stated that generally with this type of project FDOT does not provide financing for
landscaping. However, when asked about the work done between Donald Ross and
Indiantown the consensus was that Jupiter did not pay for the landscaping. It was further
stated that if the Village were willing to assume responsibility for future median landscaping
maintenance that would be looked upon favorably with regards to FDOT to underwriting the
initial landscape cost.
9. The timeline to complete the plan by March 31, 2015 is doable. Kim and possibly other
members of the MPO would like to address the council at its August workshop and public
council meeting to discuss the work plan and expectations.
10. The following will be needed, a traffic study, community outreach and workshops to validate
resident and business owner support.
11. Discussion ensued on County Line, Tequesta Drive and Old Dixie. Old Dixie is a county road. It
was stated we would have more flexibility to reconstruct Old Dixie from the Village line in the
image we would like if the Village were willing to assume ownership. This was not seen as a
problem. However, we will need to work with Jupiter and the county to address Old Dixie
from A1A to the Village line.
One last item of note, it was stated that the state had in fact considered what VOT is proposing and
then discarded the idea as they did not see a substantial benefit. However, FDOT did not consult with
the VOT or County/MPO in reaching that determination.
